COLUMBIA HEIGHTS CITY COUNCIL
PUBLIC HEARING
MARCH 21, 1983
public hearing was called to order by Mayor Nawrocki at 7:00 pm.
1. Roll Call
Hovland, Petkoff, Hentges, Nawrocki--present
Norberg--absent
2. Purpose of Meeting
Special assessments regarding several projects dealing with water main installation, curb
and gutter, storm drainage improvements, concrete street repairs and improvements, seal
coating, alley and street reconstruction, and municipal state aid street construction.
3. Presentation of Assessment Projects by City Manager
a. Miscellaneous concrete street surface repairs and bituminous crack sealing of the
Innsbruck Third Addition. The City Manager and City Engineer gave the details of this
project. It was noted that some of the funding for this project came from Anoka County
as a local county road. There were many questions from residents in attendance regarding
the project work itself and how the assessing was computed for those properties on Inn-
sbruck Parkway. Also discussed was the City's policy for assessing for major maintenance.
The Mayor and some member of the Council still had questions regarding the assessments
for properties on the local county road.
Motion by Hentges, second by Hovland to authorize the City Manager to proceed with Project
# 8215.
Motion by Nawrocki, second by Hovland to defer for further consideration on March 28, 1983,
Project # 8215. Roll call: All ayes
Alley reconstruction in the alley between Polk and Tyler Streets from 39th Avenue to
Ostrander Park. The City Manager and City Engineer gave the details of this project. The
City Engineer noted that part of this alley needs reconstruction and the remainder of the
alley will be patched, repaired, cutdown and rejuvinated.
Motion by Petkoff, second by Hovland to authorize the City Manager to proceed with Project
# 8024. Roll call: All ayes
c. Alley construction in the alley between Fifth Street and Madison Place from 37th Avenue
to 38th Avenue; said alley runs south to 37th Avenue across Lot 42, Block 89, Columbia
Heights Annex. The City Manager reviewed the details of this project and summarized the
estimated costs for this alleyway which will be twelve feet wide.
At this point in the hearing Mayor Nawrocki reviewed the assessment policy in regards to
costs and award of bids. He noted that all of the costs being cited for these projects
were estimates not actual costs. He continued that if the actual costs are ten percent
higher than the estimates that either the hearing is reopened or the project work is not
pursued. Actual costs are assessed after the Assessment Hearing held in the Fall.
Discussion continued on the alley construction regarding the present condition of the alley
and the conditions of the alley in different seasons. It was noted that a letter was re-
ceived last year requesting a hearing for this alley improvment. The property owned by
the City that abuts this alley will be assessed the same amount per foot as that property
owned by individuals. The Mayor also stated the policy for assessment payment afforded to
senior citizens who are on a fixed income.

· Seal coating of all bituminous residential streets in the northeast quadrant of the City;
lso included are all state aid funded arterial streets and county roads in the southeast
and northeast quadrants of the City. The City Manager gave the details of this project.
Motion by Hovland, second by Hentges to authorize the City Manager to proceed with Project
# 8211. Roll call: All ayes
e. Street construction of Arthur Place from 44th Avenue north to the Minneapolis Reservoir
property. The City Manager reviewed the details of this project. An alternate plan was also
presented for thls project by the City Manager. The primary difference between the two
proposals was the exclusion of a turn around area at the north end of Arthur Place which
included grading and a retaining wall. Those residents in attendance preferred the alternate
proposal that exlcuded the turn around.
Motion by Hovland, second by Petkoff to authorize the City Manager to proceed with Project
# 8221, using the alternate proposal. Roll call: All ayes
f. Municipal state aid street construction of Reservoir Boulevard from 44th Avenue to 46th
Avenue, 46th Avenue from Reservoir Boulevard to Fillmore Street, Fillmore Street from 46th
Avenue to 47th Avenue, and Fillmore Street north of 47th Avenue a distance of 100 feet.
The City Manager and City Engineer gave the details of this project. All residents affected
by this project were notified of an informational meeting scheduled for March 12th in the
City Hall. Fourteen residents attended this meeting to discuss their concerns and those of
their neighbors. From this informational meeting the City Manager presented to the Council
the following list of recommendations:
1. That Reservoir Boulevard from 44th Avenue to 46th Avenue be constructed to State
Aid design standards of 47' back to back of curb, allowing parking on both sides
2. That 46th Avenue from Reservoir Boulevard to Fillmore Street and Fillmore Street
46th to 47th, be constructed to State Aid design standards of 37' back to back
of curb, allowing parking on one side only.
Motion by Hovland, second by Petkoff to authorize the City Manager to proceed with Project
# 8002 incorporating the recommendations of the City Manager. Roll call: All ayes
Councilman Hentges requested that this matter be on the agenda for the Traffic Commission.
The Traffic Commission had reviewed the entire matter approximately two years ago which
included safety considerations, traffic counts, and increased traffic flow. It was
Councilman Hentges, who serves on the Traffic Commission, request that this matter be re-
turned to the Traffic Commission.
4. Consideration of Resolutions Authorizing Projects

BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights
WHEREAS, the City Council of the City of Columbia Heights by Motion on the 10th day of
January, 1983 ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting
on the 21st day of March, 1983, and
EAS, the Council determines to proceedmwith this local improvement, a portion of
the cost being defrayed by special assessments under Charter provisions.

~OW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Removal and replacement of approximately the South 600', plus or minus of the 12 foot
bituminous alley surfacing and base including seal coating the entire alley between
Polk and Tyler Streets N.E. from 39th Avenue N.E. north to Ostrander Park.
2. That the materials to be used are as follows:
Gravel base, bituminous pavement, asphalt emulsion, seal coat aggregate and concrete
pavement.
3. That a careful estimate of the cost of the improvements has been made by the City
Manager and the several lots and parcels of land fronting upon and adjacent to such
proposed improvements, which be deemed benefited thereby, were properly notified of
said hearings, and
4. That the City Manager shall also list the names and owners of the several parcels so
improved as nearly as can be ascertained.
5. These improvements shall also be known as Project No. 775.

WHEREAS, the City Council of the City of Columbia Heights by Motion on the lOth day of
January, 1983 ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting
on the 21st day of March, 1983, and
WHEREAS, the Council determines to proceed with this local improvement, a portion of the
cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Seal coating of all bituminous residentlal streets in the northeast quadrant of
the City of Columbia Heights or that part bounded by 45th Avenue N.E. on the south,
Stinson Boulevard N.E. on the east, the corporate boundary with the City of Frldley
on the north, Central Avenue on the west, and 230' of Gould'Avenue N.E. extended
east of Central Avenue N.E. Also included are all State Aid funded arterial streets
in the southeast and northeast quadrants of the City, along with certain County
Roads in the northeast quadrant of the City. Except Arthur Place N.E., Reservoir
Boulevard N.E. from 45th Avenue N.E. to 46th Avenue N.E., and Fillmore Street N.E.
from 46th Avenue N.E. to approximately 100' north of 47th Avenue N.E.
2. That the materials to be used are as follows:
Miscellaneous concrete curb repair, bituminous patching, asphalt emulsion and seal
coat aggregate.

WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Heeting
on the 2ist day of Hatch, 1983, and
WHEREAS, the Council determines to proceed with this local improvement, a portion of
the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
!. That the location and extent of such improvements is as follows:
Street construction of Arthur Place N.E. from ~th Avenue N.E. north to the Minneapolis
Reservoir property.
2. That the materials to be used are as follows:
Concrete curb and gutter, gravel base, bituminous pavement, concrete pavement, back-
fill, sod, wood retaining wall, reinforced concrete pipe and concrete catch basins
with appurtenances.
3. That a careful estimate of the cost of the improvements has been made by the City
Hanager and the several lots and parcels of land fronting upon and adjacent to such
proposed improvements, which be deemed benefited thereby, were properly notified of
said hearings, and
That the City Manager shall also list the names and owners of the several parcels so
improved as nearly as can be ascertained.

January, 1983 ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting
on the 21st day of March, 1983, and
WHEREAS, the Council determines to proceed with this local improvement, a portion of
the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
That the location and extent of such improvements is as follows:
Municipal State Aid street construction of Reservoir Boulevard N.E. from 44th Avenue
N.E. to 46th Avenue N.E., 46th Avenue N.E. from Reservoir Boulevard N.E. to Fill-
more Street N.E., Fillmore Street N.E. from 46th Avenue N.E. to 47th Avenue N.E., and
Fillmore Street N.E. north to 47th Avenue N.E. a distance of 1OO feet. Includes
widening of the existing streets to a State Aid design, storm drainage improvements
and watermain constructed within Reservoir Boulevard N.E. from 44th Avenue N.E. to
46th Avenue N.E. to serve the Crestview Lutheran Home. A portion of the watermain,
storm sewer, curb and gutter will be assessed to Crestview.
2. That the materials to be used are as follows:
Concrete curb and gutter, concrete paving, asphalt paving and gravel base, 8" ductile
iron watermain, 1" copper water services, reinforced concrete pipe, concrete manholes
and catch basins, backfill, sod, trees and various appurtenances.
3. That a careful estimate of the cost of the improvements has been made by the City Manager
and the several lots and parcels of land fronting upon and adjacent to such proposed
improvements, which be deemed benefited thereby, were properly notified of said
hearings, and
4. That the City Manager shall also list the names and owners of the several parcels so
improved as nearly as can be ascertained.
These improvements shall also be known as Project No. 792.
