contractor shall place his next rig at 44th and Central Aves. and
conm~ence sewer construction east from that point. Roll call - all ayes.
The following sealed bids were opened and read, on the installation of
water mains in the City of Columbia Heights: (1) ~.~J. J. Jacobs ~ Sons;
(2) Lametti and_Lametti, Inc.; (3) phelps-Drake Co., Inc.; (4) Orfei
a~d Eariani; (5) Western Underground Construction Co.; and (6) Bonander
and' Co. Notion by Trench seconded by Lange, to turn the bids over to
the' city manager for tabulatioa and return at the next meeting.

The followin~ sealed bids were opened and read, on the work necessary
in providing a new connection from the ~inneapolis water system to the
Columbia Heights water pumping statioa: (1) H. R. Nichols Co.; a¥~d

Letter from the city fire department was read, requesting the city to
grant allowances to eight of its firemen for a registration fee and
one meal, while attending the St. Croix Valley Firemen, s Assn. annual
meeting at Anoka, August 14, 1949. ~otion by Yencho seconded by Trench
to grant the above request. Roll call - all ayes.

for the acquisition, by the city, of the east 8.18 feet of Lots 19-Z0,

A petition with two signatures was read, requestin$ instal!atio:~ of a water
main on Arthur St., from 42nd to ~3rd Aves. Motion by Lange seconded b~~
Trench that the petition be turned over to the city manager to take its
regular course. Roll call - all ayes.
A petition w~s.-reaa; re~uest~,~g the city to grade and resurface the
south end of the alley between 37th and 39th Aves. faci:~.g on Central
Ave. and Van ?£uren St.; the petition being signed b~v nine residents
in the above area. ~otion by Yencho seconaed by Spekulant that the
petition be turned over to the city manager to take its regular
caurse. Roll Call - Ail Ayes.
A petition was read, requesting the city to install a water main on
3rd St., from 40th to 42nd Aves., and to install a fire hydrant at the
poi~'~ where 41st Ave. would be located; the petition being signed by
two residents in the above area. No action was taken on this petition.
A letter from Fred Spelcher was read, calling attention, to a hazardoussk~Y~
co~dition at the intersection caf 42nd Ave. and Polk St., and requesting
the city to correct the said condition. T~e city manager stated the matter
had been turned over to tt~_e city Street Department.
A petition was read, request~~,~_~.m the cit~ _~ot to lower the alley between
Washington and Jefferson Sts. and 42nd and 43rd Aves., other than ~o lower
a h~mp at the 42nd Ave. entra~:~ce of said alley by six inches; the petition
being signed by seven residents in the above area. No action was taken on
this petition.
A letter from the Fire Departme~:t was read, reporting on its inspection
of the city liquor store, and reporting on corrections recommended to
t~'~e liquor storemanager by the Fire Department.
The secretary presented an affidavit showi~g post[n~ on the official
bulletin boards, in accordance with Section 19 of the City charter, of
proposed Ordinance 254, entitled" An ordi~aance providing for the
issuance of ~325,000 permanent improvement revolving fund bonds, deter-
mining the form and details of tY~e bonds, creating a sinking fund
therefor and levying taxes for zhe pat.~ment thereof"; which a£fiaavit
was examined, found satisfactory, and ordered placed on file. The
secretary further reported that the said ordinance had been filed in
his office as directed by the council mud had remained so on file in
his office for a period of more than one week prior to the time of
this meeting.
Upon motion duly made, seconded and carried, said ordinance was then
placed upon its second reading and was fully and distinctly read.
Councilman Trench then moved the final passage and adoption of said
ordinance, w~ich motion was seconded by Councilman Spekulant, and, upon
vote being taken thereon, the following councilmen voted "aye": Lange,
Trench, Spekulant, Yencho and prestemon; and the following councilmen
voted "no": None. V~ereupon said ordi~_~auce was declared duly passed
and adopted and was approved and signed by the Eayor, wt~.ich was attested
by the Secretary.

Meeting called to order at 8:00 p.m. All members present.
The city manager reported on ~he tabulation of bids, for the ~nstallatio~
of water,mainS in ~he City or Colu~bia Heights. Motion by Trench
seconded by Yencho that the bid of Phelps-Drake Co., Inc. be accepted.
Roll Call - All Ayes.
Two representatives for several cemenu interests were present and
requested that concrete pipe also be authorized for use in the city
sewer project now under construction. The matter was discussed, and
the council requested the city manager to authorize the use of concrete
pipe for the said sewer project, wherever the pipe required must be
fifteen or raore inches in diameter.
