Approval of Minutes of the Special Meeting of May 16, 2000. MOTION: writing. Move to adopt the minutes of the May 16. 2000, Special Meeting as presented in ADOPT PRELIMINARY 2001 HOUSING & REDEVELOPMENT AUTHORITY BUDGET AND PROPOSED 2001 LEVY. MOTION: Move to waive the reading oflffRA Resolution 2000-02, there being ample copies available to the public. MOTION: Move to adopt I-IRA Resolution 2000-02. Being a Resolution of the Housing and Redevelopment Authority in and for Columbia Heights adopting the 2001 Budget and zecommending setting the HRA local levy. 4. OTHER BUSINESS 5. ROLL CALL Commission Members Present: Commissioners Absent: Staff Present: John Hunter, Marlaine Szurek, Julienne Wyckoff, Don G. Jolly Gary L. Peterson Walt Fehst, Executive Director Ken Anderson, Deputy Executive Director Michelle Chalin, Parkview Villa Public Housing Administrator Randy Schumacher, Assistant Community Development Director PLEDGE OF ALLEGIANCE. CONSENT AGENDA. Ao Move to adopt the consent agenda items as listed below: 1) Approval of Minutes of the Regular Meeting of March 21, 2000. Move to adopt the minutes of the March 21, 2000, regular meeting as presented in writing. 2) CONDUCT PUBLIC HEARING FOR ADOPTION OF HOUSING & REDEVELOPMENT AUTHORITY AGENCY PLANS Mr. Anderson introduced the Community Development Assistant, Randy Schumacher to present the plan to the board. There will be three motions for the board to approve after hearing public comments. Randy Schumacher, Community Development Assistant, presented the Agency Annual and 5-year Plan to the HRA Board. He explained that the Quality Housing and Work Responsibility Act of 1998 requires all Housing Authorities to prepare a one year and five year Agency Plan. Staff has completed the draft copy of the Columbia Heights Agency Plan for the public to review and they have advertised this to the Public for comment over the last forty five days. After summarizing highlights of the plan, Mr. Schumacher requested that the Chair open the Public Hearing for review of the draft Housing and Redevelopment Authority Annual and 5-Year Agency Plans. There were no comments or questions at this time. Therefore, Chairperson John Hunter closed the Public Hearing. MOTION by Julienne Wyckoff, Seconded by Marlaine Szurek, to close the Public Hearing for the review of the draft Housing and Redevelopment Authority Agency Annual and 5-Year Agency Plans. All Ayes. MOTION CARRIED. MOTION by Julienne Wyckoff, Seconded by Marlaine Szurek, to waive the reading of Resolution 2000-01, there being ample copies available to the public. All Ayes. MOTION CARRIED. MOTION by Julienne WYckoff, Seconded by Marlaine Szurek, to adopt Resolution 2000-01 of the Columbia Heights Housing and Redevelopment Authority (HRA) confirming approval of the Public Housing Agency certifications of compliance with the PHA plans and related regulations. All Ayes. MOTION CARRIED. ADJOURNMENT Motion by Julieune Wyckoff, Seconded by Marlalne Szurek, to adjourn the meeting at 6:23 p.m. All Ayes. MOTION CARRIED. Cheryl Bakken Recording Secretary H:\HR/k Minutes\5-16-2000 COLUMBIA HEIGHTS ECONOMIC DEVELOPMENT AUTHORITY HRA RESOLUTION 2000-0--2 RESOLUTION OF THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR COLUMBIA HEIGHTS (HRA) ADOPTING A PRELIMINARY BUDGET AND RECOMMENDATION SETTING THE HRA LOCAL LEVY. NOW, THEREFORE BE IT RESOLVED BY THE HRA FOR THE CITY OF COLUMBIA HEIGHTS, MINNESOTA: That the following is hereby adopted by the Housing and Redevelopment Authority in and for Columbia Heights. Section A. The budget for the Housing and Redevelopment Authority in and for Columbia Heights for the year 2001 is hereby recommended for preliminary City Council approval with appropriations for the funds as listed below. The estimated gross revenue 6o fund the budget of the HRA for said fund, including general and ad valorem tax levies, as hereinafter set forth for the year 2001: FUND NAM~ FUND/DEPT. NO. The following sums of money are recommended to be levied for the current year, collectable in 2001 upon the taxable property in said City of Columbia Heights, for the following purpose: Recommended HRA Levy $94,752 The Executive Director is hereby instructed to transmit a copy of this resolution to the City Manager and Finance Director/City Clerk of the City of Columbia Heights, Minnesota.
