Motion by Jackson seconded by Lathrop that City Manager be instructed to advertise
for bids for construction of light~ng system on Central from 39th to 41st, 41st and
Central to Jackson, and on 40th from University to Washingkon. Roll Call - All ayes.
Motion by Lathrop seconded by Jackson that City Manager instruct owner of property
that dumping on Central and 39th will be permitted if signs clearly stating type of
filling to be used be displayed and watchman be provided 24 hours a day. Roll Call
All ayes.
Motion by Jackson seconded by Lathrop to reeuest the school board to connect with the
sewer at the Silver Lake School. Roll Call - All ayes.
Motion by Lathroo seconded by Jackson that due to pressure of traffic on Central
Avenue it has become necessary to cancel 24 hour parking privileges previously
granted to Marine Tool and Die-40th & Central. Roll Call - All ayes.

Meeting called to order 8:00 P. M. All members present.
Minutes of previous meeting read and approved.

Mr. Wilkenson present at meeting in regard to improvements in Hilltop area. Disc.
Motion by Jackson seconded by Lathrop that City Council go on record as being in
favor of this project and will do its utmost to provide the necessary utilities.

Motion by Jackson seconded by Nygaard that parking space for two cabs be given at
once to Verne Passage on 40th and Central. Roll Call - All ayes.

Resolution offered by Jackson seconded by Nygaard. W~REAS, the City of Columbia
Heights, did on the ~rd day of June, 1948 conduct and hold a Soeclal Election to
vote a.$~278,000.00 Bond Issue to extend the sewer system of the City of Col~mbia
Heights; and, WHEREAS, the City Council of the City of Columbia Heights, did on the
4th day of June, 1948, hold a special meeting, and did canvas the returns of said
Special Election; and, WHEREAS, the following results were determined by said canvass
of said Soecial Election, to-wit:

for financing and construction of Sanita~J Sewer System. Roll Call - All ayes.
Resolution offered by Jackson seconded by Nygas~rd. BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights that, WHEREAS, there has been a
general and substantial change in wage scales throughout the community ~d,
WHEREAS, the State law provides that election clerks and Judges may be oald
sixty cents ($0.60) Der hour, THEREFORE, be it resolved by the City Council of
the City of Columbia Heights that wage scale for election clerks and Judges be
set at sixty cents ($0.~0) per hour for all hours worked after closing of the Dolls.

1st reading-Being an Ordinance amending an amendment to Ordinance ~7 Dassed 26th
day of. February, 1924~ Said ordinance being an ordinance to regulate the construction
alteration, maintenance reoair and removal of buildings within the City of
Columbia Heights.
1st reading-Being an ordinance for the Duroose of promoting health, safety, order,
~onvenience and general welfare by regulating the use of land, the location and the

Regular Meeting
June 25, 1946
Meeting called to order at 8:15 P.M.
Motion made by Spekutant, seconded by Nygaard, that the reading of
the minutes be suspended. Roll Call - All ayes.
Residents of 4431 Fourth St. complained about drainage on his property
and neighbors's property. Council requested City Manager to estimate
as to what the cost would be to avoid any future damage by repairs.
Residents at east end of 44th Ave. expressed desired action for road
needed in the vicinity. Need will be taken care of by results of
bids opened tonight.
Petition presented with signatures of twenty-five families in Silver
Lake area in protest to the dump by the schoolhouse. Discussion fol-
lowed. Motioned by Lathrop, seconded by Spekulant, to have the dump
at Silver Lake closed and patrons go to the dump at 37th & Stinson
Blvd. to dump their waste. Roll Call - All ayes.
Residents of 218 - 40th Ave. express dissatisfaction of plumbing Job
done in that vicinity. Dirt and boulders were left there after the
work was completed. Motioned by Lathrop, seconded by Jackson, to
have the plumber to finish it up properly and not to grant the plumber
any more permits until it is done the right way.
Inquiry from the Commercial Club as to why Lot 2,4, Block 61 wasn't
bought by the City. City Manager explained the situation which involved
