Resolution offered by Nygaard seconded by Yencho, THE CITY COUNCIL OF 'tHE CITY OF COLUMBIA }~IG~'S HEREBY RESOLVES THAT ~YKEREAS the rate for water charged by the City of Minneapolis to Columbia Heights has been increased from ll.5~ to 16.5~ per 100 Cu. Ft. BE IT THEREFORE RESOLVED by the City Council of Columbia Heights that the rate for water in the City of Columbia Heights s~ll be a minimum of ~1.50 net for first 600 Cu. Ft. and 20~ per 100 Cu. Minutes of the last meeting were read and approved. Mr. John Nichols, represe ting R. D. Thomas & Associates, presented the Water Report. ]gotion by Nygaard seconded by Trench to accept the Water Report. Roll call - all ayes. ~otion by Trench seconded by yencho that an estLmate be made of the cost of the immediate work necessary in bcostin~ the city water supply. Roll call - all ayes. b[r. Hoaglund and Mrs. ~[iller were present regarding the petition to grade 39th Ave., between Central Ave. and Reservoir Bouleva rd, as platted. The co~.ncil agreed to have the city manager set stakes along the line ~uggested by the petition, and the council would then check the line and bring up the matter aLaina t a later meeting. Notion by Trench seconded by Weldon to grant the Standard 0il Company's application for a permit for one additional pump at 3989 Central Ave. Roll call - all ayes. A letter from Russell 0bernolte was read, which requested a permit for a dairy store and fountain, and a permit for a filling station, to be located ou the triangular lot at Central Ave. and Reservoir Boulevard. Mr. 0bernolte was present and asked that a building permit be issued, i~ne council advised that it co.~ld see no objection to the request, and instructed him to return wit~u a plan of the proposed project. ~otion by Weldon seconded by Nygaard to place the letter on file. Roll call - all ayes. A discussion was had regarding the waterhole located on certain lots between 40th and 41st Aves., on Van Bure;~ Street, and the city manager revealed a complaint was to be lodged soon against the o~er of the property in question for o. ot a~ating the nuisance caused by the said wate thole. ~r. Chies was present regarding the clos~ing of the Silver Lake dump. The council advised that the school board had opened bids for~brt to cover the dump and planned to have it filled soon. Gretchen Stanberry and ~rs. H. Clemens were present and complained of certain unsanitary conditions at ~ 5th Street. The city manager revealed he had written on this matter to the party causing the condition, and the council agreed that further action would be taken to abate this condition, if necessary. Mr. Paul Swensen, E 3915 Van Bureu S~reet, was present and requested a temporary permit to tap the City of Col~mnbia Heights, water main, for domestic purposes only, for his residence to ~e located at 4501 Jeffer- son Street. The council advised his request could not be granted at this time, but it would probably be granted at a later time, whe~ the water supply is improved. A letter from H. E. Jydstrup was read, which requested a street light at the corner of 4~th Avenue and Jefferson Street. It was also revealed that requests for street lights at 43rd Ave. and Reservoir Boulevard and at 45th Ave. and Benjamin Street had been received. ~otion by Nygaard seconded by Weld~n that the pre6eding three requests be granted. A letter frcm the fire department was read, which requested that expenses be paid for three of its delegates whom the department wishes to send to the S~ate Firemen, s Convention at St. peter, Minn., June 13, 14 and 15. Motion by yencho seconded by Trench ~o grant the preceding request. Roll call - all ayes. A letter from the Minnesota Linseed 0il Co. was read, which requested its fire protection contract on the Fridley plant be renewed. Motion by Yencho seconded by Nygaard to turn the letter over to the fire chief for his recommendation; and also to request tDe fire chief,s recommendation as to the proper charges to the Minnesota Linseed 0il Co., if its request for protection is granted. Resolution offered by Nygaard seconded by Trench, %~HEREAS, The City of Columbia Heights, did on the ~3rd aay of 5!ay, 1949, conduct and hold a Priggery Election; and, '~[EREAS, the City Co ~ncil of the City of Columbia ]{ei~ghts did on the ~Sth day of May, 1949, hold a special meeting and did canvass the returns of said primary Election; and, ~EREAS, the following results were determined by said canvass of said primary Election, to-wit: Valid ballots cast, 1669; Void ballots cast, 3; Total Ballots cast, 1672. Votes for candidates for ~[ayor: H. ~f. "Bob" Roberts, 761; 0. H. Prestemon, 632; De'ge Jackson, 211; Gust L. 0berg. Votes for capdidates for Councilman (4 yrs.): Charles H. Second reading of Ordi~nce 2~$ being an ordinance authorizing the sale by the City of Columbia Heights of certain real e state known as Lot ll, Block 4, Second Subdivision of Block "F", Coltunbia Heights Annex to ~inneapolis. 0rdi~-ance 2~ offered by Nygaard seconded by Weldon. Roll call - all ayes. The city manager revealed that May 31, 1949, 8:00 p.m., is the day for ~:Y.e opening of Sanitary Sewer Bids for Columbia Heights. The council a~reed this date was satisfactory. ]~otion by Yencho seconded by Weldon to have ~'ir. F~, as of June l, 1949, take complete c~aroe of the physical inventory of the liquor store and make a report every month. Roll call - all ayes. The council agreed to hold over the request for a heating license of Archle Pearson, 3521 Buchanan St., until it can Oe investigated further by the city manager. Roll A letter from the Commercial Club was read, requesting that street signs be placed at street corners where they are now missing, and revealing certain other action taken by ~he said club at its last meeting. The council agreed the signs should be put up, but that the immediate need was for s i~s at the main intersections. A letter from Herbert Woodward was read, urging the council to i.~o~nediately take over all tax delinquent lots wi~_ in a reasonable dista.~ce from its business districts so that they can be used in the future for parking lots. ~otion by Nygaard seeonded by Weldon to place the precedinE two letters file. Roll call - all ayes. ~otion to adjourn. ~YOR Nay 31, 1949 Meeting called to order at 8:15 p.m. Yencho present. Soderholm, Nygaard, Trench and Motion by Yencho seconded by Trench to grant the requests, by Mr. Maas and ~rs. Gadbois, for the city to open a road along Stinson Boulevard to their property. Roll call - all ayes. The followin6~ sealed bids for the installation of sanitary sewers in Columbia Heights were opened and read: (1) Sandstrom and Heffner; (2) 0rfel and Eariane; (3) Phelps-Drake Co.; (4) Lemette and Lemette; and (5) R. H. McManus ~ Co. Motion by Nygaard seconded by Yencho to turn the bids over to the city manager and engineer for tabulation and have him report back as soon as possible. Roll call - all ayes. this point, Councilman Weldon a~peared and entered the meeting.
