Roll Call Hovland, Petkoff, Norberg, Hentges, Nawrocki--present 2. Purpose of Special Meeting Award of bids for library basement modifications and reading of proclamations 3. Appointment of Secretary Pro-rem Motion by Hentges, second by Norberg to appoint Ron Kalina as Secretary Pro-rem for the duration of the Special Meeting. Roll call: All ayes 4. Report on Bids Received The City Manager presented the information received from bidders. Sealed bids were opened on April 7, 1983 and totalled seven. The lowest responsible bidder was D.W. Harstad Com- pany, Inc. with a bid of $59.530. It was noted by Wes Hendrickson, an architect with TKDA, the architectural firm working with this project, that this bidder is well qualified in remodeling and has worked in the Columbia Heights area. The City Manager made the fol- lowing recommendations for Council action: 1) award the contract; 2) vote specific deducts as outlined in writing by the Library Board of Trustees; 3) vote to waive permit fee of $450; and, 4) provide for additional funding. Discussion followed regarding these sugges- tions by the City Manager. The Council determined that the architectural fee of up to $5,000 would be allocated for preparation of contractural documents, $1,OO0 would be al- located for construction inspection, and, $1,470 would be allowed for higher quality car- peting for the basement and an adjoining area. Motion by Norberg, second by Petkoff to award the bid for the library basement modifica- tions to D.W. Harstad Company, Inc., the lowest responsible bidder, total costs being $59,530, that the Mayor and City Manager be authorized to enter to a contract for same, and transfer up to $17,000 from the General Fund Unallocated Fund Balance to the Library Building Fund. Roll call: All ayes 5. Proclamations Mayor Nawrocki read two proclamations. One proclamation recognized May l, 1983 as Loyalty Day and the other proclamation encouraged residents of Columbia Heights to observe Poppy Day by supporting the sale of Buddy Poppies.
