HomeMy WebLinkAboutApr 28,1986OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL CONTINUED BOARD OF REVIEW APRIL 28, 1986 The Continued Board of Review was called to order by Mayor Nawrocki at 7:00 P.M.. 1. Roll Call Paulson, Carlson, Peterson, Nawrocki - present Petkoff - absent 2. Purpose of Contined Board of Review To review property valuations of those parcels discussed at the April 21, 1986 Board of Review meeting and make any adjustments if appropriate. 3. Staff Findings and Additional Information of Parcels Discussed a. 3946 Arthur Street, John Webber owner: Carrol McCain, the Appraiser, viewed the property and advised the Council that there has been considerable water damage in the basement of this house. She also noted that there has been damage to the garage. She recommended the valuation be decreased from $71,000 to $65,800. Mr. Webber agreed with this recommendation and thanked the Appraiser for her efficiency and cooperation. b. 4337 Fifth Street, Evelyn Portlance, owner: The Appraiser viewed this property and recommended the classification be lowered on this property. This action would reduce the valuation from $54,700 to $50,100. c. University Heights, 40th and University Avenues, Gaughan Companies, owner: The iounty Chief Appraiser, Ed Thurston advised the Council that this property had een valued as if all units had been completed and sold. He explained that this being a new plat all of the remaining parcels where units have not been sold or finished should remain the same value for a period of three years. Only those which have been sold should have been revalued. The Chief Appraiser has viewed the parcels and made the necessary adjustments. A representative of the Gaughan Companies agreed to the changes. d. LaBelle Ill, 41st Avenue, Gaughan Companies, owner: After viewing the condos it was determined that five remain to be sold or finished. Also, values have changed in that the garages were originally valued with the units. The Chief Appraiser noted that reduction will be made accordingly. e. Hardee's, 5280 Central Avenue, North Central Foods, owner: The Chief Appraiser viewed the file on this property and felt the value is just and it should remain. f. 1313 - 1315 Circle Terrace, Duane Narog, owner: Mr. Narog sent a letter to the Appraiser questioning the $86,500 valuation on this double bungalow. She viewed the property and noted that there is a cellar-like area in the front of the build- ing which is unusable because of water damage. She recommended decreasing the value to $83,200. Mayor Nawrocki inquired if Ed Thurston had any additional information regarding a book containing parcel descriptions in the City. It was determined that computer tapes with this information is available but that at the present time this infor- mation is not in book form.
