~ieeting called to order at 8
Spekulant present.
Prestemon, Lange, Trench and
A group of citizens was present and requested that sewers be laid on
the north end of 6th St. next, by the workers and equipment now
working in that area. The council stated it would advise' the contractor
that it desired to have this done.
A group of citizens was present.and requested the installation of sewers
on 2~~ St., from 38th Ave. to Ed~emore Place. The Council advised that
this would be done.
Raymond Ross, 2110-!lth Ave. S., Minneapolis was present and requested
the Council to pass a resolution ~hich he had prepared, urging the
Federal Housing Administration to approve Lots 24, 25, 26 and 27,
between 40th and 41st Aves. on Jackson St., as a site for the erection
of an apartment building.
Resolution offered by Trench seconded by Lange, whereas an application
has been made to the Federal Housi~ Administration at ~dinneapolis,
~.iinn., for the approval of~ he site located on the east side of Jackson
St. between ~Oth and ~lst Aves. N.E., or legally described as Lots
~$, ~6 and ET, Columbia Heights Annex to Einneapolis, Anoka County,
~inn., for t~e erection of an apartment building, designed to meet the
engineering specification and construction requirements of the Federal
Housing Administration; and Whereas the a0ove site is an ideal location,
and the said housing needs is in great demand within this '
Czty, and
Whereas the above project is a defe~se measure, being mid center of the
defense plants located in this area, and which would be defeated for
the lack of proper loaning funds without Federal Housing Insurance;
Therefore Be It Resolved by the City Council of the City of Columbia
Heights that we urge the approval of the above site for the construction
and development of the above-named project by the said ~"ederal Housing
Admi.~istration to the end that said project may immediately be gotten
under way; and Be It Further Resolved that copies of this resolution
be forwarded to the Director of the Federal Housing Administration at
Minneapolis, ~,~inuesota, and to the main office at Washington, D.C., and
to tae Honorable Roy Wier, Congressman of the ~rd Congressional District
of ~innesota. Roll Call-All Ayes.
At this point Councilman Yencho joined the meeting.
First reading of Edward J. Hansely's applications for off-sale and
on-s~le beer licenses at 547-40th Ave.
Resolution offered by Yencho seconded by Lange, The City Council of
the ~ity of Columbia Heights hereby resolves that, ?~EREAS, Special
Assessments for Lots 26 and 27 Block 16, Columbia Heights Annex, on
Job )Io. 200 in lhe amount of ~325.76 have been paid in full; BE IT
THEREFORE RESOLVED that the County Auditor be and he is hereby
-authorized to strike from the assessment rolls the aforesaid assessment~.
Roll Call-All Ayes.
Resolution offered by yencho seconded by Lange, The City Council of the
City of Columbia Heights hereby resolves that, '~EREAS, Special Assessments
for Lot 4, Blk. 9, Waltons Sunny Acres 3tm en JoO. No. 200 in the amount
of $316.98 have been paid in full; BE IT THEREFORE RESOLVED that the
County Auditor be and he is hereby authorized to strike from the ass
rolls the aforesaid assessments. Roll Call-All Ayes.
Letters from tbs Wilkinson Home Finance Corporation, Minneapolis, and the
Federal Housing Administration were read. These letters claimed that the
City of Columbia Heights had agreed to install sewers in Hilltop Addition
by the fall of 1949; and also claimed that letters were on file from the
City of Columbia Heights which acknowledged that such an agreement had
been made. The matter was discussed witch a representative of the Wilkinson
Home Finance Corporation who was present. The Council requested the said
corporation to prepare a bond guaranteeing that all taxes will be paid
on all assessable property in the Hilltop Addit ion, if sewers are installed
in that area.
A letter fr~ the League of ~innesota ~unicipalities was read, advising
of a course on Town Planning being offered by the University of Ninnesota.
~otion by Spekulant seconded by Trench to place the above letter on file.

Resolution offered by Trench seconded by Spekulant adopting assessment roll
for the following local improvement, and determining that said improvement
be made and ratifying and confirming all other proceedings heretofore had.
Local Improvement No. ~01. Sanitary sewers.
W¥1EREAS, the City Council of Columbia Heights, ~innesota, met on the ~Sth
day of October, 1949, at the City Office insaid City, beirg the time and
place set when and where all persons interested could appear and be heard
by the Council with respect to benefits, and to the proportion of the cost
of making the local improvement above described, a notice of such hearing
having been heretofore duly published as required by law; and, ~HEREAS,
this Council has heretofore estimated and fixed the cost of such local
improvement na~ d has prepared an assessment roll therefore. THE CI~Z
COUNCIL OF COLU~BIA HEIGHTS HE~B~ RESOLVED:
Section I. That this Council does hereby adopt the aforesaid assessment
roll known and described as "Assessment Roll for Local Improvement No. B01".
Section II. That this ~ouncil hereby finds and determines that each of
the lots and parcels of land enumerated in said assessment roll was and
is especially benefitted by such improvement in an amount not less than
the~amount set opposite the description of each such lot or parcel of
land respectively in said assessment roll in the column headed "Amount of
Prcposed Assessment". And this Council further finds and determines that
the proper proportion of the cost of such improvement to be especially
assessed against such lot or parcel of land is the amount set opposite the
description of each such lot or parcel of l~nd respectively in said
assessment roll in said column headed "Amount of Proposed Assessment".
Section III. That said assessment roll be and the same is hereby
ado~ted as the assessment roll the following local improvement hereinbefore
described, and that said assessment roll shall be hereafter known and
designated as "Assessment Roll for Local Improvement No. 201".
Section IV. That said assessment shall be payable in arn~ua! installment
for a period of B years on or before the first day of June in each of the
years from 1950 to 1957, with interest and penalties as provided by law.
Section V. That this Council does hereby determine and re-determine to
proceed with said improvement does ratify and confirm all other proceedings
heretofore had in that regard, and said improvement shall hereafter be
known and numbered as "Local Improvement No. 201".
Section VI. ~ais resolution shall take effect immediately upon its passage.

~ne size of tt.~ present liquor store inventory was discussed, and the
Council agreed that the liquor store manager should keep a much smaller
inventory on hand.
The proposed City budget for 1950 was discussed.

Regular Meeting

~eeting called to order at 8 P.M. All members present.
Minutes of the last regular and adjourned meeting were read. The minutes
of the regular meeting of October 25, 19~9, were amended as follows:
The resolution setting aside a special fund for purchas~e of equipment for
the Fire Department was amended by changing ~the word "~lO0.O0" to "~lO00.O0"
The minutes were then approved. "
Discussion was had on the Board of Education's plan to extend the City
High School west across Jackson St. A group of proper~ owners who ~'~uld
be affected by the construction of such an addition were present and dis-
cussed the n~tter with ~ue Council. The Council assured the above property
oysters that, if such an addition is built, the City would extend the closed
portio~ of Jackson Street to the west, at an angle, with all its present
Improvements. The street would then intersect with 41st Ave. at the
location of the present alley between Jackson and Quincy Sts.
