The city manager reported on ~he tabulation of bids, for the ~nstallatio~ of water,mainS in ~he City or Colu~bia Heights. Motion by Trench seconded by Yencho that the bid of Phelps-Drake Co., Inc. be accepted. Roll Call - All Ayes. Two representatives for several cemenu interests were present and requested that concrete pipe also be authorized for use in the city sewer project now under construction. The matter was discussed, and the council requested the city manager to authorize the use of concrete pipe for the said sewer project, wherever the pipe required must be fifteen or raore inches in diameter. A letter From Henry Shanedling, s and Sons was ~ead, requesting permission to build a building at Central ~nd Gould AVes., which would be built seventy feet on Central Ave. and ll4 feet deep. Notion by Trench seconded by Yencho that a permit be granted for the said building, providing the omaers sign a 99-year agreement not to build any door or loading platform at the rear of said building, and not to erect any building on the balance of their property at said location. Second reading of Ordinance No. 255, "Being an ordinance vacating that part of the north, south alley in block sixty-five (05), Columbia Heights Annex to ~inneapolis, that lies between Lots twenty-six and twenty-seven (2~-2~)." Ordinance ~o. 255 offered by yencho seconded by Spekulant. Roll Call - All Ayes. A letter from the Silver Lake Improvement Association was read, regarding various improvements w~ich the said Association felt skould be made in tt~ Silver Lake district. The matter was discussed, and tt~rh ~urned over to the city manager for his study and recommendation. A letter from ~he chief of police was,read, regarding tl~m application, by John SmitL, for a beer license at 838 - 40th Ave. Motion by Yencho seconded by Trench that the above letter be placed on file. Roll Call - All Ayes. Resolution offered by Spekulant seconded by Trench, ~EREAS, The City Council on August 9, 1949, adopted an ordinance providing for the issuance of $325,000 Permanent Improvement Bonds, and ?~-~EREAS, the City Council is authorized to proceed with the issuance and sale of said bodds, NOW, T' E.W[EFOPE, be it resolved by the City Council of the City of Columbia Heights, Minnesota, as follows: 1. The City shall forth- with issue and sell its negotiable coupon bonds in the amount of $325,000, bearing date August l, 1949, bearing interest semiannually and .maturing serially in the amounts of $30,000 in each~of the .years 1951 and 1961 both inclusive and ~25,000 in 1962, all without option of prior pa~ument. 2. The City Council shall meet at the City Hall on the 20th day of September, 19~9, at 8:00 o'clock p..~. for the purpose of receivina and considering bids for the purchase of said Permanent Improvement Revolving Fund Bonds. 3. The City Manager is authorized and directed to cause notice of sale of said bonds to be given by publication once each week for two successive weeks in the Columbia Heights Record published at Columb:a Heights, ~i~'mesota, the first of said publications to be at least fourteen days and the second at least seven days before said date of sale. Said notice shall recite the time and place and where bids will be re~ived; that the City will fur- ~ish the printed bonds and approving legal opinion of Eessrs. Faegre and Benson, 1260 MW Bank Building, Minneapolis, ~innesota, 'and of ~r. Joseph E. W~rgo, of Columbia Heights, ~'~i_nnesota, without cost to the purchaser; tkat the bonds will be made payable to any suitable bank or trust company designated by the successful bidder; shall call for sealed bids, shall name one or more interest rates in multiples of one-tenth or one-quarter of one 'percent, and shall require a certified check, cashier, s check or bank draft in the amount of at least ~6500. A petition was read, requesting that the alley between 4~.nd and 43rd Aves. and Washington and Jefferson Sts. be lowered to such a point as to make it level with the proper grade levels. D~.otion by Range seconded by Trench that the alley be lowered six inches, the lowering to be done according to recon-~nendations to be made later by the citU manager. Roll Call - Ail Ayes. Resolution offered by Yencho seconded by Speku!ant, BE IT rEP[EBY RESOLVED By the CitN Council of the City of Co!~mbia Heights that the City Treasurer be and she is hereby instructed to transfer the sum of 1000 Dollars from the Liquor Fund to the Fire Fund; and t~:at there are suificient monies in said Liquor ~V~nd to make such transfer. Resolution offered by Yencho seconded by Spekutant, ~E IT ~_~REB!~ P~SOLVED by the City Council of the City of Co!umbia Heights that the City Treasurer be and she is hereby instructed to transfer the sum of 8000 Dollars from the Liquor Pund to the Street Fund; and that there are sufficient monies in said Liquor Fund to make such transfer.
