HomeMy WebLinkAboutAug 13, 1985 (2)OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL CONTINUED COUNCIL MEETING AUGUST 13, 1985 The meeting was called to order by Mayor Nawrocki at 6:30 P.M.. This meeting is a continuance of the August 12th recessed Council meeting. 1. Roll Call Hovland, Petkoff, Carlson, Peterson, Nawrocki - present 2. Appointment of Secretar~ Pro-Tem Motion by Hovland, second by Pe~erson to appoint Fred Salsbury, Public Works Director/ City Engineer, as Secretary Pro-tem. Roll call: Bll ayes 3. Consideration of Award of Contract Awarding the contract for the removal of insulation materials from the Library and from John P. Murzyn Hall had been discussed at 'the regular Council meeting of August 12th. Since it was determined that additional information was needed this matter had been laid over until this meeting. The primary information required was the statutory requirements of a contractor to pro- vide a performance bond. The City Attorney had advised the City Manager that a perfor-. mance bond was required where a contractor provided work agreed to in a contract, The City Manager cited that section of the statutes which addressed this matter, Section 574.26. The City Engineer had contacted all those firms who had supplied quotes on this project as to whether or not they had incorporated performance bonds in their quotes. He re-. ceived no answer from the third lowest bidder and the second lowest bidder advised the City Engineer the performance bond had been included. The lowest bidder had not in-. cled a performance bond in his quote and contacted a number of firms to so do. He h~Wbeen advised that this project is too small to secure such a bond. A lengthy dis~ cussion followed regarding payment bonds and performance bonds, The staff reviewed past practices of the City regarding the requirement of performance bonds. The discussion included the acquisition by the low bidder of a City license, need for Workmen's Compensation Insurance, considering the two facilities in the project sep- arately, and meeting the requirements of the MPCA for removal of the materials and testing.
