Regttla~ ~eeting called to order August 8, 1939. All members present.
P~evious minutes read and approved.
Mr. 2ulkowaki heard from with reference to the delinquent taxes on the Theatre.
This being the time and ~lace fixed for receiving bids for $~4,090.04 Certificates
of Indebtedness for Local Improvements, the Council nroceeded to open the bid~ which
were read and found to be as follows:

$. M. Dain & Con, any, Minneapolis ~ Pre. $3. per $1000.
M. I~. Bishop & Company, Minneapolis ~% Pre. $16.50
After the Council had carefully considered b~d ~ah~l$$e~, CoWllman Prttchard~ffered
the following resolutioa-and'moved its adoption:

A Resolution vertaini~g to the issuance of Certificates of
Indebtedness for Local Improvements.
· hereas this Council did by Ordinance No. 162 duly authorize the issuance of
$~4,090.04 Cex-tifieates of Indebtedness for Local im~.rovements and bids for such
cex-tificates were duly called for and upon being received, opened and read were con-
sidered by the Council, Now~, Therefore BE IT I~LVED by the Council of the City of
Columbia Beights, ~oka County, Minnesota, as follows:
(1) That in the Judgment of this Council the bid of tustus F. Lows & C~mpany and
Allison Williams Company of Minneapolis is the best bid received for said certificates
which bid is in accordance with the $~s of sale of said certi~icates.
(~) That the rate of interest which said certificates shall bear, is hereby fixed
at ,~ per snnu~ and when said certificates sha~ have been prepared and executed they shall
be placed in the custody of the T~easurer for delivery to the purchaser in accordance with
the terms of the bid therefor and such p~rehaser shall not be obliged to see to the
application of the nurehase price.
(~) That in order that funds may be available to meet the ~ayment of the principal
and interest as the same respectively mature, should delinquency arise in the payment of
the assessments levied for such local improvement there be end hereby is levied an annual
irrevocable tax in the years and amounts as follows:
1939 ,500.
1940 ~,500.
1941 2,500.
194~- ~, 500.
194~ 2, §00.
and the City Clerk is hereby authorized and directed to certify said levy to the County
.Auditor and all moneys collected as the ~roceeds from such levy shall be placed in the
a~pl~riate fund and used for the ~u~pose of ~aying principal and interest on said
ttftoate~ and for such ~.~urpose only.

Councilman Bentzen seconded bhe motion to adopt said resolution and upon roll call
same was adoDted by the following vote:
Ayes: Bentzen, Pritchard, Jackson, Snekulant, Bassett.
Nays: None.
Motion by Bentzen, seconded by Jackson, that the certified checks ~f the unsuccessful
bidders be returned to them. Roll call ~All ayes.
Preamble to Ordinance ~ 165 amending Ordinance ~162, offered by Priteha~d, seconded
by Jackson. Roll call,All ayes.
Motion by Pritchard, seconded by Spekulant, that the OityAssessor check on the de-
linquencies of the various property owners facing the lake on Quincy & 45rd. Roll call
Ail ayes.
Motion by Pritchard, seconded by SDekulant that the petition for City water on Johnson
St. between 57th & ~9th Ave. be turned over to the City~an~ger to check delinquent
taxes. Roll call -All ayes.
Motion by Pritcherd, seconded by Jackson that the request of the NYA for materials
in the amount of $~5.00 be allowed. Roll call -Ail ayes.
Motion by Bentzen, seconded by Jackson, that the letter from Mr. McEachren regarding
his taxes be turned over to the City Aseessor. P~ll call -Ail ayes.
Motion by Pritchard, seconded by Bentzen, that the communication fr~mMr. ~oodwerd
with refemence to FHA loe~s as collateral for City funds, be placed on file. Roll
call -All ayes.
Resolution concerning the NSP. Co. offered by Bentzen, seconded by Jackson. Roll call
all ayes.
Motion by Pritchard, seconded by Bentzen, that the Police car be out back on Co--op
Oas for thirty days trial. Roll call -Ail eyes.
Motion by Bentzen, that the City~anager instruct the Police car to uae Co-op Gas
Roll call - Ail ayes.
Motion by Jackson, seconded by Pritchard that the following bills be allo~ed out of
the proper funds. Roll cell ~All ayes.
