HomeMy WebLinkAboutJan 27, 1986UFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL PUBLIC HEARING JANUARY 27, 1986 Mayor Nawrocki called the Public Hearing to order at 6:30 P.M.. 1. Roll Call Paulson, Carlson, Peterson, Nawrocki - present Petkoff - absent 2. Purpose of the Hearin9 The City is expecting to receive $114,185 as its 1986 portion of the Community Development Block Grant funds. This hearing is to provide an opportunity for residents to give their input as to Y, ow these funds may be used. 3. Presentation by City Staff The Director of Community Development, Todd Stutz, reviewed the criteria for eligi- bility for these funds. He advised the Council of the County's timetable for sub- mitting the City's application and noted that those activities receiving approval have eighteen months in which to use the funds. Fifteen percent of the 1986 funds is available for various public service organizations. The Human Services Commission did the screening and ranking for those public service organizations and recommended a list of eight activities. Stutz presented the six activities recommended by the Housing and Redevelopment Authority commissioners. They are as follows: 1. Acquisition of deteriorating structures within the City's Downtown Redevelop- ment District 2. Columbia Heights Historical Preservation Record 3. Columbia Heights Industrial Base Inventory 4. Parkview Villa Senior Citizen Handicapped Unit Renovation 5. Downtown Business Fair and, 6. Landlocked Parcel Study Mayor Nawrocki had understood that these activities would be funded from the 1985 Block Grant funds. Stutz advised the Council he is not aware if any of the 1985 funding is still unused. The Mayor requested a report for the Council addressing the uses of the 1985 Community Development Block Grant funds. The Mayor also had questions concerning activity #6. He recalled that property owners in the areas of these landlocked parcels had previously opposed development. He noted that this matter had been the subject of previous public hearings. Stutz stated if any of the sites were proposed for development all of the preparation work would be considered as part of the project costs. The Human Services Commission recommended public service activities are as follows: 1. Anoka County Association for Hearing Impaired-Telecommunication Devise Purchase/Hearing Impaired Awareness 2. Association for Retarded Citizens - Project LINC 3. Anoka County Community Action Program - Senior Outreach Worker 4. Friends of the 1 ibrary - Senior Programs Public Hearing Public Hearing January 27, 1986 page 2 5. Southern Anoka County Assistance - Rental Deposit Assistance 6. Rise, Inc. - Mini Bus Purchase 7. Minneapolis Society for the Blind - Low Vision Screening and Sponsorship Project and, 8. Family Life Mental Health Center - Mental Health Treatment Councilmember Petkoff arrived at the hearing at 7:10 P.M.. A member of the Human Services Commission explained the ranking system and the point system which was developed by the Commission last year in regard to making recommendations for activities for the C.D.B.G funds. Representatives of various organizations recommended for funding by the Human Services Commission further explained their particular uses of the funds. A rep- resentative of the Silver Lake Homeowners' Association suggested the study being proposed for the Lake by the Association could also be considered for C.D.B.G funding. 4. Selection of Activities to be Funded Members of the Council felt the activities presented should be a matter for dis- cussion at a Council work session. Motion by Carlson, second by Petkoff to defer further consideration of this matter for additional discussion until the next regular Council meeting.
