COLUMBIA HEIGHTS CITY COUNCIL
SPECIAL COUNCIL MEETING
AUGUST 27, 1986
The meeting was called to order by Mayor Nawrocki at 9:55 p.m..
1. Roll Call
Paulson, Petkoff, Carlson, Peterson, Nawrocki - present
2. Purpose of Meeting
Clarification of the purpose of the public hearing scheduled for September 29, 1986
regarding cable televlsion and reconsideration of Council action taken at the regular
Council meeting of August 25th. Mayor Nawrocki stated that at the regular Council
meeting of August 25th the Council had been requested to approve the scheduling of
a public hearing to address the transfer of the cable television franchise and so
approved. After this Council action the Mayor questioned whether the public hearing
would address transfer of the franchise or transfer of the stock. It was then deter-
mined that additional information from the City's cable legal counsel was desired.
This special Council meeting was established for that purpose.
3. Action by the Council
Gary Matz, the City's legal counsel on cable matters, advised the Council and staff
by letter of what is expected to transpire at the public hearing. The letter stated
that the cities of Columbia Heights and Hilltop are in receipt of a NOTICE and REQUEST
FOR APPROVAL OF SALE OF STOCK executed by representatives of Group W Cable, Inc., Group
W Cable of Columbia Heights/Hilltop, Inc. and North Central Cable Communication Corpor-
ation (NCCCC). His letter also noted that public comments will be received and reviewed
~urther regarding the legal, technical and financial qualifications of NCCCC to control
operate Group W Cable of Columbia Heights/Hilltop, Inc. He stated that there is
no requirement that a decision be made regarding the REQUEST at the time of the public
hearing. Attached to Matz's letter was the scheduled intermediate steps to be taken
prior to the stock actually reaching NCCCC. The City Manager reviewed the attachments.
Discussion of the purchase price and a letter received from legal counsel for NCCCC
followed.
Motion by Petkoff, second by Carlson to reconsider the City Council's action at the
August 25, 1986 regular Council meeting establishing the date and time for a public
hearing regarding transfer of the cable franchise. Roll call: All ayes
Motion by Petkoff, second by Paulson to set a public hearing date for the purpose of
stock ownership of Group W Cable of Columbia Heights Incorporated transfer to North
Central Cable Communications Corporation, such hearing to be held on Monday, Sept-
ember 29, 1986 at 7:30 p.m. in City Council Chambers. Roll call: All ayes
