CO~ITINUED BOARD OF REVIEW

The continued Board of Review was called to order by Mayor Nawrocki at 6:30 P.M..
1. Roll Call
Hovland, Carlson, Peterson, Nawrocki - present Petkoff - absent
Mayor Nawrocki noted that Councilmember Petkoff was attending a meeting of the Rec-
reation Commission and would not be attending the Board of Review.
2. Purpose of the Board of Review
To review the valuations, as of January 2, 1984 if anyone is aggrieved of their val-
uation and to receive the City Assessor's recommendations on those valuations dis-
cussed at the May 21st Board of Review.
3. Assessor's Recommendations Regardin9 Valuations and Reviews
3842 Quincy Street: This property had received two arbitrary appraisals as the ap-
praiser had been unable to gain access to the house for two reviewal cycles. The
house was recently reviewed and the Assessor recommended a valuation of $62,500.
1600 Innsbruck Parkway: The specifics of two comparables were given by the Assessor
and she recommended no change in the valuation. It was noted that three homes in the
same subdivision are for sale. Councilman Hovland requested that the selling price
for these homes are noted and considered when the next valuation is done.
2106 41st Avenue: The Assessor recommended a decrease of $1,400.
4522 Seventh Street: The Assessor cited four comparables and recommended no change.
The owner stated he had an appraisal from a real estate firm and the Assessor re-
quested to see it.
4456 Seventh Street: The owner of this property felt that the placement of the gar-
age made one of these two lots not buildable. The Assessor recommended no change in
that the garage could be moved. She gave examples of two comparables, one of which is
being valued as one large lot with a house and the other which is being valued as two
bulldable lots with a home.
4000 Washington $~ee~: This proper~y had been given an arbitrary appraisal because
of no access for a reviewel. The Assessor recommended a decrease of the valuation to
S 103,900.
4845 Seventh Street: The Assessor noted that this property had been overclassed and
recommended a reduction of the valuation of $4,600.
3830 Hayes Street: Previously this property had been assessed as three lots. The
Assessor recommended that it be assessed as one large parcel and given a reduction
of S3,900.
603 38th Avenue: The Assessor recommended a $4,500 reduction on this property but
not for the reasons stated by the owner. He felt the value was too high because of
the age of the house. The Assessor advised the Council that a considerable amount of
improvements have been done to this house since it was purchased. But, after an on-
site reviewal she found damage to the foundation due to water and that the porch was
pulling away from the structure. Her recommendation for a reduction was based on the
costs that will be incurred to correct these problems.

4643 Pierce Street: This property was valued by the County and this owner had been
referred to the Anoka County Assessor's office for comparables. The City Assessor had
no recommendation.
4032 Washington Street: This property had not been reviewed on-site since 1972. The
owner had the appraiser view the property recently and it was determined that what had
been noted as an addition was an enclosed porch. The Assessor recommended an $18,800
reduction. This property owner had some questions and comments regarding arbitrary
appraisals.
4200 Madison Street: The stated that the neighboring home was used as a comparable
and recommended no change.
1213 42nd Avenue: The owner had stated that this property was one large lot and was
being assessed as three lots. ~'he Assessor stated that this property is not pla~ted
as three lots and recommended a reduction of $6,200 on the land as being one large
lot. It was noted that if, and when, this property is split it must comply with the
zoning code.
Letters were received regarding valuations from property owners of the following
addresses. The Assessor's recommendations and observations after reviewal succeed
each address.
583 37th Avenue: The Assessor recommended a $3,500 reduction due to functional ob-
solescence and deterioration.
4126 Cleveland Street: The property owner is a senior citizen with limited income.
She requested a decrease in the valuation stating she was having difficulty paying
the taxes. The Assessor could not justify a decrease.
3901 University Avenue: The Assessor is awaiting additional information on this re-
quest and will be doing an on-site imspection of the premises in the near future. The
company is experiencing some difficulty at this time. No change was recommended.
411t Central Avenue: A memo from the City Assessor was distributed to the Council and
she stated that the Gounty Js presently doing a reappraisal on this property. No re-
commendation for change is being.made at this time.
215 40th Avenue: The owner of this house listed all of the improvements he has yet
to finish in the house and reviewed how long he has been working on it. The Assessor
had made an on-site review and recommended a $2,900 reduction.
741 37th Avenue: The Assessor recommended a $3~000 reduction due to the age and cond-
ition of the house. This house was given an on-site review.
4. Adoption of Assessment Rolls
Motion by Hovland, second by Peterson to adopt the 1984 assessment rolls as presented
by the City Assessor and amended. Roll call: All ayes
