pem~ recently crgl~ised in thA8 co~ty. It is a~r opinion that such aa investment
not lawfully be made for the following reasone~
1. ~uch an investment would be contrary to the provisions in the Minnesota Constitu-
tion, Article 9,. Section 1, wherein it is prov~led that ta~es shall be levied
collected for public lrarp~sos.
