In hi~ retiring speech, Mr. Welch thanked the City Council for their cooperation and help in carrying on the City business. He also sp~ke of the coooeration of the City Nanager and his hard work for the City. He co=mended the City Attorney and also the Secretary of the Council for their cooperation. He also spoke very highly of Mrs. Trucker, the City Clerk, and cited an instance when he was at the Mifinesota League of Mu~u!cioalities Convention at Hibbing when a~.m~m was spe~:inE to him of different City affairs, and said that Cold, cia Heights has the best City Clerk for a Cmt~ of its size in the State of Minnesota. He also spoke of the Firemen who have cooperated in many wa~vs mud of the Police who have worked very faithfully with him. He stated that She Police Car was bought ~ud paid for and f~intained for two years without a cent of cost to the taxpayems, being t~¢en out of tl~e fines. The Comuunity ~m~dhas bemu ~rou~ht to the City, spending over $10,00O.-last year, requiring a subscription of only $2700. Also the RFC has been brought in an0 has scent $30,500. uo to July 1st. outside of the Com;~unity ~aud. Mr. Karrow then gave a short speech, saying that ~r~xx~ he was sorry when Mr. Welch withdrew from the field and decided not to run for a second ter~, and congratulated him on his term of i~¢~ office.
