Minutes of the last regular and special meetings were read and approved. Mrs. Blythe and other members of the Library Board were present and dis- cussed with the Council future plans for building a new Library and they were instructed to get a committee together and discuss this further. Representatives of the Milk Drivers Association were present and discussed wi~h the Council the License Fee for Milk Trucks. Mr. Stinson of VanBuren Street was present regarding the building of cabins on 39th and Central and he was informed ~ hearing has been set f~ October 21st at 4 P.M. before the Planning Con~ission. Mo~ion by Nygaard seconded by Weldon that the petition for Curb and Gutter on the East side of Madisinn Street between ~4th and ~5th, be turned over to the City Manager and take its regular course. Roll Call - All Ayes. Mo~ion by Weldon seconded by Nygaard, that permission be granted to A.E. Whitney, 4601 Jefferson St., to hook onto the water main on the property of J. Arnold Lee~ 4539 Jefferson St. Roll Call - All Ayes. ~Io'~ion by Nygaard seconded by Yencho, to grant the request of the Northern States Power Co. to place four (~) poles on ~e ea.~t side of C,~ntral Ave. from 40th to 4End Avenue. Roll Call - All Ayes. Motion by Trench seconded by Yencho, to grant the Licenses to the Clover Leaf Creamery and Ewald Bros. as per their letters to operate trucks on our City. Roll Call - All Ayes. Notion by Weldon seconded by Yencho, that the License be granted to operate one additional pump, to Lennox 86 Service Station, 4758 Univ. Ave. Roll Call - All Ayes. Notion by Trench seconded by Yencho, to grant the License to ~he Excelsior Baking Co. for operating three trucks in our city. Roll Call - All Ayes. A letter was read from the N.W. Bell Telephone Co. regarding the moving of poles in the alley between 40th and 41st west of Central Ave. Motion by Weldon seconded by Trench, that the letter received from the Minnesota Linseed 0i~ paint Co. asking for temporary ~ire protection during the construction of their plant, be placed on f~le and referred to the City Manager for attention. Roll Call - All Ayes. Resolution offered by Nygaard seconded by Weldon, WHEREAS, the City ~f Columbia Heights has established an off-sale Municipal Liquor Store separate and removed from the "0n-sale" Store and WHEREAS wage scale for said establishment is necessary, now therefore; BE IT RESOLVED by the City of Columbia Heights that all labor employed at said 0ff-sale Liquor store be established at 92~ per hour. Roll Call~- All Ayes. Mayor $oderholm re-appointed Mfs. Leonard Keyes, Mrs. Peter Tema and Conrad Johnson to the Library Board and appointed Irving Nygaard to replace Andrew Spekulant. Motion by Yencho seconded by Trench to accept the Mayor,s appointment to the Library Board. Roll Call - All Ayes. Motion by yenoho seconded by Trench, that the application for 0fl-sale Bee~ License be denied Herbert W. Lennox, 4755 University Ave. and that the License Fee be returned. Roll Call - All Ayes. Motion by Yencho seconded by Weldon, that we accept the Northern States Power Co.'s proposal to replace present 140 Candle Power Street Lights with 250 Candle Power. Roll Call - All Ayes. ResolutiOn offered byNygaard seconded by Trench, adopting assessment roll f¢ for the following improvements, and determining that said improvements be made and ratifying and confirming all other proceedings heretofore had: Nos. 126A, 139, 144,145,146,147,149,150,151,153,155,156,157,163,164. WHEREAS, the .City Council of Columbia Heights, Minnesota, met on the 14th day of October, 1947, at the City Office in said City, being the time and place set when and where all persons interested could appear and be heard by the Council with respect to benefits, and to the proportion of the cost of making ~he local improvements above described, a notice of such hearing having been heretofore duly published as required by law; and, WHEREAS, this Council has heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roll therefore. THE CI~Y COUNCIL OF COLUMBIA HEIgHtS HEREBY RESOLVES: Section I. That this Council does here by adopt the aforesaid assessment roll known and described as "Assessment Roll for Local Improvements Nos. 126A, 139,144,145, 146,147,149,150,151,15G, 15§,156,157,163 and 164. Section t~. That this Council hereby finds and determines that eaoh of ~Y~ lot~ aud parcel~ of land enumerated in said assessment roll was and is especially benefitted by such i~mprovement in an amount not less thah the amount set Qpposite the description of each such lot or parcel of land respectively in said assessment roll in the column headed "Amount of Proposed Assessment." And this Council further finds and determines that the proper proportion of the cost of such improvements to be especially assessed against such lot .or parcel of land is the s~ount set mpposite the description of each such lot or parcel of land ~espectively in said assessment roll in said column headed "Amount of Pz-oposed Assessment." Section III. That said assessment roll be and the same is hereby adopted as the assessment roll the following local improvements herein- before described, and.that said assessment rolls shall be he~reafter known and designated as "Assessment Eoll~for Local Improvements No. 126A, 139, 144, 145,145,147,149,150,151,154, 155,156,157,163 and 164." Section IV. That said assessments shall be.payable in annual installments f~ a period of years on or before the first day of June yearly, with interest and penalties as provided by law, as shown in assessment rolls. Section V. That this Council does hereby ~etermine and re-dete~aine to p~oceed with said improvements, does ratify and confirm all other pro- ceedings heretofore had in that regard, and said improvements shall hereafter be known and numbered as "Local Improvements No. 126A, 139, 144,145, 146,147,149,150,151,154,155,156,157,163 and 16~.
