HomeMy WebLinkAboutSept 29, 1986OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING SEPTEMBER 29, 1986 The Special Council Meeting was called to order by Mayor Nawrocki at ll:05 p.m.. 1. Roll Call Paulson, Petkoff, Carlson, Peterson, Nawrocki - present Appointment of Secretary Pro-tem Motion by Carlson, second by Petkoff to appoint Fred Salsbury as Secretary Pro-rem. Roll call: All ayes 2. Purpose of Special Meeting Continuing discussion of the retaining wall and bids received for same at 1234 44th Avenue. Fred Salsbury, Public Works Director/City Engineer, distributed to the Council data regarding the engineering costs on this project to date. He noted that any additional engineering costs of this project would be taken from the General Fund. The bid for this retaining wall had been awarded to Carl Bolander Company with the understanding that negotiations would continue seeking a less expensive manner to construct the wall. The bid specifications were for a concrete wall and the bid was $23,330. Salsbury noted that the project had been estimated at a much lesser cost. The largest difference in costs was in the steel sheeting the contractor is proposing to use. He suggested that the retaining wall presently standing be used for the sheeting and the cost could be reduced considerably. The Council had requested the construction of a wood wall be explored by staff. Salsbury stated that a wood wall constructed of architectural timbers using screw- type tie backs had been a consideration by staff. He noted if this type of wall were selected by the Council the plans for it would require redesigning by the Engineering Department and they would have to be resubmitted to the State. This type of wall would require yearly maintenance. Specifics of the installation of a concrete wall were discussed. The contractor had advised the City Engineer if the present wall were used for the sheeting he would not be responsible for any caving of 44th Avenue in the area. It was de- cided that traffic could be rerouted to avoid this possibility. This detour would be in place for approximately a week to a week and one half. Councilmember Peterson inquired what would happen if the Council did nothing to this wall. Salsbury advised the Council that all of the boards in the present wall would have to be replaced which would be very difficult and there would be no guarantee this type of restoration would have any permanency. Councilmember Carlson inquired how long a concret wall would last and was told that it should be in good condition for at least fifty years. The City Engineerls revised plan for the proposed concrete wall include~ the fol- lowing; use of the existing wood wall as sheeting, thereby reducing the cost a considerable amount; eliminate the steel sheeting in the constractor's bid, and, footings for this wall would be on the right-of-way so the hedge would have to be replanted if the property owner so desires. The approximate cost of the revised plan would be $14,830 with a possible addition of $500 for a longer return at the end of the wall. 3. Action of the Council Motion by Peterson, second by Paulson to authorize the revised plan as suggested by the City Engineer contingent on the property owners at 1234 44th Avenue allowing the City to construct the wall on the right-of-way fronting the property and, furthermore · $'pec-ial Council Meeting September 29, 1986 page 2 :hat during the time of construction of this wall vehicular traffic be detoured, except for resident traffic, from this area on 44th Avenue.
