PUBLIC IMPROVEMENT HEARING

The hearing was called to order by Mayor Nawrockl at 7:00 pm.
1. Roll call:
Hovland, Petkoff, Norberg, Hentges, Nawrockl--present
2. Purpose of Meeting
Consideration of special assessment regarding miscellaneous concrete street surface
repairs and bituminous crack sealing of that part of Stlnson Boulevard N.E. Included
in Innsbruck Third Addition.
3' Presentation of Assessment Project by City Manager
This presentation is being continued from the March 21st Public Hearing.
a) Miscellaneous concrete street surface repairs and bituminous crack sealing of the
Innsbruck Third Addition, including Stinson Boulevard.
Using graphs and charts the City Manager and the City Engineer gave the background on this
project and the estimated costs. That portion of Innsbruck Parkway that is a county aid
road was identified on a map. This portion of Innsbruck Parkway was of concern at the
hearing on March 21st. It had been determined by the Assessing Department that this portion
~ould be assessed one third the street charge for costs since county monies are being re-
ceived for this project. Other charges were discussed by the Council, staff, and those
residents in attendance who were being assessed. It was noted by the Mayor that major main-
tenance costs are assessed to the benefitting properties as a matter of policy In the City
of Columbia Heights and that Anoka County has a policy of being willing to contribute to
_'or maintenance costs. The work on Stinson Boulevard will be done on a cost-sharing
is with the City of New Brighton. Discussion continued regarding specific problems
being experienced with the street by residents, Since the individual amount of the assess-
ment was changed the President of the Innsbruck Homeowners Association requested another
informational meeting so residents could be advised about the increase in the assessment
some of them may be receiving. The Mayor and the City Manager expressed a willingness to
set up a meeting at the convenience of the Association members.
Councilman Norberg felt that a ten day or two week delay in authorizing this project should
be considered.
/4orion by Norberg to.continue the Public Improvement Hearing until Monday, Aprll 4th at
7:30 pm. Motion dies for lack of a second.
The City Engineer informed the Councll of the timetable for this project and it was felt
there would be ample time to meet with the Association members before the project commenced.
Motion by Hentges, second by Hovland to authorize the City Manager to proceed with Project
# 8215. Roll call: All ayes
4. Consideration of Resolutions Authorlz. in~ Project
a. Resolution 83-16 Being a Resolution Ordering Improvements
Motion by Hentges, second by Hovland to waive the reading of the resolution there being
ample copies available to the public. Roll call: All ayes

BEING A RESOLUTION ORDERING IMPROVEMENTS
IT HEREBY RESOLVED by the City Council of the City of Columbla Heights.
WHEREAS, the City Council of the City of Columbia Heights by Motion on the 1Otb day of
January, 1983 ordered notice of a hearing to be given to property owners, and

WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council Meeting
on the 21st and 28th of March, 1983, and
WHEREAS, the Council determines to proceed with this local Improvement, a portion of the
cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
I. That the location and extent of such improvements is as follows:
Miscellaneous concrete street surface repairs and bituminous crack sealing of that
part of Stinson Boulevard N.E. Included in Innsbruck 3rd Addition.
2. That the materials to be used are as follows:
Concrete street surfacing and bituminous crack and joint sealant.
3. That a careful estimate of the cost of the Improvements has been made by the City
Manager and the several lots and parcels of land fronting upon and adjacent to
such proposed improvements, which be deemed benefited thereby, were properly
notified of said hearings, and
4. That the City Manager shall also list the names and owners of the several parcels
so improved as nearly as can be ascertained.
These improvements shall also be known as Project No. 732.

Pennine Pass N.E., Chalet Drive N.E., Saint Imier Drive N.E., Argonne Orive N.E.,
and Matterhorn Drive N.E..
2. That the materials to be used are as follows:

3. That a careful estimate of the cost of the Improvements has been made by the City Man-
ager and the several lots and parcels of land fronting upon and adjacent to such pro-
posed improvements, which be deemed benefited thereby, were properly notified of said
