Meeting called to order at 8:15 p.m. Ail members present.

Central Ave. and Reservoir Blvd., be graded as platted. Roll call - all
aye s.
Resolution offered by Weldon seconded by Nygaard, ~P~EA $, the City of
Coluunbia Heights did on th loth day of June, 1949, conduct ~aud hold a
General Municipal Election; and '[~TEREAS, the City Council of the City
of Columbia Heights did on the l~th day of June, 1949, hold a reoular
meeting and did canvass the returns of said general election; and,
i%~EREAS, the following results were determine4 by said canvass of said
!]eneral .~unicipal Election, to-wit: Valid ballots cast, ZZ86; Void
ballots cas~, O; Total ballots cast~ E$86. Votes for oandidates for
]~ayor: 0. H. Prestemon, 1Z44; H. ~[. Roberts, llE9. Votes for candidates
for Councilman: Chas. H. Jasicki, 1084; Leonard Lange, 1197; Rudy
0cel, ll~8; Andrew Spekulant, llS1. NOW, T~EREF0?JE, EE IT RESOLVED by the

City Manager stated Z requests had been received from the gas company
.£or installation of gas mains at the following places:~ (1) Z" ~ain

lC, Walton's End Subdiv.; (~) ~" main on ~th Ave. N.B. from Arthur

for cancellation of his restaurant license at 90~ - ~Oth Ave.; and to
grant the application of O~rles ~orddos and V. Gianalukas for a

Notion by Trench seconded by Weldon to grant 01al C. Joh~uson's
applications for a cigarette license and off-sale beer license
at 9lB - 40th Ave. Roll call - all ayes.
Notion by Yencho seconded b~.~,~ Nygaard to grant the Columbia Heights
Civic Improvement Association, s request for a permit to operate a
bingo game during the Columbia Heights Fall Festival July B$ and
24, 1949. Roll call - all ayes.
Letter from the Columbia Heights park Board was read, recommending
widening of Jefferson St. to 40 feet, plus 4-foot boulevard and O-foOt
sidewalk, curb and gutter on both sides of said street from 40th Ave.
south to the alley on said street. ~otion by Weldon seconded by
Nygaard to place the letter on file. Roll call - all ayes.
A letter ~rom the ~innesota Water Pollution Control Commission was
read, stating plans for sewage facilities in Columbia Heights had
been approved. ~otion by ~eldon seconded by Ny aard to place the
letter on file. Roll call - all ayes.
Letter from Columbia Heights Police Chief was read, requesting
reimbursement for expenses during his attendance as a delegate~ at
the Ninnesota Police and peace Officers Annual Convention in Albert
~.ea, June ~0 and ~l. ~otion by Nygaard seconaed by Weldon that the
regular established rate of expenses be allowed. Roll call - all ayes.
~otice of damage and injuries sustained by Louis Klugman, as a result
of a fall in Council Neeting Chambe~ in Columbia Heights, ~inn., and
claim for $200.00 by~~ainst the City of Columbia
Heights, was read. Notion by Yencho seconded by Nygaard to turn the
claim over to the City Attorney. Roll call - all ayes.
Letter from Richard A. Golling, State Public Examiner, was read,
enclosing a form for signing by a majority of the Columbia Heights
Council, which form would then allow the public examiner to place
on his schedule of audits, the request by the City of Columbia
Heights for an audit of its 1947 and 1948 records and affair~. The
said form was signed by all councilmen.
City ~anager advised that requests had been received from election
judges and clerks for a pay increase. N~r~ion~ by Yencho seconded by
Trench that a resolution ~e drawn up to Lncrease the pay to 75 cents
per hour, said resolution Oeing subject to check by the city attorney
as to its legality. Roll c~ll - all ayes. ~
City ~anager advised requests had been received for establis~nnent of a
pension fund and $ weeks, vacation after B years, service for city
employees. The council stated pension fund would have to be taken care
of in next budget and should be taken up at that time. ~
City ~anager advised that Nr. Johnson, Nanager, Trailer City~ Inc.,
had received approval of Ni~neapolis sewer engineer to co~nect to the
Columbia Heights' sewer system. The council stated that, before ~at
is done, city manager should work out an equitable charge and present
it at a future meeting.
June 14, 1949:
Resolution offered by Yencho seconded by Trench, WHEREAS the hourly
rate of pay to election clerks and judges in the City of Columbia
Heights has been at substantial variance with rates of pay of other
w¢.rk in the city, NOW, THEREFOR, BE IT RESOLVED by the city council of
the City of Columbia Heights that the rate of pay of election clerks
arid judges be set at 75 cents per hour. Roll call - all ayes.
Petition was read, requesting grading of east half of 4th St., between
42th anti 46th Aves. ~iotion by Yencho seconded by Nygaard that the peti-
tion take its proper course. Roll call-all ayes.
imf. Tabaka, 3846 Polk St., inquired whether he would be granted plumbing
license if he made application for same. Council stated he would be
granted a license if his application was approved by the plumbing
inspector.
Liquor store manager reported on savings effected during trial of a Z-unit
dispensing machine at tae liquor store, anm recommended purct~se of said
machine. Notion by Weldon seconded by Trench that the city purchase
said S-unit dispensing machine. Roll call - all ayes.
Letter from Fire Underwriters Inspection Bureau was read, discussing
fire protection arzi the condition of the water supply system in
Columbia Heights. Mr. Lawrence was present and offered suggestion on
improving the water supply system for a ~emporary period at comparatively
low cost. Council stated tLe city manager should check whether the
su&gestion has merit.

The following sealed bids were opened and read, for installation of
approxima~ely 7000 feet of 10-inch, and l~00 feet of 8-inch water mains
in the City of Columbia Heights: (1) Bonander and Co.; (~) F. Norittini;
(~) Lametti and Lametti, Inc.; (4) phelps-Drake Co., Inc.; (8) Western
Underground Construction Co.~,~ (6) DeGraff Wolff; (7) Orfei and ~arlani;
(8) Saadstrom and Hafner; (9) ~. J. Jacobs and Sons. Representatives for
Bo~ander and Co.~ and ~. Norittini stated their bids were based on the
us~ of bell-and-sp.igot~joint pipe, but they would use mechanical-Joint
pipe for ~Z~T~'-~-~%~he same price if t~eir bids were accepted.
