Mrs. Heller on 38th Ave. was at tae meeting and asked for some improvements
and repairs around 38th Ave. The list w~s left with council £or luther study
and investigation.
Mr. Scott 4~13 5th St. asked for grading and fixing ~ 5th and 6th Sts.
between 46tn and 47th Ave.
~[r. Scott ~nm a number of neighbors also complained a0out the riding of
horses on 5tn and 6th Sts. This is zo be turned over to Zne pblice Dept.
for investigation.
~he garbage ann refuse collection question was brought uP. Suggested by ~
council that on the evening of May 21 1947 the garbage question be taken up.
Mr. Syoerg on 4th St. asked £or grading on 4th St, between 47th and 48tn
Ave.
Notice of Bond sale was read, being a notice for t~e purpose of receiving
ooening and considering sealed bids for the sale of $2?5~000sewer bonds of
said city. The following bids were received.

PROVIDE FOR THru EXECUTION, DELI~z-Y AND PAY~NT
TH.~REOF, AND LEVYING TAXE~ TO PAY PRINCIPAL AND
I NT~P~ ST.
WHmREAS, the electors of the City of Columbia Heights: have authorized
the issuance of $275.000 Sewer Bonds of said City ann said bonds nave been
a~vertise~ for sale and a satisZaotory cid nas oeen received, and
WHEREAS, under ann pursuant zo the notice ox sale tae City has
undertaken and agreed to deliver saim oonas on or wire, in ~'orty (~0) days after
acce.~tance cZ' tae cid, and iZ is necessary tn~-.t this resolution 0e immediately
passem and adootem in o.rder t~at said bonds may be prepared and ready for ~ '.?
delivery withtu saim time, and
WHEHEA$, oy reason of the facts aforesaid, an emergency exists and
Zais resolution is one z'or the immediate preservation of t~e puolic peace,
health, safety an~ welfare of the City and the inhabitants taereof,

columbia Heigats, as follows:
1. The bid of Frank & Belden Inc.
to purchase $275.000 Sewer Bonas is hereby accepted, sai~ bid being to
ourcnase said Oonds Oearing date ,~ay l, 1547, bear interest at the rate of two
oercent per anntun, at aorice o~' $'~75,055.00, and ~esignating the place of
payment as the main oI'fice the First National Bank, Minneapolis, ~[innesota.
B. The City shall £orthwith issue its Sewer Bon~s in the aggregate
principal s~ount o£ $275,,)00, said issue to consist o£ 275 oonds,
numbered I to 275, inclusive, in the aenomination o1' $l,000 each, bearing date
May l, 1947, bearing interest at the rate oi' two percent per annum, payable _~/
semi-annually on the 1st day oI' May and the 1st day cZ' NovemOer in each year,
and maturing serially, without option oi' prior payment, on Nay 1st in the yearn
and amounts as follows: ~15,000 in 1948 to 1953, both inclusive, ~25,000 in ~.'~-
1954 to 1958, both inclusive,S15,000 in 1959 to 196B, both inclusive.

things requre~ oy the Constitution and laws oi' the etate o~' Minnesota and
the ~narter o1' said Citz to De done, to haooen, an~, to be Oerformea
precedent to and in the i~suance o~' this cona nave been done, have haopened
~nd have been oerformed in regular and due form, time, and manner as required
Oy law; that orior to the issuance hereof a dire~t, annual, irrepialable,
ad valorem tax has been duly leviea upon all of the taxable prooerty in
said City in the years and amounts as requirea by law, and additional
taxes may be levied upon said property within the limitations prescribed
by law; and that the issuance of this bond did not cause the indebtedness

4. The said bonds shall be preparea under the direction o£ the City Manager
~nd shkll be executed on benalff of the City by the signature of the
?~vor aha attested 0y the City Manager, and the corporate sepal shall ce
afi~ixea thereto, and the interest coupons shall ve executea and authenticatied
by the orinted, engravea, or litnographed facsimile signatures of said
Mayor and said City Manager. The full faith, credit, and taxing powers, of
the City are hereby oledged to the prompt and full payment of the principal
and interest on each and all of said bonds as the smme oecome due.
5. There is hereby created a fund which shall Oe used for no other
purpose than to pay principal ana interest on sala bonas, into wnich
fund shall be paid all of the moneys received from taxes hereinafter
levied and any other ,,,oney which shall ve appropriated to saim fund £rom
any other source. Provided, however, that if any principal or interest
on said oonds shall become due when there is not.suz'ficient money in s&~'~
fund to pay the same, the City Treasurer shall nevert;~eless pay such
principal or interest from the general ±'una of the City, and such fund shall
be ~'eimbursea for such advances out of the proceeds oi' the ta~xes herein
leviea.

a airect, annual, ad valorem tax, which ~all be soread upon the
tax rolls and collectem with and ~s part of other general property taxes
in said City, in the years and amounts as follows:

Said tax levy shall be i. rrepealable provide~ that the City Manager is
directed to certify to the County Auditor of Anoka County, con or before
Octooer 15 in each year, the amount on hang anG available from any source
and which has oeen appropriated to the sinking lung to be usea to pay
principal or interest on said bonds falling due during the ensuing year,
aha direct the County Auditor to reduce the levy colleotiole durin~ suc~
year by such amouht.
7. Sai~ Manager is hereby authorised and directed to file a certified
copy o~' this resolution with the County Auditor of Anoka County, together
with such other in~'ormation as he shall require, and to aotian from the
County Auditor a certificate that sai~ oonds-have been entered on his
bond register and said tax has been levied as require~ by law.
8. The City Manager ana Treasurer are hereby authorizedand directed to
prepare and furnish to the ourchasers of said bonds, and to the
attorneys ~pproving the same, certified copies of all proceedings o~
records relatlng to s'~id bonds and to the financial afffairs of the City,
and such certifiea copies and certificates shall be deemed the reoresentatt
of the City as to all facts state~ therein.

Resolution orrfered by Nygaard seconded by Spekulant, WHEREAS, The
City of Columbia Heights, did on the 19th day of ~,~ay 1947 conduct and
hold a primary Election; and, ~EREAS, the City Council of the City
of Columbia Heights did ca the 20th day of ~ay 1947 hold a special meeting
and did canvass the returns of said Primary Election; and, WHEREAS,
the following results were determined by said canvass of said primary
