A special meeting of the.city coun-'
cfi was iheld at the Columbia school on
~][onday evening, Aprll 30, for the ~ur[:
pose of reading the ordinance knowff
as the "Health Ordinance" for the
first time, auditing and allowing bills
and to transact any such other, busi-
ness as might come before the meet.

Meeting called to' order by Mayor
~V. C. Gauvitte at 8:20 o'clock and
roll call as follows: Mayor Gauvitte
present, Councilman Bentzen present,
Councilman Burgoyne present, Coun-
cflraan Ledweia present and Council-
man McKenna present.
Vol Kuechenmeister Was proposed.
by McKenna as permanent secretary
of the council and in discussion, which
followed Bentzen and Ledwein sug-
gested that the matter be laid' on table'
until next regular meeting. Kuechen-
meister was appointed secretary of
the meeting.
Ordinance No. 17, providing for the
appointment of a resident Commis-
sioner of Health and ,subordinate of-.
ricers and a health commissi(~n was
read for the first time.
A communication ,and. application/
from S. H. t(ahm, owner of Forest
Park, was read. Mr. Kahm asked that
!~he* be given, a license to operate a
;vaudeville, moving picture and dahce
'hall amusement center in the City of
Columbia Heights. Moved by Mc-
i Kenna and seconded by Bentzen that
this application be granted according
I to the.provisions, of- ordinances gov-
erning places of amusement of this

22 bill of $1,1~[~.04 from the Anoka
Crushed Stone company was present-
ed by the-city manager with his sug-
gestion that it be paid. Discussion as
to manner Of checking up crushed
rock used in 'street improvement fol-
lowed and upon motion of McKenn~
and seconded by Burgoyne bill was or-
dered paid. Roll call--Bentzen, yes;
Burgoyne, yes; Ledweln, yes; 5{cKen~
na, xes; 'Gauvitte, yes.'.
City manager repor{ed-that inves-
tigation and negotiations with the Min-
neaPotis General t~lectric . company
developed that it was not possible for
the City of Columbia Heights to
secure 400 candle-power lights at in-
terseCtionS for $60.00 a yeac and 600
:candle-power lights for $70.00 per
,year. This 'matter has:come up at
ivarious times and with the lighting
company finally willing to render thio
service at a price on. a pal' with what
is paid by Minneapolis" it was moved
by' B~ntzen and seconded by McKen-
na that, to try these lights, one be in~
;.stalled at 40th and Central and
!other at 5th and .40th. Carried
unanimously. · .
' C N. Welch appbared before tho
'coun~cil and requested that a culvert
be instailed in the street in front of
his store at' 41st and Cent/'al in order
!-that he be 'able to 'fill up the deep
trench b~tween the.pavement and his
sidewalk. Matter was referred to the.
cit_y_ ma~_ager for his action. , .

of $7,500.0,3 which is being held back
[by 'the County of Anoka and which

Fmdley board insisted upon the IeveD
~lng of the big fiat rocks used in the
ibed of the road, six inches of crushed
rock applied, thereon and' a further
covering of four inches of gravel.
After long discussion the following
agreement was ordered drawn up by
the city manager: "This agreement
· made and entered into this~30th day,
of April, 1923, provides as follows:.
That the 4Bid avenue road from Main
street to' the ,River Road in Fridley,.
Township .shall be completed by the
City of Co',[umbia Heights as. follows:
The-present road to be code}ed 20
feet wide with crushed rock. 5 inches
thick o~ an average bf 6 inCh~s in
center· and four inches On th'e-sides
as nearly as can be done, and 'four '
inches of gravel on 'top of this 'crush-
ed' rock so placed, all at the~ cost and
expense of' the ·City of ColuSxbia
Heights, material and labor to be paid
for by the said City of, Columbia
Heights. And when same. has been
done as above specified, then the said
:Township Supervisors..of th~ Town-
ship of ~-'ridley are to release 'all claim
~to. any~ part of the $7,500.00 pledged
"by the County of' Anoka to the said
City of Columbia Heights.'.'

affixed his signature to the document

supervisors wanted Main street, in-
cluded in the improvement before
they would have their chairman sign.'
Mayor Gauvitte informed th'e .yisitor~
that he had gone more than. half. way,
in his opinion, .to get the matter set-
tled and that'if .a damage suit result-
' ' .ed through the' loss of life or health
~ Or property because of the terrible
Cofldition of.43rd' avenue it,wo~ld be
up to Fridley to bear the brunt of~ the
"action--that the City Of C61umbia
~ wanted to finish the work which had
~ been started and which would be com-
pleted as soon as.Fridley would allow
it to be completed,
The joint meeting ended in all but
ill feeling a~d upon' motion o£ Mc-
