~,[inutes of the last regular meeting were read and approved with t he
fo~lwoing amend~ent: Roll call onthe motion to table a proposed
resolution for rezoning of Jackson St. from 40th to 41st Aves. is
corrected to read: "Ayes: Lange, Trench, Spekulant and Yencho.
Nays · Pres temon."
A group of plumbers were present and stated that violations of the
plumbing ordiaance had occurred during the construction of c erta~.~a sewers
between 49th and 50th Aves. on 6th St., and that the plumbing inspector
had not acted to correct them. The matter, was discussed, and the
Council advised it would meet at another time v~th the plumber involved
in the above construction and tke plumbers who were naking the complaint.
The matter of rezoning of Jackson St. between 40th and 41st Aves. for
multiple dwelling units was brought up for reconsideration by the'Council,
and a discussion was had with those present to argue the matter. ~otion
by Lange seconded by Trench to table the matter. Roll Call-All Ayes.
The City attorney presented a proposed resolution for the purchase of
certain land for the new Columbia Hei~ohts pumping station. The
resolution provided for pa~unent of $138.00 to the City of ~inneapolis,
and granting its filtration plant the right to use certain sewage
facilities Fade available by the pumping station. ~'Iotion by Yencho
seconded by Lange that the City ~anager contact the proper authorities
of the ~i~'~neapolis Water Works Cor~mittee to make arrangements for omitting
the pavement of $13~.00 from the purchase contract. Roll Call-All Ayes.
A letter from the Liquor Store ~anager was read, requesting the Council
to take action on various improvements for the continued operation of
the On- and Off-Sale Liquor Stores. ~otion by Trench seconded by
Spekula~t that the City ~anager be instructed to advertise for bids
for the following improvements: (1) new floors; (E) refinishing of
booths and bar; and (Z) painting of walls. Roll Call-All Ayes.
A letter from the Fire Chief was read, reporting on his check of the
house trailers at 4727 and 4800-4th St. The letter recommended that
the Council abide with the ~rdinance regulating the parking of automobile
trailers and discourage the extending of special permits.
~r. Snyder was present and requested a 60-day extension of his temporary
permit to occupy a house trailer at 4727-4th St. Notion by Spekulant
seconded by Trench to grant the above request. Roll Call-All Ayes.

Several persons were present and gave the Council a petition bearing the
signatures of 100 residents in tha~ part of the Village of Fridley
which lies west of University Ave. and south of the north line of the
north line of Section twenty-three. The petition requested the City
Council of the City of Columbia Heights to a~nex the above-described
section of tY~e village of Fridley. ~otion by Lange seconded by Trench
to accept the petition s~nd hold it in suspension until the legal status
of Pridley Village is determined. Roll Call-All Ayes.
The City ~anager presented the Police Department's inspection reports on
the applications for on-and off-sale beer licenses by A. I,~ontgomery at
3900 University Ave., and by L. Esterly at 500-40th Ave.

The City kanager presented an application by Donald Shanedling for a
bu[!dln6 permit for a ~aeatre and bowling alley on Lots 12, 13, and
1~, Block 6~, located on the west side of Central Ave. between 39th and
40th Aves. The Council requested rettzrn with plans and in_formation
pertinent to the construction of such a building, kotion by Lance
seconded by Trench that the theatre and bowling alley licenses be
granted at ,~he aoove location as soon as a building permit is issued
for the construction of said building. Roll Call-Ail Ayes.
A letter from the Colu~.bia Heights Act!vities Committee was read, asking
fo~ a permit to use the City ?ark property for a oo~m~un~ty celebration
on June ~0, ZI, 2Z, Z$, Z4 and Z5, 1950. The Council requested the City
~[a~.~ager to turn the request over to the ~ark Board for its
co~ns ideration first.
A .letter and application from William Levy were read, requesting the
rezontng of Lot~ ~I, 22 and 23, Block 3, Reservoir Hills, from its
~uresent residential limitations to con~mercial property, and applying
fo'? a license to operate a moron picture theatre on the above-described
property. ~,~otion by Lance seconled by Trench to turn ~he matter over to

and ~quested a special meeting= be held to discuss the salaries and
working conditions of the City Street Crew. Tl~e Council agreed to call
such a meeting on January 3, 1950, at 7:~0 P.~,[.
The ffollow!na sea!ad bids were opened and read, for workmen's co~-:.pensation
and employer's liability insurance for the City of Columbia Hei~,~ts for a
year beginning January 1, 1950: (t) ~[. G. 0uimette; (2) John Nordin;

presented a demand for a 7-cent hourly pay increase for the Park Board and
Street Crew womkers, together with a request for various improvements and a
clear statement of t~e 2ity rules and re&-alations on seniority, sick leave
a?,~ other employee ri~ts.
The City Manager agreed to draw up a plan regarding the city employees'
rz'~'~:nt~s, w'aich he would present for the spmroval~ of both the Council and ~'~e
employees.
