HomeMy WebLinkAboutJun 16, 1986~FFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING JUNE 16, 1986 meeting was called to order by Mayor Nawrocki at 6:15 p.m.. 1. Roll Call Paulson, Petkoff, Carlson, Peterson, Nawrocki - present 2. Secretary Pro-tem Motion by Petkoff, second by Paulson to appoint Fred Salsbury as Secretary Pro-tem. Roll call: All ayes 3. Purpose of Meeting To consider award of bid for concrete work and street striping and consider the resolution dedicating Murzyn Hall access as a public roadway. 4. New Business and Recommended Actions a. Award of Bid for Concrete Surface Repairs in Concrete Alleys, Project #8405 Mayor Nawrocki inquired what costs were included in the analysis bid versus the engineer's estimate. The City Engineer responsed these figures include the crack sealing which will be done by City crews, engineering costs and administrative ~t~. The Mayor stated that the Council will be reviewing the administrative .:~ .'~s it has done in the past. The City Engineer contacted two other cities ',..no have used the services of the recommended contractor and the low bidder and was advised the work done was good to excellent. Motion by Peterson, second by Carlson to award the bid for concrete surface repairs concrete alleys, Project #8405, to Advanced Contractors, Inc. of Andover, Min- nesota, in the amount of $29,753.45, based upon low, formal quotation received; and, furthermore, to authorize the Mayor and City Manager to execute a contract for same. Roll call: All ayes b. Award of Bid for 1986 Street and Parking Lane Striping The City Engineer advised the amount budgeted for this work was $4,500. Motion by Carlson, second by Paulson to award the bid for 1986 Street and Park Lane Striping to Deneson Striping, Inc. of Chaska, Minnesota, in the amount of $3,945.90, based upon low, formal quotation received; and, furthermore, to author- ize the Mayor and City Manager to execute a contract for same. Roll call: All ayes c. Consideration of a Resolution Dedicating Murzyn Hall Access as a Public Roadway The roadway in question is the one south of Murzyn Hall which is intended to be used for egress from the Hall parking lot presently being installed in connection with the Murzyn Hall renovation. This matter had been litigated as the Soo Line Rail- road declined permission for traffic exiting from the parking lot to cross its tracks. The Findings of the Administrative Law Judge on this matter were that this roadway was not public and therefore could not be used by the City. The City At- torney advised the C'ouncil to declare this roadway a public street or highway and the hearing regarding this matter could be reopened on the basis of new evidence. The City has ten days to appeal the decision of the Administrative Law Judge. Possible purchase or abandonment by the Soo Line was discussed. Motion by Peterson, second by Carlson to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes Special Council Meeting June 16, 1986 page 2 RESOLUTION NO. 86-43 BEING A RESOLUTION DEDICATING MURZYN HALL INGRESS AND EGRESS AS A PUBLIC STREET BF IT RESOLVED by the City Council of the City of Columbia Heights: That the ingress and egress to the Murzyn Hall parking lot from 39th Avenue Northeast, legally described as follows, to-wit: The west 24 feet of Block Two (2), except Lots One (1), Two (2), and Three (3) thereof; 2nd Subdivision of Block F, Columbia Heights Annex according to the map or plat thereof on file and of record in the office of the Register of Deeds in and for Anoka County, Minnesota, is hereby dedicated as a City street as defined by Minnesota Statute )169.01, Subdivision 29.
