Adjourned Meeting - Sept. 5, 1946
Meeting called to order at 8:00 P.M. Members present, - Jackson,
Nygaard, Spekulant, Nordin; absent, Lathrop.
Two new property owners living on 4Grd and Quincy St. N. E. suggested
improvements, such as curb, sidewalk, watermain and street to be graded
down. A complaint was made in regard to a leaking watermain. Olsson
advised that pipe cannot be obtained until next year....and advised that
a petition be signed by property owners. He added that there are fifteen
blocks of watermain installation, still unfinished, with priority over
said petition. Mr. Nordin suggested the signed petition be presented at
the next ~egular meeting because this meeting was to be for the purpose
of discussing the budget.
A complaint was made in regard to congestion due to traffic near N. W.
Linseed Oil Co. - such complaint submitted by Chief Cottrell. Mr. Cohen
submitted a petition recommending certain changes. Discussion. It was
suggested that the Northern States Power Co. and the N. W. Bell Tele-
phone Co. remove poles and that part of ground be re-graded to provide
more footage on the street, thus eliminating traffic congestion.
Motion by Jackson, seconded by Nygaard, that petition on removal of
poles be presented to City Manager and the Chief of Police for action.
Roll Call - All ayes.
City Manager presented resolution, previously passed, regarding acquisi-
tion of three parcels of property for drainage purposes, stating that
there was a discrepancy in the legal description pertaining to lot facing
Quincy St. (Lot 2, Rearrgt. of Block "A") and requested that a corrected
resolution be passed.
Resolution offered by Spekulant, seconded by Jackson. WHEREAS, certain
lots within the city limits have reverted to the State for non-payment
of taxes; and, WHEREAS such lots have been declared non-conservation and
are necessary for City's use for drainage and other purpqses; BE IT HERE-
BY RESOLVED by the City Council of the City of Columbia Heights that the
City Manage~be and he is hereby instructed to make formal application to
the Commissioner of Taxation for the conveyance to the City of Columbia
Heights of the following lots and parcels to be used by the City ~ for
drainage and street purposes, to-wit:
