Meeting called to order at 8 P.M. All members present.
MinUtes of the last regular and ~ecial meeting~ were're~d and approved.
Notion by Nygaard seconded by Weldon to grant license to operate a
Superoll Machine to Edward J. Pavlock, 4010 Central Ave. Roll Call -
All Ayes.
Motion by Nygaard seconded by Trench to g~ant ~lectrical License to
J.C. Hoffman, 19B3 Central Ave. Roll Call - All Ayes.
Motion by Nygaard seconded by Weldon, that petition for water main on
Stinson between 37th and 39th Avenues, be turned over to the City
Manager and take its regular courme. Roll Call - All Ayes.
Motion by Weldon seconded by Trench, that letter received from John
Seman regarding zoning of Columbia Heights be placed on file. Roll
Call - All Ayes.
Bids were received from the following for carbonaters and dispensers
for the Municipal Liquor Store:
Northwest Soda Fountain Repair Co.
Liquid Carbonic Corp.
A & D Fountain Equipment Co.
Sunderland Supply Co.
Motion by Nygaard seconded by Yencho that these bids be turned over to
the Liquor committee and Liquor. Store Manager. Roll Call - All Ayes.
Amendmez~ to Ordinance No.l?l offered by Nygaard seconded by Trench,
being an ordinance for the purpose of promoting health, safety, order,
convenience and general welfare by regulating the use of building lots,
and the density of population in the City of Columbia Heights. Section
6, being the section entitled, "Regulations for Commercial District", be
and the same is hereby amended by adding thereto a paragraph "D" as follows:
In the Commercial zone no frame buildings shall hereafter be erected,
except detached accessory buildings located on rear of lot. This
ordinance shall take effect and be in force 30 days after its passage.

Amen~ to Ordinance Nc.lTl offered by Weldon seconded by Yencho,
being an ordinance for the purpose of promoting health, safety, order,
convenience and general welfare, by regulating the use of building lots
and the density of population in the City of Columbia Heights.. Section
8, paragraph C, Subsection 8, thereof which read, "In all future platted
additions to the city, each residence lot shall be at least 6500 square
feet in area, all streets shall be at least V0 feet wide and the City
Council may b~ resolution reBuire all thoroughfare streets to be 80 feet
w~de" the same be and hereby is changed to read as follows: Section 8,
paragraph C, Subsection $. Zn all future platted additions to the City
each residence lot shall be at least 6500 square feet in area, all streets
shall be at least 50 feet wide and the City Council may by resolution re-
quire all thoroughfare streets to be 70 feet ~wide. This ordinance shall ta
t~ke effect and be in force 30 days after its passage. Roll Call - All Aye
Preamble to Ordinance No.~L~, offered by Trench seconded by Nygaard,
being-an Ordinance providing for immediate preservation of the public
peace,' health and safety and providing for property standards and minimum
construction requirements for dwelling construction within the city of
Columbia Heights. WHEP~EAS an acute housing shortage exists in the city
of Columbia Heights and ; WHEREAS, many items necessary for construction
of dwellings are of a critical nature and exceedingly difficult to obtain,
and; WHEREAS, present building is inadequate to meet present situation.
W~EEREAS, it becomes necessary in order to prevent Jerry building and poor
construction, to establish a minimum standard and construction requirement,
therefore; The Council hereby and under the Preamble, declares that an
emergency exists for the preservation of public peace and safety and that
iu order to promptly meet such emergency, it is necessary to pass Ordinance
No.~ as an emergency Ordinance. Roll Call - All Ayes.
Ordinance No,.2~ offered by Yencho seconded by Weldon, being an Ordinance
providing for immediate preservation of the public peace, health and
· safety and providing for property standards and minimum construction
requirements for dwelling construction within the City of Columbia Heights.
THE CiTY OF COLUNBIA HEIGHTS DOES ORDAIN; SECTIONI, That the Supplemental
property standards and minimum construction requirements for dwellings
located in the State of Minnesota as promulgated by the Federal Housing
A.~ninistration, be and the same are here by adopted as basic requirements
for all dwelling construction within the City of Columbia Heights.
SECTION 2, Time of taking effect. This ordinance shall take effect and
be in force immediately upon its passage. Roll Call - All Ayes.

NeetingI called to order at 8:15 p.N. Neeting~called for the purpose of
opening bids on Sewer construction and Discussion of the BudSe$.
Bids were received from the following for furnishing labor and materials
in installing Sanitary Sewers in Columbia Heights:

Motion by Weldon seconded by Yencho that these bids be turned over to the
City Manager for tabulation and a report made ~t the next meeting. Roll
C~ll - All Ayes.
Residents were in complaining of the condition of the alley between 5th
and 6th streets running between 42nd and 43rd ~venues and they were
assured~this would be taken care of.
Motion by Trench seconded by Yencho, that the Electrical License be
granted to R.E. Stover, 1562 Sherburne Ave., St. Paul. Roll Call - All
Ayes.
