cil of the City of Columbia Heights
was held at the Columbia School on
June 22, 1923, for the purpose of read-
ing ordinances Nos. i$, 19 and 20,.and
to take care of any other business that
may come ·before tile meeting.

Gauvitte. Roll call. Mayor Gau-
vitte present, Councilman Bentzer[
present, Councilman Ledwein present,
Councilman McKenna present, C5un-
cilman Burgoyne absent.
Ordinance No. 18 to license electri-
cians and electrical workers and to
regulate the business of installing,
ope~ting and maintaining electric
wire~ and apparatus and planis.with-
in the cit~; of' Columbia Heights was
read the secbnd time,' and on motion
of Ledwein and seconded by McKen-
aa, it was passed. .Roll call, Bentzen
yes, Ledwein yes, McI(enna yes, Gau-
vitte yes: A license fee of $1.0 and a
surety bond of $1,000 must be furnish-
ed before any person or firm 'can
crate within the city of Columbia

Heights was read for the second'time
and a motibn x~;as, made by Ledwein
and seconded by ~cI(enna that ordi-
nance .No. i9 be rejected. Councihnan

An 'ordinance concerning and pro-
viding for the licensing of dogs xvas
read for the second riffle and' on mo-
tion'by Ledwein and seconded by. Mc-
;I{enna it ~as accepted, and it pro-
irides for a. license fee of $1 for male
I dogs and $3 for.'female dogs. Roll.

sessment is put on the right lots.

clerk ia regard to the drainage on
quincy and 39th. On' motion of Led-
. wein, seconded by Bentzen, it was de-
cided to ha~e Jackson street where
Mr. Selvig dug ditch surveyed to see
if it is on city property, also to sm'-
vey that part of Quincy street where
culvert projects on Pribtila property.
City to fill ditch if it is found, to be on
city property. Carried.

ed by Bentzen, the Profile of Tyler
between 39th and 40th be' accepted.

AN ORDINANCE TO' LICENSE ELECTRI-~
CIANS AND ELECTRICAL WORKERS AND '
! TO REGULATE THE BUSINESS OF IN-
I STALLING. OPERATING AND MAINTAIN-
lNG ELECTRICAL WIRES. APPARATUS
i AND PLANTS WITtIIN THE CITY .OF,
COLUMBIA HEIGHTS,
, The City of Columbia Heights does hereby ordain
at{ follows:
Section L No person, firm or corporation shall
carry on the business of installing, operating and
maintaining electric wires, apparatus and plants

Sec. 2. Electrical licenses shall be divided into
I four classes, to-wit: Class A shall include'all
branches of the business of installing operating
tend malntainin~ electric wires, apparatus and',
· . plants. Class B shall include only the manufac-
· · turo and installation of electric and combiner on
· 'l fixtures Class C shall incIude onl~ the wiring of
~ · electric signs Ciasa D shall include only minor
? alterations, extensions and repairs to existing
~ , systems of wiring in building specifically desig-
: .natod on its license. No permit or license, shall
· { be i,~sued to any licensee whose state license is [
ti not in force. -
:~ Sec. 3, Every electrician applying for a license
must be a resident of the State of l~Iinnesota and
not less than twenty-one years of age and main-

For Class ~k such applicant must furnish the
State Board of Electricity a certificate stating
that he has a master electrician's state license
and a $1,000 surety bond in force and for Class B,
C oB D must furnish a certificate from said Board
stating that he has a journeyman or special state
lieease in force.
Sec, 4. Before receiving a Class B, C or D
license the person, firm or corporation applying

City Clerk a surety bond ta the City of Columbia

losses and damage by reason of any negligence
on tire part of such licensee,' his or their agents
or employes while engaged in the prosecution of
his or their business as such licensee.
Sec. 5. Alllicenses granted pursuant to the
I provisions of this ordinance shall be issued by
i the City Clerk from books prepared by him for
that purpose and on the stub of which shall be
kept the name of the licensee, his business loca-
tion, the date of granting and the date 'of issuing
"the licenses and such other detail as may be'
eranaum of the license. All ~aid licenses shall
: terminate and e.'mire on the first day of Jonuary
next succsding the issuance of the same unless
~ sooner revoked or forfeited as herein elsewhere
. provided and said license shall not be tranferable
~or assignable. An annual license fee of $10.00 for

paid into the city treasury before the issuance of
the license and in case any such license is applied
for and issued after the first of January of any

or obtaining permit under the penalty of forfeit-
ing his or their license and the electrical inspec-
tar is hereby autborized to refuse to issue peimits
to any licensee violating this provisions.
Sec. 7. Any,person who shall violate any of
the provisions of this Ordinance shall on convic-
tion thereof be subject to a fine not exceeding
$100.00 or toimprisonment in the county Jail not
exceeding 90 days.
Sec. 8. All ordinances or Darts of ordinances
which conflict with the terms of this ordinance
are hereby repealed. '
Sec. 9. This ordinance shall take effect and be
tn force thirty days after its passage.

The City of Columbia Heights does ordain as
follows:
'Sectionl. That every Owner or keeper cfa
dog or animal of the dog kind. within the limits
of the City of Columbia Heights. ~hall eau~ the

licensed in th~ office of the City Clerk of

Sec. 3. The City Clerk shall pay Over monthl~

Sec. 12. At the expiration of three days ~from
the time any dog in impounded, if the same has
not been reclaimed in eccordance with the pro-
visions of the preceding sections, the Dog License
~ Inspector shall cause such dog to be killed and
shall properly dispose of the remains thereof,
and shall account for and pay Over monthly to
theCity Treasurer all moneys received by him
'for such remains or otherwise. . ' '
Sec. 13. The Dog License Inspector shall keep
an accurate account of all dogs received at the
dog pound, and of all dogs killed or released
therefrom; ' · ,
'Sec 14 Whenever aey dog within the City of
Columbia Heights shall have bitten any person,
or havebeenreported to the Health Officer as
provided in section seven 17) of this ordinance, or
by any other person, if the Health Officer of the
City of Columbia Heights shall so reqdest, it
shall be the duty of the Dog License Inspector,
and he is hereby authorized to take such dog to
the dog pound and there keep such dog for such
time us said Health Officer may request, to give
such Health Officer an opporfunity to determine
whether such dog is diseased, and no diseased
dog shall be killed until so ordered by the Health
