PUBLIC HEARING
JANUARY 28, 1985
The hearing was called to order by Mayor Nawrockl at 6:30 P.M..
1. Roll Call
Petkoff, Peterson, Nawrockl - present
Hovland, Carlson - absent
2. Purpose of the Public Hearing
The City of Columbia Heights is expecting to receive $163,000 in 1985 as Its portion
of Community Development Block Grand funds.
The purpose of this public hearing is to hear presentations regarding activities to
be considered for funding.
It was noted that Anoka. County will review the Clty~s appllcation for fun~ing as will
the Housing and Urban Development Agency. Also, the County will hold a public hearing
with regard to the recommended activities.
Roger Jensen, Director of the City's HRA stated the timeframe for the applicatl'ons,
public hearing, and the final decision by HUD on the activities selected.
3. Presentation by ,~i,ty, 5,t.aff
The City Manager reviewed the criteria to be met by suggested activities. The HRA
Director advised the Council that the Columbia Heights Human Services Commission
had recommended use of. 15% of. the 1985 funds be used for various publlc service
organizations. These public service organlzatlons are as follows:
Central Center for Family Resources: This program involves the establishment of
a drop in center.for the mentally il]
Northeast Branch YMCA: Day care center
Anoka County. Association for Retarded Citizens: Health education program for
elementary/secondary school students
Alano: Remodeling of Columbia Heights facillty
Alexandra House: Energy shelter fund
ACCAP: Senior outreach worker
Representatives from these various service organizations presented details of their
operations and the specifics of their requests.
Councilmember Carlson joined the hearing at 6:45 P.M.,
HRA Director Roger. Jensen advised the Council of the HRA recommendations for funding:
$5,000 for the second annual Downtown Celebratlon Day. He reviewed the funding for
the first celebration and its success:.
The second recommendation would involve asslstance to the Columbia Park Medical
Clinic for relocation in the downtown redevelopment district. It was noted that
if the Clinic's plan to build its facility on the northwest corner of Central
and 40th Avenues didn't materialize that the remainder of the funding should be
used for general downtown purposes.
Mayor Nawrockl felt the proposed renovation/expansion of Murzyn Hall would meet the
criteria for. C.D.B.G. funding and that the Council should consider this while making
its activities selections for inclusion on the application.
Councilmember Hovland joined the hearing at 7:15 P.M.

Additional comments regarding any of the proposals were invited from those in at-
tendance. There were none·
4. Selection of Activities to be Funded
Anoka County had advised that it would like all proposals in by February 15th.
It was decided that the Council woul. d take action on the activities it felt should
be incorporated within the Community Development Block Grant appllcatlon at its
regular meeting on Honday, February Ilth.
