called to order at 9:00 p.m. Prestemon, Yencho and Lange present.
Resolution offered by Yencho, seconded by Lange, ~SEREAS, Section 16 of the
City Charter of the City of Columbia Heights prescribes that regular
meeting dates of the City Council be established. Now, THEREFO?E BE IT
RESOLVED by the City Council of thc City of Columb ia Heights that
regular meeting of the Council be held on the 9nd and 4th Tuesday of
each month; provided, however, should a recognized holiday coincide with
sa~'d meeting date, it is further resolved that such meeting be he~ld on
Wednesday of t~ke same week. Roll call - all ayes.
Letter from L. L. Halladay, Sr. Civil Engr. Adm., Ml~neapolis Water Works
Departr~nt, was read, enclosing prints sho~inE:propds~g::p~an and profile
of the center line of a 48-inch water main, to connect with the new
Hilltop pumpin~ station and reservoir now under construction. The letter
requested permlss~on to install the said water main, w~.lch wgutd run from
the reservoir to 4$th Ave. and Arthur St.; to bgth Ave. and Hart
Boulevard; to UTth Ave. and Hart Boulevard. Motion by Yencho seconded
by Lance that the city manager be instru~;ted to draw up an agreement
with the City of' Minneapolis regarding the procedure and work to be done
in connection with the installation of the said water main, and present
the agreement to the council for approval. Roll call - all ayes.
The city manager reported t2~e Town Board of Fridley had requested fZ~e
City of Columbia Heights to Join with it in a petition to t2ae Board
of County Commissioners for the establishment of 49th Ave., from Central
to University Aves., as a county-aid road. Motion by Lange seconded b.
Yencho that the city take such action, and the matter be turned over to'
the city manager for arrangement. Roll call - all ayes.
Letter from G. ~ldwin was read, requesting permission to install a pay
dump on Lot lO, Blk. ~, Walton's Sunny Ack'es, End Addition, said dump t o
be supervised daily, no garbage or Sffal~ permitted. ~otion by Yencho
seconded by Lange th~ the matter be tabled until the following meeting,
during w~ich time further investigation would be made. Roll call - all ayes.
Motion by Yencho seconded by Lange that the city manager be authorized to
engage a qualified inspector for the handling of the inspection of the
sewer project now under c mastruction. Roll call - all ayes.
Representative of the Commercial Club was present and requested permit to
sell beer at the var ous celebrations w~ich go on at the city park.
Discussion was had on the matter, but no action was taken.
~[r. Herr~nger was present and inquired whether a bo~.~ling alley license
would be granted, if an application was made for same. The council
advised it would give its answer w~:en a formal application for such a
license was filed.
Tke council agreed the city manager should be instructed to advise the
Cc. lumbia Heig~uts Hatchery to cemse the raising of chicks at its place
o~ business.
Petit ion from ~[. Rozmark, 716-40th Ave., and M. Swanson, 7ZO-4Oth Ave..
was read, requesting the city to vacate the n~rth-and-south alley '
between Lots 20 and 27, in Block 85, from 40th Ave. to the east-an~-west
alley abutting said lots. Notion by Yencho seconded by Lange that the
~at~er be turne~ over to tf~e city attorney for preparation of an ord~ auce
which wcul~ enable the council to grant said petition. Roll call -
all ayes.

Meeting called to order at 8:15 p.m.

'The following sealed bids were opened and read,for & centrlfugal~pump
and motor£ (1) R. G. Dinham Co.; (2) Worthington pump and Machinery
Corporation; (3) Commonwealth Electric Co.; (4) Fairbanks, Morse .~ Co.;
(5) Cz. ane Co.; (6) Northwestern Power Equipment Co.; a.~d (7) Wm. H.
Ziegler Co., Inc. Motion by Yencho seconded by Trench that the bids be
turned over to the city manager for tabulation, to be brought back to
the next regular council meeting. Roll call - all ayes.
The following sealed bids were opened and read,for construction of 4,000
Lin. feet of sidewalk and 7,000 lin. feet more or less of curb: (1)
Victor Carlson & Sons, Inc.; and (2) R. S. Billinosley Co. Motion by
Yencho seconded by Trench that the bid of Victor Carlson & Sons., Inc., b
accepted. Roll call - all ayes.
Mr. Heglund of R. D Thomas and Associates was present and discussed,
with the council, proposed plans for the improvement of the city water
supply system.
Discussion was had on the fact that it would benefit both the city
administration and the citizens, if the citizens would present
their complaints in wrf~ten form, wl~fch would provide a written record
for the city files. ~otlon by Lauge seconded by Trench that all $ttize~s~
complaints 'mus~'be~presented ~to ~thetctt~iin writing, before action will
be taken by the~ mtt2.~6h sala eom'plaints. Roll call - all ayes.
Several citizens were present to voice individual complaints to the
council. They were requested to present their complaints to the
city in written form.
Discussion was h~ad on the bids for installation of approximately 7,000
feet of 10-inch and 1,400 feet of 8-inch water mains in the city; and
the disagreement at'thee last meeting between the tabulations of the
city manager and those of Bonander and Co. The mayor stated the dis-
agreement was cause~d~, by the specifications for the project, because
the specifications/9~naot state exact amounts of all materials needed
for installation of the mains. Motion by Yencho seconded by Lange
that the bids be rejected, and that the city manager be advised to
advertise for new bids. Roll call - all ayes.
