COU~CIL SECRF~ARY~ MAYOR OF'~ IC IAL PROCEEDINGS Regular Meeting October 25, 1949 Meeting cal~d to order at 8 P.M. Prestemon, Lange and Spekulant present. Minutes of last regular meeting read and approved. At this point Councilmen Trench and Yencho joined the meeting. W. Erickson, 4021 Madison St., was present regarding his request that the City lower his garage building to proper elevation and correct other hazardous conditions caused to his driveway, which had been caused by the grading of the alley at the rear of his residence. Motion by Trench seconded by Yencho to deny the request for lowering of the garage. Roll Call-All Ayes. A letter from the Board of Education was reread, advising of tentative plans for enlarging the high school by extending it on the west end across Jackson St. The letter requested the closing of Jackson St. from 41st Ave. and north 240 feet. The matter was discussed with a group of property owners who would be affected by the construction of such an addition. Motion by Lange seconded by Yencho that the City Attorney be instructed to draw up an ordinance to vacate the above-described section of Jackson St. at such time as a contract is entered into with the Board of Education which would require the Board of Education to sustain any damages which arise out of the vacating of the above section of street. Roll Call: Ayes: Lange, Trench, Yencho, Prestemon. Not voting: Spekulant. A report was made on the tabulation of bids for furnishing labor, materials aud equipment for the construction of sanitary and storm sewers for the City of Columbia Heights. Recommendation was made that the base bid of Lametti and Lametti, Inc., be accepted. A report was made on the tabulation of bids for furnishing labor, materials and equipment for the construction of a sewage pumping station for the City of Columbia Heights. Recommendation was made that the alternate bid of 0rfei and Nariani be accepted. Notion by Yencho seconded by Trench to place on file the bids on the two preceding projects. Roll Call-All Ayes. Ra~nond Ross, ~ll0-11th Ave. S., Ninneapolis, was present and petitioned the Council for an abatement and cancellation of the special assessments for sidewalk purposes levied and to be levied against Lots ~4, ~5, 20 and ~, Block 00, Columbia Heights Annex to ~inneapolis, Anoka Co., ~innesota. Notion by Yencho seconded by Trench that the above application be rejected. Roll Call-All Ayes. A hearing was had on the costs to be assessed owners of property to be benefitted by the construction of the following local improvements: Special assessment No. ~01. Sanitary Sewers: Hayes Street, Zgth to 40th. Reservoir Blvd., ~lst Ave. to ~th Ave. ~ain Street, 3~th to 4~th Aves. Second Street, $Tth to ~4th Aves. ~th Ave., End to ~ St. ~ Street, 37th to 38th Aves. 3rd Street, ~Tth to SSth Aves. 3rd Street, ~0th Ave. to Lot 10. ~0th Ave., ~nd St. to 3rd St. 8th St., ~$th Ave. to 81st. 6th St., ~Sth Ave. to ~lst. ~4th Ave., Res. Blvd. to Arthur St. The City Attorney was asked to draw up an ordinance repealing the present City plumbing code; and an ordinance adopting the Ninneapolis plumbing code. Notion by Lange seconded by Spekulant to grant the Northern States Power Co. request for permission to place a pole on Arthur St., between ~th and ~Sth Aves. Roll Call-All Ayes. The City ~anager advised there were no reservations attached to the bid of Phelps-Drake Co., Inc., on the following work: All work necessary for pro- vidiug a new connection from the Nin~eapolis Water System to a City of Columbia Heights Water Pumping Station, which work entails a placing of pipes and pump with necessary controls, and the construction of ac oncrete block building for a pumping station. The City ~anager reported he had therefore accepted ti~ above bid, as authorized by a motion passed at the last council meeting. Resolution offered by Spekulant seconded by Yencho, The City Council of the City of Columbia Heights hereby resolves that, WHEREAS, Special Assessments for Lot Eight (8) Block Thirty-two (32) Columbia Heights Annex on Job No. ~00 in the amount of $102.88 have been paid in full; BE IT TEEREFOP~ RES~ that the County Auditor be and he is hereby authorized to strike from the assessment rolls the aforesaid assessments. Resolution offered by Spekulant seconded by Yencho, The City Council of the City of Columbia Heights hereby resolves that, WHEREAS, Special Assessments for West 65 ft. of Lot 33 and East 45 ft. of Lot 33, Block Two (2) Reservoir Hills Addition on Job No. 200 in the amount of ~448.00 have been paid in full; BE IT T~REFORE RESOLVED that the County Auditor be and he is hereby authorized to strike from the assessment rolls the aforesaid assessmentss. A sealed bid was o~ened and read on the following work: The furnishing of all labor and materials for laying a concrete floor approximately 40'X47' in the C.[ty owned equipment shed. Floor to be minimum 6 inch thick and reinforced with 6 X 6 X 10 X 10 wire mesh or equal. The party who submitted the above bid was as follows: Victor Carlson & Sons, Inc. ~otion by Trench seconded by Yencho that the above bid not be accepted. Roll Call- Ail Ayes. Resolution offered by Trench seconded by Yencho, BE iT F~S0~¥ED by the City Council of the City of Columbia HeiSts that the salaries of Columbia Heights Police Officers Bixler, Cleland, Reinhart and Sotebeer be set at SE~O.00 per month beginning Nove~oer l, 19~9. Resolution offered by Lange seconded by Trench, BE IT RESOLVED by the City Council of the City of Columbia Heights that, out of proceeds from the Liquor Fund, a sum of $100.00 be set aside for a special fund for purchase of equipment for the Fire Department. Roll Call-All Ayes. Resolution offered by Yencho seconded by Spekulant, BE IT ~REBY RESOLVED by the City Council of the City of Columbia Heights t~zat the City~ Treasurer be and she is hereby instructed to transfer the sum of $2500.00 Dollars from the Liquor Fund to the Administration Fund; and that there are sufficient moneys in said Liquor Fund to make such transfer. Treasurer be and she is hereby instructed to transfer the sum of $500.00 Dollars from the liquor fund to the Street Fund; and that there are su£ficieut moneys in said liquor fund to make such transfer. Resolution offered by Yencho seconded by Spekulant, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the City Treasurer be and she is hereby instructed to transfer the sum of ~1080.00 frcm the Liquor ~und to the Fire Fund; and that iflere are sufficient moneys in said Liquor Fund to make such transfer.
