COLUMBIA HEIGHTS CITY COUNCIL PUBLIC HEARING
JANUARY 23, 1984
Mayor called the public hearing to order at 7:00 pm.
1. Roll Call

2. Purpose of Public Hearin~
Presentation of activities for consideration for funding by the City's share of the
Anoka County Community Development Block Grant funds.
The City Manager advised the Council that the City is expecting to receive $163,425 in
1984 as its portion of Community Development Block Grant funds received through Anoka
County. It has been determined that 15% or $24,514 of this money will be reserved for
use on public service related activities. He stated that the remainder of the funds can
be applied to several activities provided they comply with the following three require-
ments:
a) Be of primary (51% or more) benefit to persons of low and moderate income
b) Assist in the elimination of slums or blight
c) Alleviate an eminent threat to the health or welfare of the community where other
financial resources are not available (disaster situations).
The City Manager cited two projects that may qualify, those being, Murzyn Hall improve-
ments and a snow removal assistance program for senior citizens in the community.
The Director of the Housing and Redevelopment Authority gave the following timeframes for
presentation of the application, February 15th~ Anoka County C.D.B.G Public Hearing, April~
and, the funds will be available in July 1984.
3. Presentation by City Staff
Roger Jensen, HRA Director, reviewed those suggestions received for consideration for
funding with the 1984 Community Development Block Grant monies.
The following list contains those requests that were reviewed by the Human Services Com-
mission and recommended for funding:
a. Anoka County Community Action Programs - Senior Citizen Outreach Program $5~704.60
b. Anoka County Association for Retarded Citizens - Thrift Shop $5,000.00
c. Chemical Dependency Center - Youth Center $4,200.00
d. Judicare - Legal Assistance $5,100.OO
~ e. Southern Anoka Community Assistance (SACA)- Part Time Assistant $4,000.00
f. Friends of the Columbia Heights Library Children's Events $ 300.00
g. Columbia Heights Council for High Potential - Speakers and Literature $ 200.00
An additional six requests were received by the Human Services Commission which did not
receive its recommendation or were withdrawn. A representative from each of the projects
that received a Human Serivces recommendation gave additional information on his or her
project and request.
The Housing and Redevelopment Authority Board of Commissioners submitted a C.D.B.G.list
of activities for consideration. The list includes the following activities:
a. Parking Lot Expansion - Parkview Villa $29,800
b. Downtown Redevelopment - Purchase of two rental homes on Central Avenue that would
enhance a proposed development.or acquisition of four homes remaining north of a
municipal parking lot $51,O00-$115,O00
c. Updating Handicapped Units - Parkview Villa $10,500
d. Downtown Promotion - Advertising Booklet $ 5,000
Proposals Received from Private Citizens in Columbia Heights:
a. Installation of protective materials under playground equipment at Huset
Park
b. Expansion of a Shared Ride Program to accommodate people who are unable to get
into the taxi by themselves, as well as expanding the area in which these taxis

could take people. Presently, the area includes the City of Columbia Heights and
specially designated places in Fridley and Hilltop.
c. Assistance in paying alley improvement assessments for low income residents.
No cost amounts accompanied the proposals from private citizens.
4. Comments from the General Public
Representatives from various organizations requesting funding addressed their particular
concerns as did members of the Human Services Commission and residents of the City.
5. Selection of Activities to be Funded
No Council action was taker~ at this time.
6. Adjournment
Motion by Peterson, second by Petkoff to adjourn the hearing at 8:1
