Regular Meet ing
August ~6, 1947
Meeting called to order at 8:05 P.M. All Members present.
Minutes of the last meeting were read and approved.
Motion by Yencho seconded by Trench, that any Trailer permits that
have expired to be given an additional ~0 days to make.arrangements to
move or vacate. Roll Call - All Ayes.
Bids were opened and received from the following: for construction of
Phelps-Drake Co., Inc., Minneapolis,~Minn. Water Mains.
Orfet& Mariani, St.Paul, Minn.
Lametti & Lametti, St. Paul, Minn.

Motion by Nygaard seconded by Weldon, that these bidslbe turned over to
the city Manager for tabulation and advertise.hearing~to be held on Sept.
9, 1947.. Roll Call - Ail Ayes. Job No.161 and
Motion by Weldon seconded by Trench, that petition to install a Water
Main on Jackson Street between ~$th and 40th, take its regular course.
Roll Call - All Ayes.
Motion by Trench seconded by Weldon, that the Interurban plan for Fire
protection be accepted, as outlined in a letter.from Omar ~chwartz,.
Fire Chief. Roll Call - All Ayes.
Motion by Nygaard seconde~ by Weldon that.the communications received
from Omar Bchwarts dated August 26th, be placed on file. Roll Call -
All Ayes.
Motion by Weldon seconded by Yencho, that-the recommendations of W.E.
Cottre~l, be csrried out, to widen VanBuren St. 7~' on each side of
the Y south of the service alley between 40th and 41st,~and City Manager
to start work as soon as possible. Roll Call - All Ayes.
Motion by Weldon secomded by Nygaard, to place the letters on file re-
ceived f~om W.E. Cottrell, regarding improvements on Central Avenue,
also lighting on Central between 41st and, 4Bnd Avenue and Bus
Roll Oall- Ail Ayes.
Motion by Nygaard seconded by Weldon, that the Restaurant and On and
0ff-sale Beer License be granted to Albert Segebarth, 547 - ~Oth Ave.,
and the license of Andrew Wargo be cancelled. Roll Call - All Ayes.
Motion by Weldon seconded by Trench, that.the City Manager get to-
gether with the Chief of Police and see that necessary signs are
posted on 38th Avenue and 5th Street regarding truck traffic. Roll
Call - All Ayes.
Motion by Weldon seconded by Nygaard, that a permit.be granted the
Peoples Church to build a basement on 41st and VanBu~en. RoLl Call -
All Ayes.
Motion by Nygaard seconded by Weldon, that permission be granted the
Northern States power Co. to install two poles on Benjamin between
4Ath and 45th Aves. Roll Call - All Ayes.
Notion by Weldon seconded by Yencho, that the request received from
the Universal Machinery Inc. for an extension to October 1st, 1~47
for removal of certain steel from Lot 41 block 89. be granted.
Roll Call - All Ayes.
Motion by Weldon seconded by Trench, to grant the license for Garbage
Collection to Gallagher & Sons. Roll Call - All Ayes.
Motion by Yencho seconded by Trench, that Resolution setting hourly
wage of extra Street Malntainance employes at $1.10 beck.amended to
include park Employes. Roll Call - All Ayes.
Motion by Nygaard seconded by Trench that the Platting of Doneroving
Addition be accepted, Roll Call - All Ayes.
Resolution offered by Trench seconded by Weldon, that the City Council
of the City of Columbia Heights hereby resolves that the salary of
Peter Heryla be set at $210.00 per month effective September lst,19AT.

Motion by Nygaard seconded by Trench, to place letter on file received
from Ric~field Youth Council. Roll Call - All Ayes.
Motion by Trench seconded by Weldon, that communication received from
the Minnesota Safety Council regarding a conference to be held at
Duluth on Sept. 8th, be placed on file. Roll Call - All Ayes.
~otion by Trench seconded by Yencho,' that letter received from the
-~ternational City Managers, Assoc. of Chicago, inviting a represent-
~tive to attend the conference to be held at Coronado, Daltf. October
~i-9. be placed on file. Roll Call - All Ayes.
City Manager requested to attend this conference. Motion by Trench
seconded by Yencho to table this until next meeting. Roll call -
All Ayes.
Resolution offered by Nygaard seconded by Weldon, WHEREAS it has been
found that the present amount of $50.00 in the Petty Cash Fund has not
been sufficient to carry over from month to month, BE IT HEREBY RESOLVED
by the City Council of the city of Columbia Heights, that the City
Treasurer is hereby authorized to set aside a sum of $100.00 to be
used as Petty Cash FUnd. Roll Call - All Ayes.
Resolution offered by Nygaard seconded by Wetdon, BE IT HEREBY RE-
SOLVED by the City Council of the City of Columbia Heights that the
City Treasurer be and she is hereby instructed to transfer the sum
of $8,000.00 from the Liquor Fund to the Administration Fund; and
that there are sufficient moneys in said Liquor Fund to make such
transfer. Roll Call - All Ayes.
Resolution offered by Nygaard seconded by Weldon, BE IT HEHEBY RESOKVED
by the City Council of the ~ity Council of the City of Columbia Heights
that the City Treasurer be and she is hereby instructed to transfer the
sum of $2,000.00 from the Liquor Fund to the Police and Court Fund; and
that there are sufficient moneys in said Liquor fund to make such transfer.

Resolution offered by Nygaard seconded by Weldon, BE IT HEHEBYEESOLVED
by the City Council of the City of Columbia Heights that the City
Treasurer be and s~e is hereby instructed to transfer the sum of $$00.00
from~he LiQuor Fund to the Library Pund; and that there are sufficient
moneys in said Liquor Fund to make such transfer. Roll Call - Ail Ayes
Resolution offered by Nygaard seconded by Weldon, BE IT HEKEBYRE-
SOLVED by the City Council of the City of Columbia Heights that the
Citu Treasurer be and she is hereby instructed to transfer the sum
of $4,000.00 from the Liquor Fund to the ~Street Fund; and that there
are sufficient moneys in said Liquor Fund .to make such transfer.

solved by the City Council of the City of Columbia Heights that the
City Treasurer be and she is hereby instructed to transfer the sum
of $1,000.00 from the Liquor Pund to the Fire Fund; and that there
are sufficient moneys in said Liquor Fund to make such trasnfe~.

Preamble of Ordinance No.221 offered by Weldon.seconded by Nygaard;
WHEREAS, it is necessary pursuant to Section V~ Chapter 8 of the City
Charter of this City to issue its Certificate of Indebtedness; and,
WHEREAS, said section provides that the ordinance providing for the
issuance of such certificates may be passed and enacted as an emergency
ordinance: TEES COUNCIL hereby and under this preamble declares an
emergency exists for the immediate preservation of the public peace
and safety and that in or, er to promptly meet such emergency it is
necessary to pass O~dinance No.221 as an emergency ordinance.

YOrdinance No.221 offered by Nygaard seconded by Trench, Authorizing
the issuance of Certificates of indebtedness of the City of Columbia
Heights in the amount of 4512,000.00 to defray the expenses incurred
or to be incurred in making Local Improvements Nos. 186,
151 and 1§7, and fixing the form thereof. Roll Call - Ail Ayes.
Motion by Weldon seconded by Yencho, that the requemt of Mr. Glotfeltz
of Trailer City for Fire protection be sent to cum Fire Chief and a
report be made at next meeting. Roll Call - Ail Ayes.
Motion by Weldon seconded by Yencho, that the PoliCe Department are
no longer to take calls outside of Columbia Heights and that a letter
be writted our Oounty Commissioner recommending that the Sheriff
appoint a resident Deputy for this end of the County. Roll ~all -
Ail Ayes.
Motion by Trench seconded by Weldon, that the Mayor be authorized to
appoin~ committees to work with the City Manager in various departments.
