clients, Mrj and Mrs. Swanson. It
was moved by Ostrander, seconded
by Karrow, that the bond. of A.
Sunberg be accepted. Carried unani-
mously.
Communication read from State
Highway. Ordinance No. (23) Twenty-
three had its second reading. Carried
unanimously. Motion by Ostrander,
seconded by Burgoyne, that the city
manager be allowed $75.00 (seventy-
five) dollars per }fear for gas and oil.
Carried unanimously. Motion by Led-
wein, seconded b3; Burgoyne, that'
tile bill of thirty-seven dollars and
fifty cents ($37.50) for oil and gas
be allowed city manager for first half'
of year from January 1st, 1924, to
Jtily 1st. Carried unanimously, i

'An Ordinance regulating tbe keeping
of billiard tables, pigeon hole .tables,
pool tables and bowling alleys.
The City of Columbia Heights does~or-
dain as follows:
Section 1. It shall be unlawful for
an~ person, person~, firm or corI)ora-
tion to keep in tb~ City"of Cohunbia
~eights in tbe County of ~knok~ and
State of ~Iinnesota, ~ny public billlard,
pool or pigeon bole table, or bowling
alley, wherein or whereon such ~erson,
persons, firm or corporation shall per-
mit for any reward or otherwise, ~ny
person or persons to play any
~,of ten pins, ~illiards or pool or any
other games whatsoever, unlegs such
person, persons, firm or corporation·
shall first obtain a license therefor
from the city council as herein pro-
vialed. '
Section 2. Any person, persons, firm
or corporation, desiring to obtain
license to keep such billiard, pool or
pigeon hole tables or bowling alleys
and per.it the g~mc of billiards, .pool
or ten pins to be played thereon, shall
make application in writing to the
city council, which api)licati~n shall
give the name of the ~pl)licant, the
place whore i~ is proposed to operate~
said tables or alley and the number of
s~id ~lleys'or tables sought to be oper-
ated by said ~pplic~nt. ·
Section 3. Upon the approval-of said
application by the city council, the
plic~nt shall pay to the City Treasurer
~ fee or fees ~s follows for a year:
~or ten ,pin or bowling ~lley, for
~each stand or ~lley the' sum of Five
($5.00) Dollars.
For .pigeon hole, billiard ~r ,pool
bles for each the sum of Five ($5.00)
Dollars.
~pon the filing of ~be Treasurer's
receipt for. said fees the clerk shall is-
sue to said applicant ~ license to oper-
ate the alteys or tables therein tie-
scribed in ~be place designate6. Every
such license shall expire 6n the 31st
day of December next following the
issuance of the s~me unless sooner re-
yoked or forfeited. In ckse any such
license is applied for an'd issued after
the 3.1st day of December of an libense
year, the license fee to be'paid there-
for shall be such pro r~t~ part of such
license fee .as corresponds to the frac-
tional ~ortion of the .license year four
which such license is issued.
'Section 4. The city council m~y
just ca'use and after investigation, if
it deems advisable, revoke any such
license;
Section 5. 'All persons' under the age
of 18 years or who is' a minpr pupil
of any school are prohibited from ,play-
ing pool or billiards or ten pin~ or
bowling whether on ~ ten pin alley or
a box bail alley, in ~ny public pool
or billiard room or bowling alley or
in any public place of business within
the city limits of the city o~ Columbt~
~.eigbts, except when accompanied by
bis or their ,p~rent or guardi~u, and
any person under the age 0i 18 years
or who is ~ minor pupil ia ~ny school
who shall engage in 'any game of pool
or billiards or bowling in any such
place, or fretiuent, xor~oiter within .any
pool or billiard room ,or bowling alley,
or public piece of'business where pool,
billiards or bowling are played, sh~ll
be guilty of*~ misdemeanor and sb~ll
be punished as herein'provided.
Section 6.. ~very keeper or person
in charge of any public t)o~l or billiard
room, public bowling ~lley or pnblic
place of business within the Hmit-s
the city of Columbi~ ~eights, ~wbere
pool, billiards or bowling are played,
who shall permit or allow any person
under the 'age of 18 years or who is
minor pupil in any school to pl~y any
of said games therein, or to gather in,
loiter ill or frehuent any such place,
or to be or remain in any of said places,
shall be guiIty of ~ misdemeanor and
'sball ~e .punished as hereinafter pro-
vided.
Section 7. It sh~ll be unlawful for
~ny person, persons, firm 0r corporation
licensed by the city council t~ kee.p
public pool, billiard or pigeon hole
tables or bowling alley, to allow the
pitying of any gamins whatsoever with-
in his, its or {hdh' place of business
on Sunday eX~el)t between the bouts
of 1I:30 A. Al. and 12' P. AL,' Week-day

Se~ztion 9. Gambling and illegal dis-
,posing and. drinking of intoxicating'
liquors in any room for which ,~ Ii-,

public billiard, pool or pigeon hole
table or boxvling alley, or In any room(
adjacent thereto, or in any room in.
the building in whio~ such licensed:
place shall be is hereby prohibited:and.
shall be sufficient cause for revoking
any license grahted in pursuance of,

Section 10. That part of Section
of Ordinance No. 13, of the City of
Columbia Heights, being an ordinance~

and which said ordinance was adopted',
ou the 9th day of Jannary, 1923,
which said part of said section reads l

Section ~11. Any person ~wbo ~shall
violate any of the provisions of tbis;~
ordinance shall on convidtion thereof~
be subject to a fine 'not exceeding One
Hundred Dollars ($100) or to imprison-
ment in the connty Jail .not exceeding
Ninety (90) Days.
Section 12. All ordinances or parts
of ordinances which conflict with the
terms of this oi~dinance .are hereby re-
)ealed. o
~Section 13. This - ordinance shall
,eke effect and·be in force thirty (30)
after its passage..
