Any' person having charge, of the
cbnstruction, alteration or repair of.
any building, or any other person, who
covers or conceals, or causes to be so'
covered or concealed any of the drain,
waste or vent system of plnmbin~ for
which a permit has been issued or is
required, before the said drain, waste
or vent system shall, have been in-
.speeted and approved by the Plumb-
~ing Inspector, shall be subject, npon
i conviction thereo~, to the penalty here-
:in provided for any violation of this
ordinance.
The entire plumbing and drainage
system when newly installed within
any-building, shall be .tested hy. the
.iplmnber in presence of the Plumbing
[ Inspector under an air pressure of five
(5)' pounds to the square inch, and in
i all eases where only a part of the sys-
I tern is tested at one time, the plumber
~ shaIl call for, and there shall be made,
'an additional test of the whole system.
~ Where additional fixtures are to be
added to, or Alterations are to'be
made in, any system of old plumbing,
:the Plumbing Inspector may, if in his
i opinion it ~hall be deemed necessary,
:require the plumber to make--a com-
[plete test of the whole system of
plumbing as above required for new
systems.
The plumber shall securely close all i
openings iu the drain waste and vent!
pipe.s in the following manner: All'~
lead openings shall be soldered up;
and all iron pipe openings shall have:
soil screw-plugs, except at the hand-~
[hole fitting at outside wall,
where
plaster-of-paris may be used. '
Tile plumber, before notifying the
Inspector that the Work is ready .for
inspection, shall .make an air test of
tile whole piping system which is to
be tested, and shall leave his air gauge
in place until alter the job shall have
been tested in the presence of. the
Plmnbing Inspector. Said ' plumber
shall furnish a suitable force-pump for
making ~neh test and shall leave a
suitable an~ solid fitting and a one-
fourth (~)inch eonnecti0n for the
plumber's air gange~, qvqae plumber
shall furnish.all materials, and stiall
perform all labor of making such. tests'
as required by the Plumbing Inspector.
'No fixture shall be installed until af-
ter the drain, waste and vent system
shall have been found to be tight byI ·
the Plumbing Inspector in accordance
]with the provision of this ordinance.
After all the fixtures have ibeen in-[
]ltstalled and the plumbing work com-i
[pleted,,the plumber ~ball again notify
the Department of Buildings, as here-
inbefore required, that the wdrk is
ready for final Inspection, and a final
test equal to the~ pressure of one. (1)
inch of water shall he applied, and if
found to be-right and' in accordance
with the provisions of this ordinance,
tbe Plumbing Inspector shall so certi-
fy on the back of the copy of the per-
mit for such work on file in;the office
of the Inspector of Buildings.
No Plmnbing shall b~ used until af-
