Special meeting of .the city council of the City of Columbia Heights, held at the Columbia school for the purpose of taking up unfinished business and any other which might come before said meeting. Meeting called to order at 8:20 p. m. by Mayor W. C. Gauvitt. Roll call-- Bentzen present; Burgoyne present; Ledwein absent; McKenna present;. Gauvitt present. On motion of McKenna, Seconded by Burgoyne, Vel Kuechenmeister was named secretary of~the meeting. City manager reported that investi- gation of the cost of the water main 'on 45th avenue, from Central to Quin- cy street, developed that regarding the controversy relative to the property' o~vners wautlng a six-inch main and being asked to pay for an eight-inch, that the records of the minutes showed th~tt on August il0, 1920, a motion was passed at a special meeting of the council calling for an eightdnch main. A protest meeting ~vas called for August 16, 1920, and no one appeared to object.to the larger main being in- stalled. No petition was found and the city manager again'read 'the en- gineer's report showing that the actual cost of this projec'~ was $7.30 per foot,' both sides, and the property had beer assess.ed at $7.62. One-half of this main was paid for by the city as a supply ,main. After lengthy discussion it 'was moved by Bentzen and seconded by /vlcKenna .. that the assessment on 'this main be adjusted that the: abutfifig property , pay'one-half of a six-inch main at a ~ cost, of-.54.50,-both sides, and ~in this rebate to be included., allowance for overcharge on interest. The water main in ~lst avenue, from Reservoir boulevard'to Robbins ave~ hue, was reported by the 'engineer tO cost $7.00 per foot, both sides. The assessment against this improvement tallied very closely to the engih4er's figures but property owners figured that they xvere paying out of propor- tion to other improvements costs which ~vere contracted and completed the same year. Profile was submitted by city manager sho~ving actual work on the job and after going Over the proposition thoroughly it was moved by Bentzen and seconded by McKenna to lay the matter over to the next reg- ular meeting with the end in vle~v of securing legal opinion as t6 Whether the council could· refund. $1 per foot on the cost of this project. Carried~ Unanimously. : Motion was made by M~Kenna, sec-~ onded by Bentzen} that the compensa- · tion insurance of the city be renewed -through the McDonald agency. Car-; tied unanimously. Second reading Of "Curfew Ordin- ~ance" and its adoption. Roll call-- Bentzen yes; Burgoyne yes; McKenna · yes; Gauvitt y. es. 0RDINA~CE' N0. 10 .An Ordinance relating 'to the ringing' of a curfew bell in the City of Columbia . Heights for the purpose of warning children and parents of the-time lim- iting the hours when children :may be upon the public street unaccom- panied by parent or guardi~m and when not engaged in any lawful business or occupation and previding a penalty for the violation thereof. The City Council of the City of ~olum- bid Heights does ordain as follows: ; SECTION I. There shall be rung in 'the. City o~ Columbia Heights a bell at the hour of 9:00 o'clock of each night by tho Chief of Police or a police officer designated by the mayor of the City of Columbi~ Heights, for the purpose of warning children and parents of the said hour. SECTION II. After the'ringing of 'the said bell it shall be unlawful for any child under seventeen (17) years of ague to be. upon the streets .and high- ,ways of the said City of Columbi~ Heights when not engaged in any law- ful business or occupation nor :~ccom- panied upon such streets'with a parent (Continued on Page 4)
