HomeMy WebLinkAboutApr 21, 1986OFFICIAL PROCEEDINGS BOARD OF REVIEW APRIL 21, 1986 The Board of Review was called to order by Mayor Nawrocki at 7:30 P.M.. 1. Roll Call Petkoff, Carlson, Peterson, Nawrocki - present Paulson - absent 2. Statement of Purpose of the Board of Review Mayor Nawrocki explained that the purpose of the Board of Review is to review property valuations as of January 2, 1986 with those residents who have questions or concerns regarding their valuations. Also, the Mayor noted that as of the first of this year the City of Columbia Heights has contracted with Anoka County for assessing services. 3, Introduction The following staff members of the Anoka County Assessor's Office were intro- duced; Gayle Leone, Assessor, Ed Thurston, Chief Appraiser, and Carrol McCain, Appraiser. 4. Questions and Answers Regarding Property Valuations a. 4444 and 4448 Reservoir Boulevard: Tom Paul, the Administrator of Crestview Lutheran Home, felt a 9.69% increase in the valuation was quite high and requested an explanation. The Chief Appraiser advised him that previously the parcel had been valued as one parcel. Since the parcel was split off to accommodate the construc- ion of the Boulevard Apartments it was valued as two parcels and the value increased. also noted that there were some market adjustments made to the apartment build- ing. Mr. Paul was satisfied with the explanation. b. 3946 Arthur Street: John Webber, the property owner, advised the Council that the valuation on his property was S71,O00. He had recently purchased it at $63,900. The Appraiser said she will view this property and made an appointment to do so. c. 4337 Fifth Street: Evelyn Portlance, the property owner, stated that her value had increased $1,000 since last year and she has made no improvements in that time. The Appraiser said all property in Anoka County had increased at least 1% and that this increase was well within the limits. She will view the property. d. 1213 42nd Avenue: Helen Kocur, owner of this vacant lot, had concern with the valuation of this parcel. She cited the value of a lot in her area which she felt was comparable. Mayor Nawrocki noted that due to the terrain on that lot and what would need to be done to make it buildable it was not a comparab'le. The value of this parcel had decreased but the property owner felt it was still too high. e. University Heights: Gaughan Companies, the developer of this project, sent a letter to the Board of Review stating it was felt the value of this project is too high in light of the fact that some of the units in the development are not complete. The Chief Appraiser will inspect the units. LaBelle Ill: Also, in the letter from the Gaughan Companies there was a concern oexpressed regarding the value placed on the LaBelle Ill units. The company pre- sumed that the units were valued on being complete. Some of the units are not complete as they are not as yet sold. The Chief Appraiser will view these units. ~oard of Review April 21, 1986 page 2 i'. 5280 Central Avenue: A letter was received from the owner of this property, North Central Foods (dba Hardee's) stating that the valuation of this property was too high. The letter noted that the building on this parcel had been com- pletely remodelled. The Chief Appraiser stated he feels tha value is fair and advised the Council of what had transpired with the recent sale of this property as well as the lease-back agreement. The County Assessor will review this matter and return a recommendation to the recessed Board of Review. A resident advised the Council that a book containing parcels descriptions is available in the Hennepin County Library. She understood there is a book of this type which addressed property in the City of Columbia Heights. 5. Adjournment Motion by Petkoff, second by Peterson to recess the Board of Review until Monday, April 28, 1986 at 7:00 P.M.. Roll call: All ayes
