The following is the agenda for the regular meeting of the Columbia Heights Housing &
Redevelopment Authority (HRA) to be held IMMEDIATELY FOLLOWING ~ EDA
MEEIING on Tuesday, August 21, 2001, in Conference Room 1, City Hall 590 40th
Avenue N.E., Columbia Heights, Minnesota.
The HRA does not discriminate on the basis of disability in the admission or access to, or treatment or employment
in, its services, programs, or activities. Upon request, accommodation will be provided to allow individuals with
disabilities to participate in all HRA services, programs, and activities. Auxiliary aids for handicapped persons are

CONSENT AGENDA
A. Approval of Minutes of Special Meeting of March 20, 2001.
MOTION: Move to adopt the minutes of March 20, 2001 regular meeting as presented in
writing.
ADOPT PRELIMINARY 2002 HOUSING AND REDEVELOPMENT
AUTHORITY BUDGET AND PROPOSED 2002 LEVY.
MOTION: Move to waive the reading of HRA Resolution 2001-02, there being ample copies
available to the public.
MOTION: Move to adopt HRA Resolution 2001-02, being a Resolution of the Housing and
Redevelopment Authority in and for the City of Columbia Heights adopting the Preliminary
2002 Budget and recommending setting the HRA local levy at $111,702.

CALL TO ORDER- The Regular Meeting of the Columbia Heights Housing & Redevelopment Authority (I-IRA)
was called to order by Vice President, Marlaine Szurek, at 6:06 p.m., March 20, 2001, in the Parkview Villa
Commumty Room B, 965 40~ Avenue NE, Columbia Heights, Minnesota.

Schumacher administered the Oath of Office to Commissioners Peterson, Nawrocki, and Williams·
ELECTION OF OFFICERS
Szurek conducted the Election of Officers. After the election proceedings were held there was a unanimous vote to
except the following officers for the year 2001:

CONSENT AGENDA
1) Approval of Minutes of Special Meeting of September 25, 2000.
MOTION by Wyckoff, seconded by Williams, to adopt the minutes of the Special Meeting of September 25, 2000,
as presented in writing. All ayes. MOTION CARRIED.
2) Approve the Certificate of Completion-Randy Schumacher.
Schumacher explained that it has come to staff's attention that the University Heights Townhome Project completed
by Gaughan Land, Inc. back in the mid 1980's, never received a Certificate of Completion. City records show no
outstanding issues related to the construction of the units, however, whenever one of the townhomes is sold the
Community Development Department is contacted to sign off on the Certificate of Completion Form. The City
attorney has reviewed this document and is recommending that the HRA Board approve the Certificate of
Completion that will eliminate any future land title issues related to the sale of units.
MOTION by Williams, seconded by Peterson to approve the Certificate of Completion releasing the units located
in the University Heights Townhome Project from any future land title issues related to the sale of units in
University Heights, and furthermore, to authorize the Executive Director and Chairman to enter into an agreement
for the same. All ayes. MOTION CARRIED.
ADJOURNMENT
MOTION by Nawrocki, seconded by Williams, to adjourn the meeting at6:21 p.m. All ayes. MOTION
CARRIED.

BACKGROUND: This fund has been established to reflect the ongoing HRA Levy dedicated to
repayment of certain redevelopment costs associated with the Sheffield Redevelopment costs initiated in
1993. The revenue from ad valorem taxes for 2002 is budgeted to be $111,702. The only expenditures
reflected in this fund are the transfers to the Sheffield Redevelopment Fund in the amount of $77,000
and the transfer out to the Community Development fund of $34,702.
RECOMMENDATION MOTION: Move to waive the reading of liRA Resolution 2001-02, there
being ample copies available to the public.

COLUMBIA FIEIGItTS, MINNESOTA: That the following is hereby adopted by the Housing and
Redevelopment Authority in and for Columbia Heights.
Section A. The budget for the Housing and Redevelopment Authority in and for Columbia Heights for
the year 2002 is hereby recommended for preliminary City Council approval with appropriations for the
funds as listed below.
