The Special Meeting was called to order by Mayor Nawrocki at 12:30 a.m..

Motion by Paulson, second by Carlson to appoint William Elrite as Secretary Pro-tam.

Resolution No. 86-57 Certification of Delinquent Special Assessments
Motion by Petkoff, second by Paulson to waive the reading' of the resolution there
being ample copies available to the public. Roll call: All ayes
RESOLUTION NO. 86-57
CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that
The County Auditor be, and he is hereby directed to levy the delinquent special
assessments on the properties in the City of Columbia Heights as submitted on the
attached sheets and filed in the Assessment Book for 1986 totalling $88,378.21.
BE IT FURTHER RESOLVED that the aforegoing amounts shall be included in the individual
~real estate tax statements for the current year and identified thereon as "Special
Assessments - Fund #913"
SAID LEVIES shall be enforced and collected in the manner provided for the enforce-'
ment and collection of State and County taxes under and in accordance with the pro-
visions of the general laws of the State. Ali assessments with penalities and interest
as indicated thereon paid to the County Treasurer shall belong to the City of Columbia
Heights and shall be turned over to the City Treasurer in the manner provided by
the City Charter and Ordinances.
THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until October 15,
1986. Upon receipt of said payments the County will be notified to remove this levy
from the tax rolls.

Resolution No. 86-58 Adopting a Budget for the Year 1987 and Levying Taxes
Motion by Peterson, second by Paulson to waive the reading of the resolution there
being ample copies available to the public. Roll call: All ayes
Counciimember Carlson stated he could not vote for adoption of this budget as it is
higher than last year's budget and he had hoped the budget could be reduced by one
million dollars.

ADOPTING A BUDGET FOR THE YEAR 1987 AND LEVYING TAXES
BE IT RESOLVED by the City Council of the City of Columbia Heights as follows:

Resolution No. 86-59 Confirming Tax Levy by the Six Cities Water Management Organi-
zation for the Fiscal Year 1987
Motion by Peterson, second by Paulson to waive the reading of the resolution there

It was noted that the levy is being made by the City as the Six Cities Water Mana-
gement Organization is not authorized to levy
RESOLUTION NO. 86-59
CONFIRMING TAX LEVY BY THE SIX CITIES WATER MANAGEMENT ORGANIZATION FOR THE FISCAL
YEAR 1987
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS THAT:
WHEREAS, the Six Cities Water Management Organization has adopted a budget as shown
on their attached resolution, and assessed the City of Columbia Heights $7,078 as
their portion of the total budget.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Columbia Heights
approves and consents to the levy of $7~078 upon all taxable property in the City
Columbia Heights as a special taxing district, for the purpose of the Six Cities
Water Management Organization.

for Fiscal Year 1987.

RESOLUTION NO. 86-60
CONFIRMING TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 1987
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, THAT
WHEREAS, The Housing and Redevelopment Authority of Columbia Heights, Minnesota
has adopted a budget as shown on their attached resolution, and
WHEREAS, The Housing and Redevelopment Authority has also resolved that a special
tax to be levied of $35,803 upon all taxable property, both real and personal,
in the City of Columbia Heights, and

~HEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes requires approval
by the governing body of the municipality in and for which said Authority was created.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Columbia Heights
approves and consents to the levy of $35,803 upon all taxable property, both real and
personal, in the City o~.Columbia Heights, by said Authority, as special taxing
district, for use for the purpose of the redevelopment provisions of Section 462.711
of the Minnesota Statutes.
