Regular meeting called to order Feb. 28th, 193~ at the High School
Building at 8 Pm. All members present.
Previous minutes road and approved with one exception, which was, on
the motion by Karrow, seconded by TJosvold, that the City Dump Wagon
be offered to the Highest bidder, the words 'which is obsolete' be
added.

Motion By Stinson, seconded by TJosvold, that the application of Gust
Holm for r~newal of Plumber's license,be granted. Roll call, all ayes.
Lebter read from L. A. Tjosvold, President of the Suburban Committee
on Gas Reduction, to Harry Fiterman, Chairman of the Committee on Valua-
tions'of the Citizens Advisory Committee on Public Utilities.
Motion by Karrow, seconded by Stinson to.accept the communication and
place on file for reference. Roll call, all.ayes.
Letter from the Fire Dept. requesting~the purchase of 500 Ft. of Hose.
Motion by Karrow, seconded by Stinson that the same be held ove~ until
further date, there being no funds at this time .to purchase said Hose.

Letter from the Minnesota League of Municipalities with reference to
the Minnesota Tax Cor~erence - March 9 and l0 at the St. Paul Hotel,
St. Paul, Minn.
Eotion by Stinson, that ~r. Karrow be appointed a delegate to attend
the Tax Conferedce and that he be allow~d ~5.00 expenses for the two
days. Mr. Karrow stated that he coukdn't go, so Er. Stinson made his
motion to read ~r. Tjosvold. Amendment offered by TJosvold to read
'at ~is own expense'. Seconded by Karrow.

Letter from C. W. ~cNear & Company, with re~ard to ~9,0OO. Columbia
Heights Water 5 ~ Bonds due 19~2. No money available. ~otion by
Karrow, seconded by Gannon, that the City Clerk communicate with them
and advise that we may be able to take them up later. Roll call, all
ayes.

Be It ~esol~d By The City of Columbia Heights, That,
V~ereas, on or about the 12th day of June 19~l, the commissioners
appointed in the matter of the application of the City of Col~mbia Hghts
to condemn, take and acquire certain lands for the construction of the
extension of University Ave. N. E., duly made and filed their report,
wherein and whereby they did duly ascertain and report the damages sus-
tained on account of the tskin~ the following described land situated in
the County of knoka, S~ate of Minnesota, to be as follows:

(County of Anoka ~ interest may appear
and,
V~hereas, The City of Columbia Heights, did on Sent. l, 1931, issue their
check in payment of said award, No. ~89~, in the amount of ~$250.00 in
favor of Lizzie Johnson, State of ~innesota, County of anoka, and
Whereas, s~id check rema ns in the possession of the City of Columbia
Heights, and
~ereas, a dispute has arisen as to the ownership and interests in and
to the amount so awarded as damages in the ~ove matter, and
F~ereas, the City of Columbia Heights claims' no interest in or to said
award,
NOW,?THEREFORE BE IT RESOLVED, that the check ~89~, in the amount of ~250.
in favor of Liz~:ie Johnson, State of ~innesota and County of Anoka, be
and the same is ordered to be by the city Treasurer, CANCELLED, and
BE IT FURTHER RESOLVED, That the proper City Officials be and they are
hereby authorized and d~rected to issue and deliver a check in the amount
of I$250. in favor of Thee. A. E. Nelson, Clerk of District Co~rt, 18th
Judicial District, County of :.noka, State of Minnesota., to be by him paid
to the person or persons as may be by the said District Court, determined
thereunto entitled, in full payment and satisfaction of said award.

Letter from two Undertakers in Anoka with regard to prices on Burials,
Notion by Gannon, seconded by Stinson, that the communication be placed
on flle. Roll call, all ayes.
The following written opinion from the City Attorney was ~ead with regard
to the Joint letter from the Veterans of Foreign 2ars and the American'
Legion, regarding the reduction of the license fee coverin~ Fireworks.

It is my opinion that the Cit~ CounCil ~i~ without authority to grant
a permit to sell Fire Works under Ordinance ~85 without the payment of
the fee pursuant of said ordinance. The Ordinance is binding on all
persons within the corporate limits, Dunnell's Digest #6777. License
fees must be uniform and equal upon all of the same class who en~a~e

Notion by TJosvol~, seconded by Gannon, that the City Attorney be
instructed to bring in to the next Council, an amendment to Ordinance
#85, reducing the fee from ~50. to $15. for the year 193~. Roll call,
all ayes.
Notion by Karrow, seconded by Gannon, that a license fee of ~2.00 be
charged on all permits £or the purpose of installing new cesspools,
and inspection. Roll call, Ayes: Gsnnon, Stinson, Karrow,
Nays: None.

~ereas, the duly appointed and qualified Board of Freeholders of the
City of Columbia Heights has submitted and delivered to the Oity Council
of the City of Columbia Heights, certain amendments to the Charter of
the City of Columbia Heights,
NOW THEREFORE BE IT RESOLVED BY THE CITY OF COLUNBIA HEIGHTS, That the
proposed Charter Amendments be voted upon by the ?otoers of the City
of Columbia Heights at a s~cial election to be held in and for the
City of Columbia Heights, for the specific purpose of voting on such
charter amendments on the 17th day of April, 19~~.
BE IT FURTHER RESOLVED, That the proper City Officials be and they
are hereby authorized and directed to call a special election in and
for the City of Columbia Heights to be held on the 17th day of'April
19.~, for the purpose of voting on the proposed charter amendments.
