Roll Call - Spekulant, Jackson, Nygaard, Nordln present. Lathrop absent. City Manager reouest~d that some policy be established regarding rental fees for property leased for industrial purposes. Motion by Nygaard seconded by Spekulant that the fee per year be set at ~0..00 oer year for 50 ft. lot. Roll Call - All ayes. Motion by Jackson seconded by Nygaard that City Manager advertise for bids for surfacing of streets now petitioned for. Roll Call - All ayes. Discussion of cost of alleys east and west of Central between 40th and 41st. Motion by Jackson seconded by Spekulant to start work immediately or as soon as easements are obtained. Roll Call - Ail ayes. Striping and rezoning of Central Avenue discussed. Motion by Jackson seconded by Nygaard to place letters from Police Department and Columbia Heights Commercial Club on file. Roll Call - All ayes. Motion by Spekulant seconded by Nygaard that a sixth man be olaced on the police force as of April , 1946. Roll Call - All ayes. Motion by Lathroo seconded by Spekulant.to suspend reading of minutes. Roll Call - All Residents of Madison Place and Fifth Street ~resent at meeting in regard to grading and cindering of alley. Dis. Motion by Nygaard seconded by Lathrop that petition for alley to be graded and ctndered in Block 89 west of Madison place thru Fifth Street be granted as reauested. Roll CalT - All ayes. Petition read from residents in vicinity of 3838 Polk Street asking the Council to reconsider their order to Mr. Ferraro to tear down the addition made to his garage. D~. Mo~ion by Jackson seconded by Nygaard that petition to reconsider order reeue~t- ing Mr. Ferraro to tear down and remove additon to garage be ~taced on file. Roll Call - All ayes. Mr. Seavey, representative from Local 544, oresent at meeting and recuested that the City Council meet with him on Aoril 30th, in regard to wages of City emoloyees. Members of Silver Lake Imorovement Association oresent at meeting in regard to rezoning of prooerty on Stinson Blvd. from 40th to 44th. Dis. Motion by LathroD seconded by Spekulant that no building permits be granted for buitdingx on Stinson Blvd. until planning mam~i~em commission meets in regard to rezoning of this district. Roll Call - All ayes. Motion by Soek~ulant seconded by Nygaard that the aoolication of the Civic Improvement Association t~oDerste bingo game at the Jubilee July 26, 27 and 28th be granted. Roll Call - All ayes. Motion by Jackson seconded by Nygaard that reeuest from Fire Department to remove City property stored in kitchen at the Fire barn and that $25.00 be allowed to send delegates to N. W. Fire school be granted. Roll Call - All ayes. Motion by Lathrop seconded by Jackson that aoolication for Cigarette license and off and on beer license be granted to Hilltop Golf Course. Roll Call - All ayes. Motion by Nygaard seconded by Lathroo that apolication for ice truck be denied and license fee refunded to Stanley Bternot-1534 Nicollet. Roll Call - All ayes. Motion by Jackson seconded by Nygaard that aoolicatton for Mechanical and Warm Air heating and ventilating system license be granted to Burns Plumbing and Heating Co.- 3011 E. 42nd St. and that $15.00 be refunded if amendment is m~de to Ord. ~204. Roll Call - All ayes. Motion by Jackson seconded by Soek-ulant that reouest from Northern States Power to install poles at 51st Ave. N. E. between 4th & 5th, between 4th & 5th and 51st and 52nd, 2 poles in alleys, Polk and Tyler and A~nd and 43rd, I 0ole on 42nd between Polk and Tyler, be granted. Roll Call - All ayes. Resolution offered by Nygaard seconded by Spekulant WP~S, the City of Columbia Heights, did on the 22nd day of April, 1946 conduct and hold a Special Election to vote on the proposed Amendment to the City Charter, which proposed amendment amends Chapter 7 thereof by amending Section 72; and, WHEREAS, the City Council% of the City of Columbia Heights, did on the 23rd day of April, 1946, hold a regular meeting, and did canvass the returns of said Special Election; and, W~REAS, the following results were determined by said canvass of said Special Election, to-wit: Valid Ballots cast Void Ballots cast Total Ballots cast 975 2 977 Totes for Charter Amendment 865 Votes against Charter Amendment ll0 Now Therefore, Be it Resolved by the City Council of the City of Columbia Heights that the proposed amendment to Chaoter 7 of the City Charter, namely :Section 7LrB be hereby declared ratified and adopted.
