Re g~lar Meeting
October 22, 1946
Meeting called to order at 8:15 PM. All members present.
Minutes of previous meeting were read and approved.
Mr. A.E. Hohn, 112t-44th Ave. was present and asked permission to erect
a building 20x24 at the rear of his property for storage and this request
was granted.
Mr. Cohen of the Universal Machinery Co. 507-37th Ave. ~ presented plans
and specifications for installing a Platform Scale on the 37th Avenue
side of his property. Jackson made the motion, seconded by Weldon, that
this application be turned over to our City Attorney and City ~nager for
investigation. Roll Call - All Ayes.
Mr. Milton Ouimette presented a letter he had 'received ifro~ the Industrial
Commission regarding sanitary condit&ons at the Northern Coach Co. Mr.
Omar Schwartz, our Fire Chief has also asked that water be Installed for
fire protection. It was decided to install water as soon zs possible,
and the cost of same to be added to the rent of the Northern Coach Co.
Hr. Nilton 0iumette requested that the Charter Commission meet re
recommendations for amending the Charter.
Notion was made by Nygaard, seconded by Wel~on, that a License be granted
for Furnace and Gutter work, to the Nodern Heating Co. 600-40th Ave.

Notion was made by Spekulant, seconded by Nygaard, that a License be
granted the Standard Heating Co.,410 West I~ke St. Roll Call - All Ayes.
Notion was made by Jackson, seconded by Nygaard, tha~ a License be
granted for ~lectrical Contracting to W.L. West. Roll Call - All Ayes.
Notion was made by Jackson, seconded by Nygaard, that a License be
granted for Cigarettes and 0ff-sale Beer to John Wetch, 4901 Univ. Ave.

Notion was made by Nygaard, seconded by Weldon, t~t the N.W. Bell
Telephone Co. be permitted to install a pole at 41st and Nain St.

A letter was received from W.E. Cottrell, our Police Chief, regarding
inadequate lighting at ~Bnd and Central. This is to be investigated
and remedied if possible. Notion was made by Nygaard, seconded by
Jackson, that this communication be placed oM file. Roll Call -
All Ayes.
Resolution offered by Jackson, seconded by Spekulant. The City
Council of the City of Columbia Heights ~esolves that; ~HEREAS,
The Sidewalk assessment for job ~lB~ for Lot 18, Block 5B has been paid in
f~ll to the City Treasurer. Be it therefore resolved that the County
Auditor be and he is hereby instructed to cancel said assessment from
the assessment rolls. Roll Call - All Ayes.

and fixing the time for hearing with respect to benefits and the~
proportion~of the cost to be assessed against the property .....~
WHEREAS, the City Nlanager has made a careful estimate of the cos~t of
the
above described improvementstogether with the list of the several lots
and parcels of land fronting upon and adjacent to such improvement~which
he deems benefitted thereby, and the names of the owners of the several
parcels, as nearly as can be ascertained; and, WHEREAS, this Council
did heretofore by resolution duly adopted and passed by four-fifths,
of its members determine to make such improvement~ NOW, THEREFORE BE
IT RESOLVED by the City Council of the C&ty of Columbia Heights, that
this Council will meet on the 1st day of November 1946 at eight (8)
O~Clock P.M. at the Municipal Office Building in said City where all
persons interested may appear and ~e heard by the Council with respect
to benefits and to the proportion of the City Manager, be and he is
hereby authorized and directed to publish a notice of the time and
place when and where such persons may be heard, once in the official
newspaper of the City, together with a description by boundries of the dis~
district benefitted by such improvement~. Roll Call - All ayes.

RESOLVED by the City Council of the City of Columbia Heights that the
City ~.~aasurer be and she is hereby instructed to transfer the sum of
$1800.00 from the Liquor Fund to the Police Fund; and that there are
suffiecient moneys in said Liquor Fund to make such transfer. Roll call-
All Ayes.

RES0~VED by the City Council of the City of Columbia Heights that
the City Treasurer be and she is hereby instructed to transfer the
sum of $1800.00 from the Liquor Fund to the Fire Fund; and that there
are sufficient moneys in said liquor Fund to make such transfer. Roll
Call - All Ayes.

RESOLVED by the City Council of the City of Columbia Heights that the
City Treasurer be and she is hereby instructed to transfer the sum of
$3000.00 from the Liquor Fund to the Street Fund; and that there are
