CONTINUED PUBLIC HEARING
APRIL 16, 1984
This Special City Council Meeting is a continuation of the Public Improvement Hearing
held on March 1~3, 1984. Council President Petkoff called the meeting to order at 7:00
P.M..

It was noted that Mayor Nawrocki was out of town.
Purpose of the Meeting
A Public Improvement Hearing regarding special assessment projects dealing with seal
coating of bituminous alleys and bituminous residential streets was conducted on March
19, 1984. However, that Public Hearing was continued to April 16, 1984, in order that
the staff prepare additional information regarding improvements to Leander Lane and
assessment of alley improvements to property located at 4507-4509 and 4513-4515 Taylor
Street.
Presentation of Projects by City Manager
a. Presentation of revised seal coating estimates for Leander Lane
On April 6, 1984 the City Manager mailed a letter to all of those residents whose
property is on or abuts Leander Lane which contained the estimated costs for seal
coating of Leander Lane as well as four alternatives to seal coating.
There was an error in the costs for seal coating and the City Manager mailed another
letter to these same residents with the corrected estimated costs. The City Manager
reviewed the estimated costs for seal coat which are figured on the assessable foot;
street rate: $6.33 and the avenue rate: $2.11.
b. Presentation of alternative improvements for Leander Lane
With the use of an overhead viewing screen the City Manager reviewed all of the four
proposed alternatives for improvements for Leander Lane. They are as follows:
Alternative #1:
Reconstruction of Leander Lane including concrete curb and gutter, aggregate base,
bituminous (asphalt) surface and realignment of storm sewer catch basins. Est-
imated cost per assessable foot street rate $101.O2, avenue rate $33.67.
Alternative #2:
Formed bituminous asphalt curb, aggregate base, bituminous (asphalt) roadway
surface and realignment of storm sewer catch basins. Estimated cost per assessable
foot street rate $92.79, avenue rate $30.93.
Alternative #3:
Handlaid and machine rolled curb, aggregate base, bituminous (asphalt) surface
and realignment of storm sewer catch basins. Estimated cost per assessable foot
street rate $87.34, avenue rate $29.11.
Alternative #4:
Aggregate base and bituminous (asphalt) surface. Estimated cost per assessable
foot street rate $75.99, and avenue rate $25.33.

The City Manager read the questions contained in a survey mailed to residents who
would be affected by this project. This survey was sent out in 1982 to 23 persons
and 17 surveys were returned. The survey showed that the majority of residents were
not against seal coating of Leander Lane at that time but were not in support of
any other kind of improvement.
The Council President opened the floor for questions. In response to questions re-
garding the length of time that a seal coat would last, appearance and improved drain-
age the City Engineer stated the following: seal coating could be expected to last ap-
proximately two years, the surface would be smoother until water gets under it and
then it will start to break up, and there will be no drainage improvement with the seal
coat. He also stated that this street has been patched each for about twenty years.
The Assistant City Engineer said that eventually this street will be in such disrepair
that it will no longer be able to be patched and seal coated.
A number of residents stated they will soon be retiring and would not care to have a
large assessment to pay. Two residents said they wanted the street to be done in the
manner described in Alternative #1.
There was some discussion regarding the policy of the City Council in the past when
large assessments were being considered. The City Manager said the seal coat project
assessment would be for a one year period and the four alternative being proposed
would be for a fifteen year period at ll% interest.
Council President Petkoff polled the residents in attendance for their perference for
this projeclL. The majority supported the seal coat proposal.
Motion by Carlson, second by Hovland to authorize the City Manager to proceed with
the seal coat project for Leander Lane.
Council President Petkoff stated she did not intend to vote for this motion because the
street clearly needs more than a seal coat and that the residents would be back to the
Council in a couple of years with concerns for their street. She feels that something
major needs to be done at this time and that the costs will not be any less when the
street finallly needs major work.
The resident at 4326 Leander Lane inquired if this seal coat work is going to be
closely supervised as he has had some bad experiences with work done previously on
roads in the area. He was advised that there will be good supervision.

c. Presentation of alley improvements between Taylor and Fillmore, 45th to 46th Ave-
nues; in particular as relates to double bungalows at 4507-4509 and 4513-4515 Tay-
lor Street.
The City Manager stated that he felt the properties could benefit from the alley if
the owner opted to use it. Councilman Hovland said he looked at the properties and
if fill were put in parking pads could be put in for residents of the bungalows. He
noted that the front yard is presently being used for parking. Councilman Carlson
mentioned that the properties to the north and south of these two bungalows have put
in parking pads in the rear yards.
Motion by Carlson, second by Peterson to authorize the City Manager to proceed with
Project #8400 (PIR 794) alley improvement between Taylor and Fillmore, 45th to 46th
Avenues. Roll call: All ayes
Motion by Hovland, second by Carlson that the Council hereby determines that property
located at 4507-4509 and 4513-5415 Taylor Street will be specifically benefitted from
the alley improvment to be undertaken between Taylor ~nd Fillmore, 45th to 46th Ave-
nues; and furthermore, that the City Assessor should provide for assessments to these
properties once improvements have been completed. Roll call: All ayes

Consideration of Resolution 84-18 Authorizing Impro.v.emen.t Projects
The reading of Resolution 84-18 was waived at the March 19, 1984 Public Improvement
Hearing.
RESOLUTION NO. 84-18
BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by motion on the 13th day
of February, 1984 ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council
Meeting on the 19th day of March, 1984; and,
WHEREAS, the Council determines to proceed with this local improvement, a portion
of the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvments is as follows:
Seal coating of bituminous alleys in the City. Also included are the following
bituminous residential streets: Polk Street N.E. from 37th Avenue N.E. to 39th
Avenue N.E. and Leander Lane N.E. from Royce Street N.E. to 44th Avenue N.E.
2. That the materials to be used are as follows:
Miscellaneous concrete curb and gutter repair, bituminous patching, asphalt
emulsion and seal coat aggregate.
3. That a careful estimate of the cost of the improvements has been made by the
City Manager and the several lots and parcels of land fronting upon and ad-
jacent to such proposed improvements, which be deemed benefited thereby, were
properly notified of said hearings, and
4. That the City Manager shall also lis~ the names and owners of the several parcels
so improved as nearly as can be ascertained.
5. These improvements shall also be known as Project No. 794.
