I~ case cf pestilemtial or epidemic d~aease, or of. dan~er from anticipated or tmpendir~ peat~lenee c~ epidemic disease, in case the sanitar~ cemditic~ of the city s?~all be of such a character an te warrant it, it shall be the dut~ ef the said Depart :me~ t of Health to take such measures and to do and order, and ,~ause to be done for the preservation of the health (though not herein or elsewhere or o~herwise authorized), as they may, in good faith declare the public safety and health ~ te demand. ' 15 SECTI0~ ~. The Department ef Health, may take such measures as may, from time. to time, deem necessary, to preyer the spread of smallpox, by issuing an order requiring all persons in the c ity or an~ part thereof requi~ing vaccination, to be vaccinated within such time as they shall preseribe, and all persons refusing or negleett.ug to obey such order shall be l~able to the penalty hereinafter provided. PROVIDED, that it shalX be the duty of the Department to provide for the vaccination of such as are unable to pay for the same, at the expense of the city. SECTION ~. The Department ef Health shall have the power t o cause house or premises to be cleaned, disinfected, or closed to visitors, and prevent persons fram resorting thereto while any person is laboring under any pestilential or infectious disease. The2 may, by an order, direct any nuisance to be abated, or unwhole- some matter or substance, dirt or filth to be removed f~om any house premises, and may prescribe the time ami mede for doing so and take any other meas-~es they may deem necessary and proper to prevent the spread any infectious, pestilential or epidemic disease. And an~ person who shall neglect or refuse to obey the ~mders, direetior~ and instructions of said Department of Health, shall be subject to a penalty hereir~fter trovided. SECTION ~. The moneys appropriated to the Departmen~ ef Health the City Council shall be faithfully applied by the said Oepartment t~ue objects and purposes of its approprtatiom~, and the said Dep~tment shall make reports of all bills authorized by '~hem te the City 0cuneil, which bills shall be passed upon the sar~ as other claims against the City. ~ECTXON ~. It shall be the d~ty of the 0ommissicner cg Health to inspect an~ pa~t of the city and its environs, which fram its location, or from an~ collateral ci~eumstar~es, may be deemed the cause of disease. And in ail cases where he ma2 discover any agent, the existence ef which will prove dangerous tothe health cf the city, and there is no ordi- naxos competent te the correction of the evil, .he shall i~.v~diatel~ repe~t the same to the Department of Health, accampanied with his opinion ef th~ necessity of extraordinary or particular action. SECTION ~. T~e Department of Health, b~' and with the approval of the City Council, may select, purchase, lease ami establish such sites, places and bsundaries fc~ quarantine stations and purposes, and with the approval of the City Council, may~ erect fram time te time, such ~Aildinga and hospitals, upon such sites and places, and. so keep the same in repair, as in their Jud~nen~ shall be deemed necessary. · SECTION ~. It shall be the daty of the Department cg Health te provide the necessary becks for ~eeping a record ef all transactions of said Department, including the proper registm~tton of births and death~, and sueHether statistical L~ormatien necessary for efficient of said Deportment, and also keep on hand all necessary blanks to be used b~ physicicns and midwives, ami furnish them ~ith the same on applicati~a.
