It was revealed that, at the meeting between the plumbing inspector and committees representing the co ncil and local plumbers, it was re- commended that Columbia Heights adopt the ~[inneapolis plumbing code, and that issuance of all future plumbing lice.-~ses be governed accordingly. Motion by Trench seconded by Weldon that the recommendation of the committee be adopted and ~f~e city attorney be instructed to draw up t~ necessary ordi~aance. Roll call- all ayes. k~en represent Lug the Klugmm~ Plumbina Co. were present and dis- cussed its pending application for a plumbing license. The city manager revealed that there were also two other applications for pl~mnbino licenses pending, having been applied for by Gaylord K. penny, 1901 Laurel W., ~inneapolis; and the R. J. Mangan Co., 925 Seventl Ave. S., ~[inneapolis. ~Iotion by Nygaard seconded by Trench that these three plumbing applications be denied and that the application fee be returned. Roll call - all ayes. A letter from the Minneapolis Street Railway Co. was read, which letter revealed tY~t their findings were not favorable at this time for extenaing their present bus service to Roslyn Park. A letter from the Twin City Rapid Transit Co., which letter revealed the following: (1) That the Twin City Rapid Transit Co. would raise and repair their tracks on 40th Ave., from Central Ave. to the 5th St. wye, and the city to remove the crown in the paving adjacent to their tracks, and t?:e transit company to resurface between the rails; and (2) that the transit company's understanding was that it would not do any track work or paving on Central Ave., between 3?th ~nd 40th Aves. during 1949, but would consider raising its tracks and paving between the rails during 1950. It was agreed thah an attempt would be made to soon have ~gr. Barnes of the transit company come here and further d;.scuss the maintainance of the streetcar tracks with the City ~anager and Councilman Trench. ~otion by Nygaard seconded by Trench to grant the gas co~,pany, s request for installation of a gas main on 5th and 6th Sis., from 45th to 51st Aves. Roll call - all ayes. A letter from J. ~¥. Atkinson was read, which letter requested that he be relieved of his duties on the Park Board. A !ether from ~r. 0ndick, Business Represe;ntative of the City and Sanitary Chauffeurs, Drivers ;'~ Helpers Local Union No. 664, was read regardi~ tb~ rate of pay to tP~e operator of this city,s 100 horsepower patrol grader. The letter described the rates established in private industry under the Associated ,~eneral Contractors, but requested that the practice of t~e City of ~(inneapolis be followed in order ~o avoid payroll' dilficu~ties. ~!r. 0ndick was present and stated the city contract agreed it would follow the Associated General Contractors' scale. The council stated the agreement with the union would be checked, and, if the agreement said The Associated General Contractors, scale would be followed, the matter would take its proper course. ~r. Ondick also made the followin6 requests: (1) That the city follow the retirement plan for its employees w~ich had previously been discussed by the union and tk~ council, now that it had been passed by the state legislature; (2) that the city act on the union's request for a three weeks, vacation after eight years, service for the employees it covers, and inform the union of its action; (3) that the city act on the union's request for a half-hour lunch period, or the privilege of s~artino and finishing work a half-hour earlier during summer months, for employees it covers; (4) t~t the city follow a policy similar to that of the Civil Service System for employees covered by the union. Nr. Ondick also requested that the employees covered by the union receive first notice of any promotion open in the cit) crew. The city manager advised this would be done if at all possible. Mr. Ondick also inquired why Vincent Guzik was still on an hourly rate, as it was Mr. Ondick,s understanding that he would automati- cally be put on a monthly basis after six ~onths, service. The city manager advised that there is no provision in the budget for any more monthly workers. Motion by Weldon seconded by Nygaard to put on file the four preceding letters. It was revealed that at a meeting on Eay 9, at which representatives for the council and local electrical firms were present, it had been reco~ended that in the future the city issue fewer electrical licenses than the number it now has issued. ~otion by Trench seconded by Yencho to deny the application for an electrical license by Plant Elec. Co., ~BO Garfield Ave., on the precedin~ recommendation, a~d~ha~he a~lica~ion fee be returned. Roll call - all ayes. First reading of Ordinance B~3, ~eing an ordinance authorizing the sale by the City of Columbia Heights of certain real estate known as Lot ll, Block ~, second subdivision of Block "F", Columbia Heiohts annex to ~io~neapolis. ~otion by Nygaard seconded by Trench to grant the following licenses: Ninneapolis Gas Co. 73~ ~arquette Ave. Gas Fitting Standard Heating Co. ~lO W. Lake St. Heating Equip. Installation Nelson Sheet g~ Eetal Co. ~200 Cedar Ave. ~ " ', Roll call - all ayes. A discussion was had in which it was suggested a committee meet with the Water Connnittee or go to the waterworks to propose that worx be started on removal or blacktopping of the tracks leading to the Ninneapolis Water Plant. Notion by Yencho seconded by ~ldon that the power company be requested to install another~light between those now situated on ~2nd Ave. at the top and bottom of the hill preceding Reservoir Boulevard. Roll call - all ayes. Mrs. ~.ilie r and Mr. Hoaglund were present regarding a: petition to grade Zgth Ave., between Central Ave. and Reservoir Blvd., as platted. The council advised it had inspected this avenue, but agreed that action on the petition, if any, would have to wait until the city attorney has ascertained whether the city owns certain property covered by the petition. The council agreed to check into this matter further with the city attorney and report back on ~[ay 25th. It became necessary for Mr. Trench to leave the meeting to leave the meeting to attend to other matters a~ this time, and he was excused. Representatives of the Clean Up Committee were present and suggested the establishment of a health department, made up of the city manager and several lay people and city officers, to act as an aid to the health officer, as they thought the present Board of Health was not active enough. The city manager agreed to contact several lay people with regard to serving on such a health department. ~rs. Hiller complained of certain unsanitary conditions on Polk St., from ZSth to Zgth Aves., and was advised by the city manager that they would be checked into. The Mayor recommended reappointing ~r. Hansen to the Zoning Commission and appointing Frenchy Von Dell to the Park Board and Oscar Eng to the Police Civil Service Commission. ~otio~ by Nygaard seconded by Yencho to approve the ~ayor's recommendatio~ Roll call - all ayes. It was revealed that the council baa inspected the property at the Wermerskirchen residence, in regard to the claim w~ich had been made at the counc il meeting of April 12, and the council felt there were no damages due. ~r. Wermerskirchen was present, and he was advised that, if he still felt there were damages due on the claim, he should consult further on the matter with the City Attorney. Readin~ of Bills: Col. Hts. Roll Call - All Ayes. $ity Nanager reported that he had contacted Minneapolis Sewer Department and that residents on borderline streets would be permitted to connect 'to Minneapolis sewer temporarily without payment of $250.00 fee. Resolution offered by Nygaard seconded by Yencho, THE CITY COUNCIL OF 'tHE CITY OF COLUMBIA }~IG~'S HEREBY RESOLVES THAT ~YKEREAS the rate for water charged by the City of Minneapolis to Columbia Heights has been increased from ll.5~ to 16.5~ per 100 Cu. Ft. BE IT THEREFORE RESOLVED by the City Council of Columbia Heights that the rate for water in the City of Columbia Heights s~ll be a minimum of ~1.50 net for first 600 Cu. Ft. and 20~ per 100 Cu. Roll call - all ayes. ~otion by Trench seconded by yencho that an estLmate be made of the cost of the immediate work necessary in bcostin~ the city water supply. Roll call - all ayes. b[r. Hoaglund and Mrs. ~[iller were present regarding the petition to grade 39th Ave., between Central Ave. and Reservoir Bouleva rd, as platted. The co~.ncil agreed to have the city manager set stakes along the line ~uggested by the petition, and the council would then check the line and bring up the matter aLaina t a later meeting.
