HomeMy WebLinkAboutJun 3, 1985OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL SPECIAL COUNCIL MEETING JUNE 3, 1985 The Special Council Meeting was called to order by Mayor Nawrocki at 7:55 P.M.. Roil Call Hovland, Petkoff, Peterson, Nawrocki - present Councilman Carlson was attending a Traffic Commission meeting. Purpose Two items were on this meeting's agenda: Umbrella/Bus Insurance and Alternatives for the Employee Assistance Program Umbrella/Bus Insurance The City Manager advised the Council that no new information had been received regarding the City's insurance policies. He noted that the Insurance Commission had not received any additional bids nor does it anticipate receiving any. Thursday, June 6th is the deadline for this insurance and it was suggested that the Council may have to call a special meeting on the sixth of. June if there are any actions to be taken regarding this matter. At its last meeting, the Insurance Commission had recommended an increase of the City's basic coverage from $500,00 to SI,O00,O00 and the purchase of an umbrella policy in the amount of SI,O00,O00. This would give the City a total of $2,000,000 in coverage. Mayor Nawrocki inquired if insurance with deductibles had been considered. The Finance Director advised him of the Commission's position on this. The required amount of insurance for the bus leased from the MTC is quite high. Alter- natives for bus transportation were discussed. Three of the alternatives were to poJrchasethe bus presently used, rent buses for or not supply bus trans- being events, rtation at all. The Finance Director. advised the Council that the Insurance Commission is still looking for an affordable insurance for the bus. The City Manager requested the Counci) to take a previously recommended action so this situation will be covered at the deadline time. He noted that if additional information or alternatives were available another action could be taken. Motion by Peterson, second by Hovland to authorize the City Manager to increase the City's basic insurance coverage to $1,O00,O00 at a premium of $15,419 and to purchase an umbrella policy with coverage of $1,O00,OO0 at a premium of $28,171. Emp. loyee Assistance Prog.r~ At a previous Council meeting, the Council had requested additional information on the Employee Assistance Program administered by Cromer Management, Inc.(Metropolitan Clinic of Counseling, Inc.). The firm supplied the Council with a breakdown sheet detailing how many employees used its services during the last contract period as well as the types of problems and referrals. The City Manager noted that the maximum level of fees was reached last year and the maximum leve) in this new contract would be $1,455. The average length of a meeting for an employee in this program was one hour. Motion by Peterson, second by Petkoff to authorize the Mayor and City Manager to enter into an agreement with Cromer. Management, Inc..(Metropolitan Clinic of Counseling) to provide diagnostic and referral services to employess of the City of Columbia Height~ their dependents and household members for the contract period of June 1, 1985 to May 31, 1986 with such base retainer fee to be $727.50 or $7.50 per employee.
