HomeMy WebLinkAboutMay 21, 1984'OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL BOARD OF REVIEW MAY 21, 1984 The Board of Review was called to order by Mayor Nawrocki at 7:45 P.M.. 1. Roll Call Hovland, Petkoff, Carlson, Peterson, Nawrocki - present 2. Introduction of Staff The City Assessor, Appraiser, and two Assessment Department clerks were introduced to those residents in attendance. Also, introduced was the Anoka County Assessor. 3. Purpose of the Board of Review To review the valuations as of January 2, 1984, if anyone is aggrieved of their valu- ation. 4. Questions and Answers Regarding Property Valuations Property owners in attendance were given an opportunity to raise questions regarding their property valuations. The following properties were discussed: 3842 Quincy Street-The Assessor noted that this property had not been reviewed on site for two reviewal cycles so it was given an arbitrary appraisal which is an auto- matic increase of 25%. She stated that there will be a decrease as soon as a review is done. The Assessor will set up an appointment for the on-site valuation and also will advise the owners when the next Board of Review is scheduled. 1600 Innsbruck Parkway-This property faces Innsbruck Parkway and abuts Johnson Street. The owner felt this location was one of the factor's that should be considered in the valuation as well as others some of which were, damage to the siding, lived in by five children and the selling price and the asking price of some homes in the same area. The Assessor noted that the location, being in a heavily-trafficed area, was given consideration in the valuation. The owner requested a 10% or $10,000 reduction. 2106 41st Avenue-The owners noted that this is rental property purchased five years ago. At that time it would anticipated that a street would be going through. The street did not materialize and left the garage inaccessible. The Assessor stated she would anticipate making a reduction of approximately $1,400 but would prefer to make this recommendation at a later date. 4456 Seventh Street-The owner of this property stated he owns this lot at 4456 7th Street which has a house on it as well as the vacant lot to the south of it. He noted he has a house on one lot and a garage for this house whose apron runs across the back of this lot on the back side of the vacant lot. He felt these two lots could not be considered as buildable as the vacant lot has no stub out and is not accessible for a garage. The Assessor suggested either he could move the garage or have all of the property replatted into one lot. She advised the owner that the very old garage on the first lot, which is no longer used, was classified as a "C" type which is a shed or building for storage thereby not needing an apron and was not valued as high as an usable garage. The owner felt the entire property was about 10% over an acceptable val- uation. 4522 Seventh Street-The owner of this property felt the valuation was approximately 10% too high. He cited the age of the roof, furnace and the need for restuccoing. There was some question also regarding a patio which he stated was just a wide sidewalk. The Mayor requested that the Assessor get some comparables to this property and the owner felt there were none. · Board of Review May 21, 1984 page 2 4000 Washington Street-The owner felt the valuation on this property was too high considering the location and that it was situated in such a manner near a clinic that if the property were sold it would have to be sold with the clinic. She stated that the clinic was a special-purpose building and any sale would require a special type of buyer. The Assessor said this valuation was an arbitrary one as the Appraiser had no access to the building prior to the valuation being determined. The Assessor felt a decrease would be recommended but did not concur with the Anoka County Assessor re- garding an abatement. It was determined that the previous taxes had been figured on a lower figure than was first thought. 4845 Seventh Street-There has not been an on-site inspection of this property since September of 1981. The owner stated she has been trying to sell the property for two years at a price lower than the valuation and had no interested buyers. The Assessor will check comparable homes in the area and set up an appointment for a review. 3830 Hayes Street-The Assessor noted that the land had been assessed as three lots and could be assessed as one very large lot, 115 x 299. The Assessor recommended a decrease ot $3,900. 603 38th Avenue-The owner of the house on this lot stated even though he has done a considerable amount of work he felt the valuation was too high considering that the house is eighty years old. The Assessor noted all of the improvements he had made to the property and that it had not been inspected since 1979. She will do a review and get some comparables. 4643 Pierce Street-The owner of this four unit apartment building felt the increase was too high. He was advised that the County does the valuation on this type of build- ing. The Anoka County Assessor suggested that the owner review his profit and loss statements with a member of his office. It was noted that the land values are done locally and they had not increased since 1980. 4032 Washington Street-The owner of this property felt the valuation was about 10% too high. He reviewed the last three valuations and was interested in what formula was employed to make them. The Assessor noted that last time the house had been re- viewed was in 1972. The owner said he could be contacted after May 28th to set up an appointment for an on-site review. 4200 Madison Street-The owner of this property compared his valuation with that of the house next door which he stated was almost identical. The Assessor compared the two properties and recommended no change. 1213 42nd Avenue-This owner requested an answer from the County Assessor to a letter she had sent him last year. He didn't recall the letter and was not prepared to respond. The owner stated she felt the valuation cards should be distributed earlier for the con- venience of the property owners. The owner's property has been valued as three lots and she felt it is all one big lot. The Assessor noted if the land is really one lot and is not platted as three it will be valued as one, which will result in a decrease. Letters from the owners of the following properties were received: 4111 Central Avenue 583 37th Avenue (This property will be reviewed on May 22nd) 4126 Cleveland Street (This property will be reviewed) 3901 University Avenue 215 40th Avenue (This property was reviewed May 21st) 741 37th Avenue (This property was reviewed May 21st) Boa rd of Review May 21, 1984 page 3 Discussion followed regarding the increase of the land value for the property located at 4111 Central Avenue. The Assessor reviewed her formula for valuing commercial pro- perty in the City. The Mayor requested that the Anoka County Assessor review the Sales Ratio Study and compare what Columbia Heights residents are paying as well as those residents in Frid- ley and some other Anoka County communities. Mayor Nawrocki requested that the City Assessor prepare a list of properties whose valuations have been adjusted by Anoka County to date as well as those that are made after the County Board of Equalization. 5. Continuation of Board of Review Motion by Carlson, second by Hovland to continue the Board of Review May 29, 1984 at 6:30 P.M..
