~!inutes of last regular meet lng read and approved.
The following sealed bids were opened and read, for installation of
approxima~ely 7000 feet of 10-inch, and l~00 feet of 8-inch water mains
in the City of Columbia Heights: (1) Bonander and Co.; (~) F. Norittini;
(~) Lametti and Lametti, Inc.; (4) phelps-Drake Co., Inc.; (8) Western
Underground Construction Co.~,~ (6) DeGraff Wolff; (7) Orfei and ~arlani;
(8) Saadstrom and Hafner; (9) ~. J. Jacobs and Sons. Representatives for
Bo~ander and Co.~ and ~. Norittini stated their bids were based on the
us~ of bell-and-sp.igot~joint pipe, but they would use mechanical-Joint
pipe for ~Z~T~'-~-~%~he same price if t~eir bids were accepted.
Motion b y Yencho seconded by Nygaard tha~ the bids be turned over to
the City Nanager for tabulation anm return at the next regular council
meeting. Roll call - all ayes.
~r. Griffin, 4163 Stinson Blvd., aad ei~t other citizens were present
a~l complained of cer~a~n nuisances being caused by swimmers at Silver
Lake. Agreement was made for one of the councilmen to meet with them
later to discuss ways of ending the nuisances.
~otion by yencho seconded by Trench that the park Board be authorized
to furnish the city midget- and senior-league baseball teams with bus
transportation to their out-of-town, league-scheduled games. Roll
call - all ayes.
~otion b~ Nygaard seconded by Weldon that permission be granted the
resident at 3847 Polk St. to place a retaining wall approximately one
foot from the sidewalk, subject to his agreement to indemnify the city
for any loss or damage resulting from said retaining wall. Roll call -
all ayes.
Letter from ~_inneapolis Gas Co. was read, regarding its arc. ual report,
balance sheet and 194B gross i~come statement, w.~ ich were enclosed.
Notion by Nygaard seconded by Trench to place the letter and
enclosures on file. Roll call - all ayes.
Letter from ~inneaota Department of Highways was read, regarding
governing use of trunk highways for local celebrations; a~o~lie~· s~ate-

Reading of petition, signed by seven residents, for ~ay~ng~.o~ mewe~
on 44th Ave., between Arthur St. and Reservoir Blvd. Eotion by Nygaard
seconded by Weldon that tame petition be turned over to the city
manager to take its regular course. Roll call - all ayes.
Notion by Nygaard seconded by Yencho to grant the application of Arthur
Andersch for an off-sale beer license at 804 40th Ave. Roll call -
all ayes.
Notion by Trench seconded by Yencho to deny the application of John
Smith for off-sale a_~d on-sale beer licenses at $~8 40th Ave. Roll
call - all ayes.

by the City Council of the City of Columbia Heights that the City
Treasurer be and she is hereby instructed to transfer the sum of ~000 dol-
lars from the Liquor Fund to the Administration Fund; and that there are
sufficient monies in said Liquor Fund to make such transfer. Roll call -
all ayes.

treasurer be and she is hereby instructed to transfer the sum of
1000 Dollars from the Liquor Fund to the Police and Court Fund; and
that there are sufficient monies in said Liquor Fund to make such

First reading of Ordinance ~'~/, being"An ordinance providing for the
issuance of $325,000 permanent improvement revolving fund bonds,
determining the form ~nd details of the bonds, creating a sinking fund
therefor and levying taxes for the payment thereof."
Resolution offered by Trench seconded by Nygaard, ~gEEREAS, the
commercial development of Central Ave. N.E. between 40th Ave. ",'.E.
and 41st Ave. N.E. has advanced to a stage where ingress and egress
for delivery purposes must be provided to supplement ordinary Highway
traffic, and, WHEREAS, the present public alley in Block 61, Columbia
Heights annex to Miuneapolis is insufficient in width to take care of
the necessary flow of traffic, NOW, THEREFORE, BE IT RESOLVED BY THE CITY
OF COV, U~IA HEIGHTS, that the public interest requrires and necessitates
the acquiring for public alley purposes the east ~.~ feet of Lots 19-30
inclusive. The acquisition of the same to be commenced forthwith.

granted: (1) Application b?- Northwestern Bell Telephoue Co. for instal-
lation of 4 poles in the alley north of 4?th Ave. between 4th and 5th
Sts.; and (2) application by Niuneapolls Gas Co. for installation of
3-inch main on 43rd .Ave. from Arthur St. to Benjamin St. Roll call -
