That said assessment roll be and the same is hereby ado~ted as the assessment roll the following local improvement hereinbefore described, and that said assessment roll shall be hereafter known and designated as "Assessment Roll for Local Improvement No. 201". Section IV. That said assessment shall be payable in arn~ua! installment for a period of B years on or before the first day of June in each of the years from 1950 to 1957, with interest and penalties as provided by law. Section V. That this Council does hereby determine and re-determine to proceed with said improvement does ratify and confirm all other proceedings heretofore had in that regard, and said improvement shall hereafter be known and numbered as "Local Improvement No. 201". Section VI. ~ais resolution shall take effect immediately upon its passage. Pres'temon, ~,~ay r November $, 1949 ~eeting called to order at 8 P.M. All members present. Minutes of the last regular and adjourned meeting were read. The minutes of the regular meeting of October 25, 19~9, were amended as follows: The resolution setting aside a special fund for purchas~e of equipment for the Fire Department was amended by changing ~the word "~lO0.O0" to "~lO00.O0" The minutes were then approved. " Discussion was had on the Board of Education's plan to extend the City High School west across Jackson St. A group of proper~ owners who ~'~uld be affected by the construction of such an addition were present and dis- cussed the n~tter with ~ue Council. The Council assured the above property oysters that, if such an addition is built, the City would extend the closed portio~ of Jackson Street to the west, at an angle, with all its present Improvements. The street would then intersect with 41st Ave. at the location of the present alley between Jackson and Quincy Sts. Fi~-st reading of Ordinance No. 258, entitled, "AN f~Di!f~2,TCE VACATING Ah~D D!SCOi'~TiNUIi~G THAT PAP, T 0~- JACKSON STREET, NE, DESCRIED AS FOLLOWS: Co~,~mencing at the SE corner of Lot Fifteen (15), Block Forty (40), Columbia Heights Annex to Minneapolis thence proceeding North a distance of 240 feet more or less to the SE corner of Lot Nine (9), Block FoFty (40), Columbia Heights Annex to Einneapolis." John Barn~, 4124 Quincy St., was present and repeated his complaint that the City had graded his alley at an angle, thereby causing water from said alley to flow into his basement. The Council assured him that the City would promptly have the alle~ graded properly. Motion by Trench seconded by Yencho to grant Raymond Nelson a 80-days' extension on his permit to occupy a house trailer at 4020 ~onroe St. Roll Call-All Ayes. Howard Holmberg, 3819 Johnson St., was present and complained of the general condition of Johnson St., am~ requested culverts be put in said street. The Council advised culverts would be put in this Fall, but stated that little else vould be done to improve Johnson St. during the remainder of 1949. A citizen was present and requested the tarring and oiling of Jackson St., between 42nd and 43rd Aves. The Council advised it would use ~atever material is necessary to keep the above section of street ingood condition, but stated that tarring and oiling were out of the question during the remainder of 1949. Rudy 0cel was present and requested that sewers be constructed on University Ave., from 38th to 40th Aves. The Council requested that the property owners in the above area send the City a petition for such s ewers. A letter from the ~inneapolis Workhouse was read, advising that the City of Columbia Heights would have to pay increased costs on any prisoners which it lodged at the above workhouse, lotion by Yencho seconded by Lange to place the letter on file. Roll Call-All Ayes. A letter from the Northwestern Bell Telephone Co. to ~he Minneapolis Police Dept. was read, which advised what the costs would be on a secretarial bridge on the Columbia Heights Police Dept. telephone, which would terminate on the ~linneapolis Police Dept. switchboard. ~iotion by Lange seconded by Spekulant that the City investigate whether such a bridge wculd be made to terminate at the Columbia Heights Fire Department. Roll Call-All Aye s. A request from the Northwestern Bell Telephone Co. was read, which requested permission to place buried ~able~':at~the following places: (1) Across 41st Ave. and into the alley north between Tyler and Polk Sts.; (2) in the south side of 42nd Ave. east of Central Ave.; and (3) in the south side of ~5th Ave. at Benjamin St.; and (4) across Benjamin St. south of 45th Ave. ~iotion by Trench seconded by Yencho to grant the above request. Parts of the minutes of the City Planning Commission meeting of November 2, 1949, were read. ~,[otion by Trench seconded by Lange that the City Manager be instructed to write the ~inneapolis Water Works Committee, requesting the City of ~inneapolis to fill in between the streetcar tracks on Reservoir Boulevard. Roll Call-Ail Ayes. ~i~e City Attorney presented, for the consideration of the Council, a general obligation bond by the Mercury Indemnity Co. which the Wilkinson Home Finance Corporation proposed to furnish to the City of Columbia Heights.
