The following sealed bids were opened and read, for furnishing labor, materials ~nd
equipment for the construction of sanitary and storm sewers for the City of Columbia
Heights: (1) Lametti aud Lametti, Inc.; (2) Orfei and Mariani; (3) Phelps-Drake
Inc.; (4) DeGraff Wolff. Motion by Yencho seconded by Spekulant that the bids be
turned over to the City Manager for tabulation and return. Roll Call-All Ayes.
The following sealed bids were opened and read, for furnishing labor, materials and
equipment for the construction of a sewage pumping station for the City of Columbia
Heights: (1) Orfei and Mariani; (2) Barnes-Mattison, Inc.; (3) Phelps-Drake Co.,
Inc. Motion by Lange seconded by Trench that the bids be turned over to the City
Mar~.ger for tabulation and return. Roll Call-All Ayes.
Sealed bids were opened ~nd read, on the following work: The installation of 2200
lin. feet, 6-inch cast iron pipe. Five hydrants. Four 6-inch Gate Valves. 1000
pcunos of fittings (approximately). The carries who submitted the above bids were
a~ follows: (t) DeGraff Wolff~ (2) Lamet~i and Lametti, Inc.; (3) Orfei and Mariani;
([~) N. F. Dougherty; (5) Phelps-Drake Co., Inc. Notion by Yencho seconded by
Spekulant that the bids be turned over to the City Manager for tabulation and return.

A 'sealed bid was opened and read on the following work: All work necessary for pro-
viding a new connection from the Minneapolis Water System to a City of Columbia
Heights Water Pumping Station, which work entails a placing of pipes and pump with
necessary controls, and the construction of a concrete block building for a pumping
statiou. The party who submitted t~he above bid was as follows: Phelps-Drake Co. ~
Inc. Motion by Spekulant seconded by Lange tb~t the City Manager be authorized to
accept the above bid providing there are no reservations attached to the said bid.

A portion of a City Planning Commission meeting was read, recommending the turning
c~wn of an application by the Oakhill Baptist Church for a permit to build a church
between ~Oth and ~lst Aves. on Reservoir Blvd. Motion by Yencho seconded by Spekulant
t~t the Council agree with the Conm~ission's recommendations. Roll Call-All Ayes.
A petition was read requesting the City to vacate the east-and-west alley in Block
Columbia Heights, Ninn.; the petition being signed by four persons. ~otion by
Spekulant seconded by Trench that the matter be turned over to the City Attorney aud
City Manager for further investigation. Roll Call-All Ayes.
A letter from the Board of Education was read~ advising of tentative plans for the
construction of an addition to the present City high school building, which addition
would extend west across Jackson St. and necessitate the closing of a section of said
street. The letter requested the closing of Jackson St. from ~lst Ave. and north
2hO feet. Motion by Spekulant seconded by Trench that the City Nanager write a
letter to all property owners who would be affected by the construction of such au
addition, notif~ing them when the Council will take action on the above request.

October 25, 1949
Meeting cal~d to order at 8 P.M. Prestemon, Lange and Spekulant present.
Minutes of last regular meeting read and approved.
At this point Councilmen Trench and Yencho joined the meeting.
W. Erickson, 4021 Madison St., was present regarding his request that the
City lower his garage building to proper elevation and correct other
hazardous conditions caused to his driveway, which had been caused by the
grading of the alley at the rear of his residence. Motion by Trench
seconded by Yencho to deny the request for lowering of the garage. Roll
Call-All Ayes.
A letter from the Board of Education was reread, advising of tentative
plans for enlarging the high school by extending it on the west end across
Jackson St. The letter requested the closing of Jackson St. from 41st Ave.
and north 240 feet. The matter was discussed with a group of property
owners who would be affected by the construction of such an addition.
Motion by Lange seconded by Yencho that the City Attorney be instructed to
draw up an ordinance to vacate the above-described section of Jackson St.
at such time as a contract is entered into with the Board of Education
which would require the Board of Education to sustain any damages which
arise out of the vacating of the above section of street. Roll Call:
Ayes: Lange, Trench, Yencho, Prestemon. Not voting: Spekulant.
