Roll Call - Nygaard, Trench, Yencho Bids were received from the following for counter and shelving fop the new Off-Sale Liquor Store: Petri Anderson, 2611 Ulysses St. N.E. Chirhart Mfg. Co., 37A0 Univ. Ave. N.E. I.A. Stevens, 4032 Madison St. N.E. Motion by Trench seconded by Nygaard to accept the bid from the Chtrhart Mfg. Co. at $848.50 for the Standard Model with Inlaid Linoleum Top on counter. Roll Call - All Ayes. Motion by T~ench seconded by Yencho to adjourn. SeCretary to the Council- OFFICIAL PROCEEDINGS Regular Meeting Sept. 9, 1947 Meeting called to order at 9 P.M. All members present. Minutes of the last regular and special meetings were read and approved. Resolution'offered by Yencho seconded by Nygaard, WHEREAS a petition has previously been presenter to the Council for the following improve- ments: Water main extensions on 3rd Street and BenJamim Street and all costs assessed against the b~dding property, except the 8 inch feeder main, which is to be paid by the city as a whole and the assess- ments will only be the cost of the 8 inch main. and WEEREAS the City Manager has heretofore made a careful estimate of the cost of such improvements; and~IEREAS a hearing h~s been heretofore held before the Council in regard to approximate cost and benefits to the several lots and parcels of land fronting upon or adjacent tO such improvements; and WHEREAS at such hearing no objection was heard as to such costs or benefits; BE IT HEREBYRES0~VEDby the City Council of Columbia ~eigh~s that the City Manager be and he is hereby authorized and instructed to proceed wi~h the construction of such improvement as seon as may be. First rea~ing of Amendment~to Ordinance No.l?l, being an ordinance for the purpose of promoting health, Safety, order, convenience and General Welfare, by regulating the use of building lots, and the d.ensity of population in the City of Columbia Heig~ts. _ .~ Appliqation was re~ceived to operate a GroComob~ie b'~ James D~Long, 556-40th Ave., N.E. This was discussed and tabled until the Special meeting to be held on Sept. 16th. Motio~ by Trench seconded by Weldon to ~rant Nr. Glotfelt~ of T~ailer City Fire protection with payments of $50.00 per year as advance payment, $50.00 for each call and $50.00 for each additional hour. Roll Call - Nygaard, No, Trench, Weldon, Y~ncho and Soderholm - Yes. A letter was ~eceived from R.N. Prindle, Union Business Representative, and h~ was also Dresent, regarding wage increases for City employes. He was advised he wpuld be given the opportunity to discuss this at a later date. Resolution offered by Weldon seconded by Trench, WHE~S FOR quite some time the matter of improving Central Avenue has been discussed by the Council, and WHEREAS IT HAS BEEN found that certain improvements are very necessary. BE IT HEREBY RESOLVED by the City'Council of the City of Columbia Heights that the City Nanager be and he is hereby authorized to make application to the Commissioner of Highways for aid in undertaking certain improVements, which ~re as follows: A better re-alignment of grade on Central Avenue, especially that part between 40th and 41st Avenue, and the re-surfacing of Central Avenue from ~Vth to 45th, from curb to curb. BE IT FURq~iER RESOLVED, that the City of Col~ubia Heights is willing to share the cost of such improvements to an amount that is determined by the Highway commission. Roll Call - All Ayes. All members present. Motion by Yencho seconded by Nygaard to reject the application for License operating a Grocomobile received from James DeLong, 556-40th Ave. N.E. Roll f~ll - All Ayes. Motion ~y Nygaard seconded by Weldon, that License fee be refunded to James DeLong, 556-4Oth Ave. N.E. Roll Call - All Ayes. ~otion by Nygaard seconded by Trench, that City Manager be instructed to notify all Milk and Bread trucks, that License should be obtained. Roll Call - All Ayes. Motion by TrenbJa seconded by Yencho, that the bills of Emil Helm and I.A. Stevens be allowed out of the proper funds. Roll Call - All Ayes. Letter received from Mayor Davidson of Elk River, inviting the Council to attend the Regional Meeting on September 26th was read and it was agreed that Council attend the meeting in the evening.
